Ceasefire hopes dim as Ukraine criticises Russia's lack of proposals before Istanbul talks
Ukrainian President Zelenskyy Ukrainian President Zelenskyy expressed doubts over Russia's commitment to peace talks, as Moscow prepares to send a delegation to negotiations in Istanbul on Monday. Although the Kremlin confirmed its participation, it has not yet sent its negotiating proposals to Ukraine — something Kyiv says is essential for meaningful talks. Zelensky criticised Russia for "doing everything it can to ensure the next possible meeting is fruitless. " Ukraine has already sent its proposals, including a call for a full and unconditional ceasefire. Ukrainian Foreign Minister Andrii Sybiha said Ukraine had already shared its "vision of future steps" with Russia and stressed the need for an unconditional ceasefire to allow further negotiations. 'We want the war to end this year,' he said at a press conference with Turkish foreign minister Hakan Fidan. The upcoming talks follow a previous round in Istanbul two weeks ago, which led to a prisoner exchange but no major breakthroughs. Although neither Zelenskyy nor Russian President Putin are expected to attend Monday's talks, Fidan said Turkey hopes to eventually host a high-level summit. 'We sincerely think it is time to bring President Trump, President Putin, and President Zelensky to the table,' he said. Kremlin spokesman Dmitry Peskov confirmed Russia's proposals would remain confidential and said a summit would only be possible if there was progress in earlier talks. He welcomed remarks by retired US general Keith Kellogg, Trump's envoy to Ukraine, who described Russia's concerns about Nato as 'fair.' General Kellogg noted Trump was 'frustrated' with Russia's behavior but wanted to keep talks alive. Trump and Putin recently held a two-hour phone call to discuss a US-proposed ceasefire. Trump said the call went 'very well' and that negotiations would 'immediately start' to end the war. Ukraine has agreed to a 30-day ceasefire, but Russia has so far only committed to discussing a 'possible future peace,' which Kyiv and its allies see as a stalling tactic. Russia continues to occupy about 20 per cent of Ukraine's territory, including Crimea, which it annexed in 2014. As talks approached, both countries reported fresh attacks. In Ukraine's Kherson region, three people were killed and 10 injured. Local officials said Russian forces targeted critical infrastructure and residential areas. Meanwhile, in Russia's Kursk region, at least 14 people were injured in an explosion, according to local officials and Russian news agency TASS. Germany's chancellor Friedrich Merz recently told Zelensky that Berlin would help Ukraine produce long-range missiles to defend itself. The Kremlin said any move to lift restrictions on missile range would threaten the chances of ending the war.

Ukraine accuses Russia of undermining next round of peace talks
Ukraine's President has questioned Russia's commitment to progressing peace talks after Moscow confirmed it was sending a team to talks in Istanbul on Monday. Russia is yet to send its negotiating proposals to Ukraine - a key demand by Kyiv. Kremlin spokesman Dmitry Peskov said Moscow's conditions for a ceasefire would be discussed in Turkey. But Volodymyr Zelensky accused Moscow of "doing everything it can to ensure the next possible meeting is fruitless". "For a meeting to be meaningful, its agenda must be clear, and the negotiations must be properly prepared," he said. Ukraine had sent its proposals to Russia, reaffirming "readiness for a full and unconditional ceasefire". The first round of talks two weeks ago in Istanbul brought no breakthrough, but achieved a prisoner of war swap. Russian President Vladimir Putin launched a full-scale invasion of Ukraine in February 2022. Russia currently controls about 20% of Ukraine's territory, including the southern Crimea peninsula Moscow annexed in 2014. On Friday, Ukrainian Foreign Minister Andrii Sybiha reiterated that Kyiv had already sent its own "vision of future steps" to Russia, adding Moscow "must accept an unconditional ceasefire" to pave the way for broader negotiations. "We are interested in seeing these meetings continue because we want the war to end this year," Sybiha said during a joint press conference with his Turkish counterpart Hakan Fidan. Putin and Zelensky are not expected to attend the talks on Monday. But Fidan said Turkey was hoping to eventually host a high-level summit. "We sincerely think it is time to bring President Trump, President Putin and President Zelensky to the table," he said. Peskov said Russia's ceasefire proposals would not be made public, and Moscow would only entertain the idea of a high-level summit if meaningful progress was achieved in preliminary discussions between the two countries. He welcomed comments made by Trump's envoy to Ukraine, retired Gen Keith Kellogg, who described Russian concerns over Nato enlargement as "fair". Gen Kellogg said Ukraine joining the military alliance, long hoped for by Kyiv, was not on the table. He added President Trump was "frustrated" by what he described as Russia's intransigence, but emphasised the need to keep negotiations alive. On 19 May, Trump and Putin had a two-hour phone call to discuss a US-proposed ceasefire deal to halt the fighting. The US president said he believed the call had gone "very well", adding that Russia and Ukraine would "immediately start" negotiations towards a ceasefire and "an end to the war". Ukraine has publicly agreed to a 30-day ceasefire but Putin has only said Russia will work with Ukraine to craft a "memorandum" on a "possible future peace" - a move described by Kyiv and its European allies as delaying tactics so Russian troops could seize more Ukrainian territory. In a rare rebuke to Putin just days later, Trump called the Kremlin leader "absolutely crazy" and threatened US sanctions. His comments followed Moscow's largest drone and missile attacks on Ukraine. On Wednesday, Germany's new chancellor, Friedrich Merz, told Zelensky that Berlin would help Kyiv produce long-range missiles to defend itself from future Russian attacks. Ex-Congo leader Joseph Kabila resurfaces from exile
AP image Joseph Kabila, the self-exiled former president of the Democratic Republic of Congo (DRC), appeared in public for the first time since 2023 on Thursday. Kabila, who is wanted on suspicion of crimes against humanity for his support of insurgents accused of massacring civilians in the eastern part of the country, appeared in rebel-held territory to meet with local religious leaders in what was billed as an effort to mediate peace. Beyond the threat of prosecution, authorities in Congo are also seeking to ban Kabila's People's Party for Reconstruction and Democracy (PPRD) as well as seizing assets held by its leaders. Kabila has said for weeks that he would return to help find a solution to an ongoing conflict that has seen M23 rebels make large territorial gains since January. Kabila, who has spent much of his exile in South Africa, has denied ties to M23. Kabila: Peace broker or would-be rebel leader? After meeting with Kabila at the former president's residence outside Goma in eastern Congo on Thursday, Joel Amurani said, "The former president... called us to express his wish to see peace return to the eastern part of the country and throughout the country." The government of Congolese President Felix Tshisekedi this week accused Kabila of "positioning himself as the rebel leader" alongside Rwandan President Paul Kagame as a result of his sudden reappearance after rebel advances. The United Nations and other Western nations accuse Rwanda of supplying arms and assistance to M23 rebels battling Congolese forces, something Kagame's government denies. Kabila's return could complicate plans for a US-proposed Congo-Rwanda peace agreement paired with a multi-billion-dollar minerals deal in the resource-rich country. Massad Boulos, White House senior Africa adviser and the father-in-law of US President Donald Trump's daughter Tiffany, has previously said the deal could be finalized by summer. Eastern Congo is known for its vast mineral riches, however, the World Bank ranks the DR Congo as one of the five poorest countries in the world. During his time in power, Kabila oversaw the sale of cobalt, copper, diamonds and uranium during a reign marked by accusations of corruption and poor governance. The younger Kabila then led Congo for 18 years before ultimately stepping aside to make way for Felix Tshisekedi in 2019 — in what was the first "peaceful" transition of power in the country since it gained independence from Belgium in 1960. Before Kabila stepped down, however, dozens of civilians were killed after he delayed the vote and clung to power. Though he had maintained a low profile while wielding considerable political influence behind the scenes since then, Kabila broke his public silence last Friday when he delivered a speech decrying what he called "dictatorship" in the DRC. Tshisekedi's government now accuses Kabila of treason.
