Irpin mayor involved in smuggling cars under guise of humanitarian aid, investigation claims
Oleksandr Markushyn, the mayor of Irpin, has been involved in smuggling cars under the guise of providing aid to Ukraine's defense forces, according to NGL Media's investigation published on April 21. Markushyn created and led a volunteer territorial community formation (DFTG) in late March 2022, in the early days of Russia's full-scale invasion. Over the next few months, he personally applied for the duty-free import of vehicles to be used by the unit, NGL Media reported. According to the customs, Infiniti QX30, Infiniti QX50, Nissan Navara, Volkswagen Touran, and Volkswagen Transporter were imported into Ukraine as humanitarian aid at Markushin's request. None of the vehicles were actually delivered to the Ukrainian defense forces, the investigation said. Five cars imported to Ukraine duty-free were not registered in Ukraine's Interior Ministry's database either. Investigative journalists suggested that the cars were dismantled for parts and later sold, adding that there could be more such vehicles. The Kyiv Independent has contacted Markushyn but has not received a response at the time of publication. If his involvement in the scheme is proven, Markushyn may face imprisonment for five to seven years and a fine of over Hr 435,000 ($10,400). Markushyn was elected mayor of Irpin in October 2020 for the New Faces political party. In January, Kyiv's Pecherskyi Court briefly placed Markushyn in custody and suspended him from office amid suspicions that he falsified his grounds for a stay in Italy in August 2022, already during the full-scale war. Men aged 18-60 are not permitted to leave the country under martial law, barring special circumstances. Markushyn is suspected of having visited his 2-year-old son in Italy even though he claimed to travel abroad to secure aid. The mayor considers the court case to be "politicized and ordered by his opponents." Jailed: Speeding driver who lied to avoid points
A driver has been jailed after paying someone else to take the penalty points for their speeding offence. In 2023, a Volkswagen Touran was caught speeding on the A14 in Barham, Suffolk. Police sent a letter to the car's registered owner asking him to provide details of who was driving. At the wheel was Georgia Miller, 27, of Lynn Road in Hillington, Norfolk. She was given an eight month sentence for perverting the course of justice after texts emerged where she said she would "pay someone" to say they had been driving instead. Investigating officer PC Sharon Hackett said perverting the course of justice was an "incredibly serious crime". "In an attempt to avoid a fine and points on her licence, which would not have stopped her from driving, Miller has instead suffered a much more severe consequence," added PC Hackett, from Norfolk and Suffolk's joint road policing unit. The court heard the registered owner of the VW Touran was Steve Kendle, 41, of Blackfriars Road, King's Lynn. Texts between him and Miller showed them discussing the speeding offence. In one text Miller, who was sentenced at King's Lynn Crown Court on 21 February, said: "I'll have to pay someone to say it was them, I can't say it was me, I will get points, I've already done speed awareness." The messages were uncovered by Norfolk Police when it reviewing Kendle's phone as part of an unrelated investigation. In October 2023, Miller filled out an online form stating the driver was a man called Barry Pegg, 69, of Highgate, King's Lynn. Both Kendle and Pegg were also convicted of perverting the course of justice. Kendle was sentenced to eight months in prison. Pegg was given a four month sentence, suspended for nine months. Miller was sentenced to a further 27 months for the fraudulent evasion of duty. Kendle received a further eight months for the same offence.
