Police say they found the two dogs inside a garage on Clinton Street in Sandusky on Jan. 22.
'It was -5 degrees that day. The house was vacant and no one was to be living there. It was not in good condition,' said Lt. Chris Denny. 'It was obvious the dogs had been there for a long time. There should not have been dogs in the garage.'
Police say there were holes in the walls of the garage and there was no heat inside the structure.
One dog was malnourished and did not have food or water. The other dog had some food in a dish but no water.

Officer Brett Bird, who found the dogs, says he was heartbroken the dogs were being housed in such deplorable conditions.
'As a dog owner, you are just broken hearted,' Bird said. He said they transported the dogs to the Erie County Dog Pound.
He says both dogs are doing well now.
