SC/ST commission flags ‘two-glass' system in Telangana villages
Hyderabad: The chairman of the SC/ST commission, Bakki Venkataiah, expressed concern over the discriminatory practices being followed in some villages and urged the officials concerned to crack the whip against those indulging in such practices. Tired of too many ads? go ad free now Referring to a 'two-glass' system, where separate cups or tumblers are used for different castes, Bakki Venkataiah claimed it is still being practised in some villages. "It is a matter of concern that the 'two-glass' system is being practised in some areas. This must be eradicated," he said. However, Venkataiah did not specify the places and districts where such incidents were reported. The commission visited Jogulamba Gadwal district and Nagarkurnool, held meetings with officials, and called for strong action against caste-based discrimination. At a meeting with officials in Jogulamba Gadwal on Tuesday, he instructed the police and revenue authorities to lay their focus on Rayapuram village, where instances of caste-based discrimination had been reported. Officials told TOI that some years ago, a community had complained about people from a particular caste refusing to offer haircuts in salons and restricting their entry. "We have not received any complaints regarding the 'two-glass' system, but if such practices are found, we will take strict against those responsible," a senior official said. The 'two-glass' system is typically observed at tea stalls or similar places, where certain communities are made to drink from separate glasses, which are kept apart from others. Meanwhile, Jogulamba Gadwal Collector BM Santhosh informed the commission that the administration is taking strict action in cases registered against the SC/ST Act. Since Sept 2023, 62 complaints have been registered, of which 19 cases are still under investigation, while chargesheets have been filed in the remaining cases. In one case, an accused has been convicted. The govt has provided Rs 38.75 lakh as compensation to victims in 32 cases, he informed the commission.

Ensure schemes' funds are strictly delivered to SCs, STs
Wanaparthy: The SC/ST Commission chairman, Bakki Venkataiah, on Tuesday directed the district administration to ensure that the funds and shares allocated under various development and welfare schemes implemented by the Central and State governments are strictly delivered to SCs and STs. During a visit to district, the SC/ST commission team conducted a district-level review meeting at the collectorate. Collector Adarsh Surabhi, SP R Giridhar, officials, members of the District Vigilance and Monitoring Committee, and association leaders participated in the meeting, which was chaired by Venkataiah. In the meeting, the chairman inquired about the implementation of development and welfare schemes in the district by key departments of the Central and State governments, and whether SCs and STs were receiving their rightful share. He suggested that Citizen Rights Day should be observed regularly on the 30th of every month; an annual action plan should be prepared in advance. He emphasised that Citizen Rights meetings should not be symbolic, but be held in SC colonies or panchayat premises. Advance notice be given to SC/ST Vigilance and Monitoring Committee members and the media. He stated that these meetings should raise awareness among SCs and STs about the welfare schemes available to them and how to access them. He suggested identifying and resolving issues faced by SCs and STs. Venkataiah insisted that a Vigilance and Monitoring Committee meeting be held every three months under the leadership of the collector. Failing this, action would be taken against the SC corporation officer. He warned that funds under the SC/ST Sub-Plan must be used solely for the uplift of SCs and STs; any diversion of the funds by any department would lead to strict action against the responsible officer. Additional Collectors (Revenue) G Venkateshwarlu, (Local Bodies In-charge) Yadayya, commission members K. Neela Devi, Rambabu Naik, K. Lakshmi Narayana, J. Shankar, R. Praveen, ED SC Corporation Mallikarjun, DSP Venkateshwara Rao, CIs, SIs, tahsildars, VMC members, and association leaders attended.

Telangana HC upholds property freezing order under NDPS Act
HYDERABAD: Justice NV Shravan Kumar of the Telangana High Court has dismissed a writ petition filed by Gundumalla Venkataiah, challenging the legality of a property freezing order issued under the Narcotic Drugs and Psychotropic Substances (NDPS) Act. The court upheld the confirmatory order dated March 20, 2024, issued by the Competent Authority's, validating an earlier freezing order passed by the Station House Officer of Shadnagar Police on February 20, 2024. Both orders were issued under Section 68F(2) of the NDPS Act, concerning the seizure of movable and immovable properties allegedly acquired through proceeds of drug trafficking. Venkataiah sought to quash the freezing order, arguing it was arbitrary and unsupported by evidence. He claimed that no contraband was recovered from him or his premises and that freezing all his assets was unjustified while the investigation remained ongoing. Senior counsel for the petitioner contended that FIRs registered in December 2023 at Shadnagar and Gachibowli police stations did not result in the recovery of Alprazolam from Venkataiah. However, the police alleged his involvement in the illegal acquisition and intended purchase of large quantities of the substance. After examining the records, Justice Shravan Kumar found that the authorities had followed due process, including issuing a notice under Section 68H and obtaining timely confirmation of the freezing order. The Court noted that Venkataiah failed to provide a satisfactory explanation or documentation for the sources of his income, including claimed agricultural earnings.

Accused under NDPS Act can't seek property release sans proof of legitimate income: HC
Hyderabad: The Telangana high court has ruled that individuals facing charges under the Narcotic Drugs and Psychotropic Substances (NDPS) Act cannot claim the release of seized or frozen properties unless they can clearly prove that such assets—belonging to them or their family members—were not acquired through proceeds of illegal activities. Tired of too many ads? go ad free now The court emphasised that the burden of proof lies entirely on the accused to establish a legitimate source of income for acquiring the properties mentioned in the freezing orders, especially when no supporting financial documentation is provided. Justice NV Shravan Kumar made these observations while hearing a petition filed by Gundumulla Venkataiah, who was booked in two cases by Shadnagar police in Cyberabad in 2024 for the procurement and storage of Alprazolam, a controlled substance. As per the provisions of the NDPS Act, police had attached 17 immovable properties acquired by Venkataiah and his family between 2018 and 2023. Additionally, they seized several vehicles and froze ₹4 lakh held in various bank accounts. In his petition, Venkataiah challenged the police action, claiming that he had purchased the properties through income from real estate and agriculture. However, the court found discrepancies in his claims. As per his income tax returns filed between 2017 and 2023, his total declared income was only ₹35 lakh. The court noted the absence of any concrete evidence to support his claim of involvement in real estate or other businesses. Consequently, the high court declined to grant any relief regarding the seized assets. However, it directed the trial court concerned to consider any fresh application submitted by the accused to unfreeze funds strictly for family necessities, livelihood, or medical expenses.
