Iraqi-Russian Anti-Corruption Agreement

Iraq's Federal Integrity Commission and Russia's Prosecutor General's Office have begun implementing their Memorandum of Understanding (MoU) on anti-corruption cooperation, focusing on asset recovery and international legal assistance. During a meeting with a Russian delegation, Dr. Mohammed Ali Al-Lami, Head of the Integrity Commission, emphasized the need to modernize anti-corruption mechanisms to counter evolving methods of financial misconduct. He also called on signatories of the UN Convention Against Corruption to fulfill their commitments on legal cooperation, asset recovery, and extradition, highlighting banking secrecy and legal system differences as key challenges. Discussions covered judicial investigations, evidence sharing, and financial transparency, while Russian experts stressed the importance of bilateral and multilateral partnerships to coordinate efforts at international forums. Both sides explored the twinning of Iraq's Anti-Corruption Academy with Russia's Prosecutor General's University to facilitate training, research, and academic exchanges. Workshops also addressed national coordination committees for anti-corruption enforcement and joint legal measures to track and recover illicit funds. In a significant move, Saudi Arabia, represented by its Oversight and Anti-Corruption Authority (NAZAHA), has assumed the leadership of the GlobE Network after a Vienna ceremony. The United Nations Office on Drugs and Crime (UNODC) witnessed the historic handover alongside global delegates. Member states unanimously elected Saudi Arabia for the 2025-2027 term during a high-level Beijing meeting in September last year. This achievement highlights global trust in the Kingdom's anti-corruption expertise and Vision 2030 reforms. Global Confidence in Saudi Arabia's Anti-Corruption Vision The presidency recognizes Saudi Arabia's success in combating financial crimes and recovering illicit funds worldwide. Over 219 law enforcement agencies across 120 countries now collaborate under Saudi leadership. Dr. Nasser Aba Al-Khail, NAZAHA's Undersecretary for International Cooperation, accepted the role from Spain's Chief Prosecutor. He emphasized advancing cross-border collaboration via a secure communication platform to track illegal funds. Saudi Arabia will prioritize unifying global efforts under the UN Convention Against Corruption during its presidency.
