Orissa HC seeks response on full-time Utkal University V-C posting

CUTTACK: The Orissa High Court has sought response from the government on appointment of regular vice-chancellor of Utkal University, the premier public university of the state. Acting on a PIL filed by advocate Prabir Kumar Das, the bench of Chief Justice Harish Tandon and Justice MS Raman scheduled the next hearing for July 8 and directed the state counsel to take instructions by then. In his petition, Das pointed out that the University has been without a regular vice- chancellor since November 24 2024. He moved the court after his representation to the Chancellor on March 1, 2025 for taking immediate action to ensure appointment of a regular vice-chancellor evoked no action. Das has sought intervention against inaction of the state government in appointing a regular vice-chancellor of Utkal University in accordance with the mandate contained in Section 6 (1) of Universities Act, 1989. The Utkal University has 27 post-graduate departments with 5,000 students. It has 16 autonomous 298 degree and 149 professional colleges under its administration. The university is currently functioning under in-charge V-C Professor Jagneshwar Dandapat.

Cabinet increases age limit for govt jobs by five years

The Sindh cabinet on Saturday has decided to send the contentious Universities Act amendment back to the Sindh Assembly, following Governor Kamran Tessori's objections to the proposed law that would allow bureaucrats to be appointed as vice chancellors. The cabinet also announced a slew of significant changes, including a five-year extension of the age limit for government jobs and stricter regulations on the display of weapons, unregistered vehicles, and driving without a licence. Chief Minister Murad Ali Shah presided over the cabinet meeting and approved the Relaxation of Upper Age Limit Rules, and passed two bills — Sindh Civil Courts (Amendment) Bill 2025 and Sindh Universities and Institutes Laws (Amendment) Bill, which was earlier returned by the governor with his observations. Upper age Limit The Sindh Cabinet directed the Services, General Administration, and Coordination Department (SGA&CD) to notify the new rules, which grant significant upper age relaxations for candidates applying for government jobs. Persons with disabilities, divorced women, and widows will also be entitled to up to five years of relaxation. Sindh Civil Courts (Amendment) Bill 2025 The cabinet was told that a recent amendment bill passed by the assembly has been returned by the Sindh Governor with observation regarding the jurisdiction of the Sindh High Court. After thorough discussion, the cabinet passed the bill, asserting that the proposed Bill of 2025 does not violate Article 175 of the Constitution. Senior Minister Sharjeel Inam Memon confirmed a strict ban will be enforced on the display of weapons. Anyone caught displaying weapons will face immediate arrest, including police officers in plain clothes. Meanwhile, Governor Tessori has summoned the provincial assembly to meet on Monday, exercising powers under Article 109 of the Constitution of the Islamic Republic of Pakistan, 1973.
