Register every birth, death, and stillbirth within 21 days: Udupi DC

Udupi: Deputy commissioner Vidya Kumari K stressed that every birth, death, and stillbirth in the district must be mandatorily registered with the appropriate authority within 21 days. She was speaking at the quarterly meeting of the district-level Birth and Death Coordination Committee held recently. The district currently has a total of 326 registration units, including 313 in rural areas and 13 in urban areas. According to available data, last year, 11,161 births were registered in the district, of which 1,185 were from rural areas and 9,976 from urban areas. A total of 12,269 deaths were registered, with 7,269 from rural areas and 5,000 from urban areas. The number of stillbirths registered stood at 61. The overall sex ratio in the district was recorded at 976 females for every 1,000 males. She said that it is the responsibility of every citizen to ensure that births and deaths are registered without delay. In rural areas, registration can be done up to 30 days with the gram panchayat secretaries, while in urban areas, medical officers at primary and community health centres, taluk and district hospitals are authorised to register these events. In town municipalities and town panchayats, health inspectors are the designated registration officials. She explained that registration within 21 days is completely free of charge. If the registration is done between 21 and 30 days, a fee of Rs 20 is applicable. For registrations done between 30 days and one year from the date of the event, a fee of Rs 50 is charged. A birth can be registered without the baby's name, and the name can be added within 12 months without any fee. However, no corrections or alterations can be made in the records once they are finalised. She also mentioned that births that occur abroad can be registered overseas. However, if the parents of the child are Indian citizens and plan to settle in India, they must register the birth within 60 days of returning to the country.

She stressed the importance of proactive steps to control dengue and other vector-borne diseases to build a healthier Udupi district. Speaking at a human chain awareness rally held recently at the Government Industrial Training Institute (ITI), Pragathinagar , as part of National Dengue Day celebrations, the Deputy Commissioner said, 'Dengue is not just a fever; it is a viral disease spread by infected Aedes mosquitoes, which breed in stagnant water. To curb the spread of dengue and destroy mosquito breeding grounds, the public must be provided with comprehensive health education,' she said. She further stressed the importance of the "Check, Clean, Cover – Eliminate Mosquito Breeding Sites", emphasising the need for community involvement in maintaining clean surroundings and preventing mosquito infestation. The event was jointly organised by the district administration, Zilla Panchayat , National Health Mission , District Health and Family Welfare Department, District Vector-Borne Disease Control Office, and the Government ITI, Pragathinagar.

Udupi: In a decisive step to curb tobacco consumption among youth, the Udupi district administration has revoked licences of 12 shops for selling tobacco products within 100 metres of educational institutions—an offence under the Cigarettes and Other Tobacco Products Act (COTPA), 2003. Deputy Commissioner Vidya Kumari K, who chaired the district-level review meeting on COTPA enforcement on Thursday, said the crackdown followed complaints of violations near 38 schools and colleges. 'Despite clear legal restrictions, we continue to receive reports of tobacco sales near campuses. This poses a serious risk to student health and will not be tolerated,' the DC said. Of the 12 shops penalised, 11 were located in Manipal and one in Byndoor taluk. Officials have been directed to intensify inspections and identify other violators. 'Local bodies must act swiftly, and repeat offenders will face legal consequences,' the DC warned. Beyond commercial enforcement, the district has been pushing for broader tobacco-free initiatives. Kodi Bengre has been officially declared a tobacco-free village, while similar declarations are in progress in other areas. In the residential sector, three apartment complexes—Classical Nest in Udupi, Panchami Residency, and Ganga Paradise in Karkala—have received recognition as tobacco-free housing societies. The DC emphasised that enforcement must be supported by community awareness. 'Parents must play a key role in safeguarding children from tobacco addiction. Prevention begins at home,' she said. She called for coordinated awareness campaigns involving local elected representatives and Panchayat Development Officers. In April alone, district authorities booked 71 cases under COTPA, collecting ₹11,400 in penalties. An additional 11 cases were registered at the district government hospital, with fines amounting to ₹1,100. The DC has instructed officials to conduct regular raids to ensure compliance. UDUPI: Deputy Commissioner Vidya Kumari K said that enumerators must carry out the Scheduled Caste internal reservation survey scientifically and accurately, ensuring no one is left out. Tired of too many ads? go ad free now She was speaking at a training workshop for taluk-level master trainers organised at the Atal Bihari Vajpayee Hall in Rajathadri on Monday. The event was conducted jointly by the District Administration and the Udupi Zilla Panchayat in connection with the comprehensive survey of Scheduled Castes and their sub-castes. Speaking on the survey related to the internal reservation classification for Scheduled Castes initiated by the one-man commission led by Justice H.N. Nagamohan Das, she said data collection will be done through a mobile app. The survey will be conducted in three phases in the district. For this purpose, primary and high school teachers have been selected as taluk-level master trainers. These trained enumerators are expected to collect accurate data within the stipulated timeframe. She stated that this survey will be beneficial in providing social justice and reducing economic disparity among people living in different areas and involved in various professions. It will also help these communities benefit from govt schemes in the future. She urged the SC community to fully cooperate by providing information during the house visits. The data collection will be carried out in three phases starting from May 5. In the first phase, from May 5 to 17, enumerators will visit each household. The second phase, from May 19 to 21, will involve special camps to collect data from SC families missed during the first phase. Each constituency will require about 200–250 enumerators. In total, 1,112 teachers are being trained and deployed for data collection. The DC said that the master trainers must give special attention to documenting the original caste in the survey. She also said that one supervisor will be appointed for every 10–12 enumerators. The survey will begin based on the voter list of households. Enumerators will log in to the mobile application using an OTP received on their registered mobile numbers and enter 42 different types of self-declared family member information. There are 101 sub-castes under the Scheduled Castes, and the aim is to include all of them in the survey. The survey will also study the social, educational, and economic status of SC communities.
