1 2 Bhubaneswar: State govt is planning to launch a new initiative, 'Mahapurush Adarsh Gram Yojana', focusing on developing villages that are birthplaces of eminent personalities. The govt has instructed district collectors to identify and create a list of eligible villages. According to the panchayati raj and drinking water department, chief minister Mohan Charan Majhi has conceptualised the scheme that seeks to combine rural development with preservation of historical legacy. Sources said the proposed programme will coordinate various existing govt schemes and departments to achieve complete saturation of development parameters in the villages. Key focus areas will include infrastructure development, education, healthcare, sanitation and digital connectivity. "This will be a new convergence-based scheme focusing on complete development of selected gram panchayats where eminent personalities were born. We are currently finalising the guidelines as per the CM's vision," Girish S N, secretary of the department, told TOI. The scheme envisions establishing memorials, museums and welcome arches in the villages, while also developing the ancestral homes of distinguished personalities. Under the project, information, education and communication (IEC) campaigns will be planned to raise awareness about the villages. "Through the programme, we aim to create model villages that will serve as blueprints for rural development across Odisha. It is about honouring our legacy while building for the future," Girish said. In Feb this year, an ambitious Rs 5,000 crore rural development programme — 'Viksit Gaon, Viksit Odisha' (developed villages, developed Odisha) — aimed at transforming around 60,000 villages across the state over the next five years — was launched by CM Majhi. A similar initiative was launched by the previous govt in 2023. Freedom fighter Utkalmani Gopabandhu Dash's ancestral home in Puri district's Suando village was transformed into a tourist destination in 2023.

New Delhi: Jharkhand Chief Minister Hemant Soren raised the issue of Rs 1.4 lakh crore in pending mining dues from central government-run companies during the 10th Governing Council meeting of NITI Aayog, chaired by Prime Minister Narendra Modi in New Delhi on Saturday. Highlighting the state's entitlement, Soren said, 'An amount of Rs 1,40,435 crore is owed to Jharkhand by companies operating under the Central Government for mining on state land. The timely release of this amount would significantly accelerate developmental and welfare initiatives in the state.' The Chief Minister also called for amendments to the Coal Bearing Areas (Acquisition and Development) Act, advocating that land used for mining be returned to the state once operations cease. He emphasised the need to fix accountability of mining companies for unauthorised extraction, noting the adverse environmental and social impact, including pollution and displacement. "Jharkhand is rich in coal and critical minerals, but mining has brought along serious concerns. These issues must be addressed with proactive measures," he added. Leading the state delegation, Soren made several suggestions to support the Centre's 'Viksit Bharat 2047' vision. He said the journey to a developed India must begin with 'Viksit Rajya' and should also include the concept of 'Viksit Gaon'. He highlighted the state's efforts in poverty alleviation, women's empowerment, youth skill development, agricultural advancement, education, infrastructure, and technological growth. One key initiative, he noted, was the state's economic empowerment scheme for women, under which around 50 lakh women are receiving Rs 2,500 per month. Referring to Jharkhand's coal-bed methane reserves, Soren stressed the need for large-scale energy initiatives and recommended that mining companies be mandated to establish captive plants in the state. He also proposed a rule requiring 30 per cent of mineral output to be used within Jharkhand to boost local employment. He urged the Centre to develop the Sahibganj district as a cargo hub, citing its strategic location for Jharkhand and neighbouring states. He also recommended setting up a dedicated industrial mining corridor, building a new bridge or high-level dam over the Ganga in Sahibganj, and increasing connectivity and infrastructure. On the issue of Naxalism, Soren pointed out that while 16 districts were affected in 2014, the number has now reduced to just two -- West Singhbhum and Latehar. However, he requested continued special central assistance for all previously affected districts to ensure lasting peace and development.

Bhubaneswar: Odisha Chief Minister Mohan Charan Majhi on Thursday said his government is committed to provide drinking water to every village of the State by 2026. While addressing the State-level celebration of National Panchayati Raj Day in Puri, Majhi said many people in rural areas are still deprived of basic facilities like drinking water, electricity supply, pucca house and road to their village. 'After taking oath on June 12, 2024, our government has launched 'Viksit Gaon, Viksit Odisha' (developed village for developed Odisha) programme for overall development of the villages,' he said. The Panchayati Raj and Drinking Water department has allocated Rs 10,000 crore for the special programme to build required infrastructures in the villages, he said. The government has set a target to provide drinking water and roads to every village by 2026, he said, adding that the government is also committed to provide pucca houses to all. Majhi said, 'Earlier the housing scheme beneficiaries were selected through party affiliation. But, now our government has completely stopped the practice and conducted a fresh survey to identify all eligible people for the rural housing schemes.' The Chief Minister said more than 23 lakh houses have been constructed in the State under the Pradhan Mantri Awas Yojana (Gramin), while another 4 lakh houses are under construction. An-other 26 lakh people have been listed for providing houses under the Central scheme, he said. Besides, the State government has decided to provide 5 lakh houses to poor and needy people like destitute, PwDs, natural calamity victims, etc, under Antyodaya Gruha Jojana (AGJ), Majhi said. This financial year, a budget of Rs 2,600 crore has been allocated for the AGJ, while a total of Rs 7,550 crore will be spent in the next three years, he added. Not a single person will be de-prived of a pucca house after the construction of the houses under the schemes, he said. Similarly, Majhi said many eligible poor persons were deprived of rations under the govern-ment's food security schemes as they were not included in the public distribution system. 'Af-ter our government came to power, we have opened the portal for receiving applications from such poor people. We have selected 6 lakh eligible people and started distribution of ration cards to them from today,' he stated.
