Bhubaneswar: More than 40.49 lakh long-lasting insecticidal nets (LLINs) were provided to seven malaria-prone districts to be distributed among the vulnerable population. These districts are Rayagada, Kalahandi, Koraput, Kandhamal, Malkangiri, Gajapati and Boudh. Similarly, two districts, namely Sundargarh and Khurda, reported a comparatively higher number of dengue cases last year. Health and family welfare secretary Aswathy S at a meeting on Thursday directed officials to intensify preventive and surveillance activities in these districts. She asked them to ensure actual use of LLINs by people in their houses. The chief district medical and public health officers were asked to ensure this with the help of ASHA workers and multi-purpose health workers (MPHWs) in villages and wards. In the meeting, it was decided that senior officers from the directorate of public health and the National Health Mission (NHM) would go to the grassroots level and ensure 100% use of LLINs, availability of testing devices, sufficient stock of drugs, active surveillance, screening, and testing. Director of public health Nilakantha Mishra was advised to draw a detailed schedule for the movement of officers to districts. While reviewing the preparedness, the health secretary directed intensification of wide awareness activities at the grassroots level and ensure sufficient stock of required drugs at different levels, ranging from ASHA workers to sub-centres, primary health centres, community health centres, sub-divisional and district quarter hospitals. Aswathy also directed mobilisation of the community and orient them towards preventive practices involving women self-help groups (WSHGs), community leaders, and MPWHs. It was also decided at the meeting to issue advisories for proper cleaning of overhead water tanks and sanitisation of water sources in residential complexes or hostels before the reopening of educational institutions. The issues relating to regular water quality testing, disinfection, and monitoring in rural and urban areas were also discussed. The activities would be carried out in a targeted campaign mode under the supervision of NHM mission director Brundha D.

Bhubaneswar: The Odisha government has introduced a comprehensive Urban Flood and Waterlogging Management Action Plan for all civic bodies across the State. The initiative of the Housing and Urban Development department aims to safeguard public health, infrastructure and livelihoods of people in urban local bodies (ULBs) through a series of preventive, preparatory and responsive measures, an official said on Saturday. The plan is made on drainage, solid waste management, flood-prone area mitigation, shelter preparedness, disease prevention and others, he said. The southwest monsoon seasonal (June to September) rainfall over the country is most likely to be above normal, another official said. 'Under the plan, all the ULBs will set up monsoon-specific control rooms, which will operate on a 24/7 basis during the season, to promptly address public grievances related to waterlogging, blocked roads and water supply disruptions,' the Urban Development department official said. These ULBs are also asked to involve the community in the waterlogging situation, he said. According to the action plan, elected representatives, ward committees, local volunteers, and women self-help groups (WSHGs) will be engaged in local-level preparedness and response activities. The department has plans to hold a high-level inter-departmental coordination meeting before the first week of June 2025, involving fire services, drainage division, minor irrigation and other stakeholders to streamline efforts and ensure resource readiness. Housing & Urban Development Minister Krushna Chandra Mahapatra said: 'Proactive planning and community participation are the cornerstones of our strategy. Our goal is to ensure that urban areas remain resilient, safe and prepared for the challenges of an intense monsoon.' A 100 per cent inspection, desilting and repair work of all drains and manholes in ULBs will be conducted to ensure free flow of drain water. Special attention will be given to repairing damaged drain covers and removing encroachments that obstruct drainage channels. Bar screens and wire meshes will be installed at tertiary drains to filter solid waste and prevent blockages during heavy rains. Local personnel will monitor these sites and carry out waste removal. Roads blocked due to fallen trees and debris following cyclonic events will be cleared promptly with a road restoration deadline of 72 hours. Waterlogging hotspots will be identified and pump sets along with emergency equipment will be deployed. Zone-level officers will be appointed to manage real-time emergency responses.

Orissa High Court stays Mohan Majhi Govt's plan to restructure women self-help groups

Orissa High Court has stayed implementation of certain sections of guidelines on restructuring of community institutions promoted under the aegis of Mission Shakti, a self-help mission for empowering women through promotion of women self-help groups (WSHGs). Earlier this month, the Mohan Majhi Government had announced restructuring of community institutions stating that it would revamp institutions that have not undergone leadership changes for years, facilitating the introduction of democratic processes in governance. The restructuring aimed at initiating democratic leadership rotation. Through this comprehensive restructuring process, 12,42,940 new office bearers at the SHG level and 11,58,000 executive committee members at the Cluster Level Forum (CLF) level would have assumed leadership positions. Overall, more than 35 lakh women members across various institutional levels would have the opportunity to hold diverse leadership roles, empowering them to steer their institutions toward inclusive growth and socio-economic advancement. The State Government had decided that this leadership rotation would occur every three years, and no member would hold any office for more than two consecutive terms (Clause 5.10). Another clause in the restructuring plan was that only one member from a family would be eligible to become the member of executive committee (Clause 5.11). Other family members, members of extended families or close relatives of such family would not be able to become member of EC of the same community institutions. A single Judge Bench of Orissa High Court, Justice Sashikant Mishra, stayed the implementation of two clauses till next date of hearing. On the face of it, the HC order may have offered relief to a specific petitioner affected by two contentious clauses. However, political analysts view it as a setback for the Bharatiya Janata Party (BJP) in its attempt to loosen the Biju Janata Dal's (BJD) long-standing hold over WSHGs functioning under Mission Shakti through a proposed restructuring plan. Nearly 70 lakh women have been mobilised into six lakh WSHG federations across the State. 'These groups were key supporters of the BJD, which held power in Odisha for 24 consecutive years under former Chief Minister Naveen Patnaik. Most WSHG members were nurtured into leadership roles during the BJD regime. With the Panchayat elections approaching, the BJP cannot afford to rely on the current leadership within these groups. The restructuring would have allowed the ruling party to place its own women leaders in influential positions within the WSHGs,' a political commentator observed. The next panchayat elections carry immense significance for the BJP, as they are seen as stepping stone towards the party's long-term goal of establishing a lasting political foothold in Odisha — much like the BJD had since 2000. In the 2024 elections, while a section of disgruntled members from WSHGs backed the saffron party, the majority of women were reportedly aligned with the BJD.
