In a significant move aimed at strengthening ties with the Telugu diaspora, the Andhra Pradesh government has launched a comprehensive initiative to enumerate Non-Resident Indians (NRIs) residing across the globe and offer them a wide array of dedicated services, including grievance redressal mechanisms, single-window systems and weekly special courts. Speaking exclusively to The Hindu on Thursday (June 5, 2025), Minister for NRI Empowerment and Relations Kondapalli Srinivas said that the government is conducting a survey through Village and Ward Secretariats to gather basic details of NRIs such as their country of residence, contact information and email addresses. 'Once the enumeration is complete, we aim at reaching out to all 30 lakh NRIs with details of the services provided by the State and the Andhra Pradesh Non-Resident Telugu Society (APNRTS),' he said. The government has set up NRI Wings at both State and District levels. While the State-level operations are monitored by the CID under a Superintendent of Police, district-level wings are functional at Collectorates with Tahsildars and Circle Inspectors to address property protection, legal and other issues. Highlighting APNRTS's role, Mr. Srinivas stated that it functions under the leadership of an IAS officer as CEO and a prominent NRI as President, to bridge communication between the diaspora and the government. At the same time, the government is appointing NRIs as coordinators at continental level, who would coordinate between the government and people abroad. The Minister also revealed that the government is actively considering the establishment of weekly NRI courts in each district, following feedback from the diaspora. 'Chief Minister N. Chandrababu Naidu has directed the department to explore the feasibility of this demand,' he added. Other initiatives under consideration include WhatsApp Governance for faster service delivery. He added that a 24/7 toll-free call centre to address NRI grievances has been getting calls from across the globe and it would be further strengthened. Additionally, the State plans to celebrate Pravasi Telugu Divas every January around the Pongal festival to engage with Telugu NRIs more meaningfully. Minister Srinivas urged all NRIs to approach the department whenever they require support or intervention from the government, assuring them of Andhra Pradesh's commitment to protect their interests.

Rajamahendravaram: East Godavari district collector P Prasanthi on Sunday said that the Public Grievance Redressal System (PGRS) will be conducted as usual on Monday, June 2 at the district, division, and mandal levels. The collector also highlighted that citizens can now submit their grievances directly through the 'WhatsApp Governance' platform, in addition to the existing options. As part of the government's citizen-friendly services, the public can lodge their complaints via the toll-free helpline '1100 – Meekosam Call Centre' or through the official website she added. This digital facility enables people who are unable to submit applications in person to register complaints online and track the status of their grievances. Collector Prasanthi urged the public to save the WhatsApp Governance number 9552300009 on their mobile phones for faster access to services. She said that the system allows people to avoid travel expenses by providing an easy and direct way to report issues and monitor their resolutions. The PGPRS programme will be held at the District Collectorate, division offices, municipal offices, and mandal headquarters from 10:00 am to 1:00 pm on Monday. Special officers, along with district, divisional, mandal, and municipal-level officials, are mandated to attend without fail. The collector reiterated the government's commitment to prompt and efficient service delivery and encouraged citizens to utilise the available digital platforms to ensure their concerns are addressed promptly.

He also directed officials to make all necessary arrangements for the formal launch of the Drone Mart web portal by the Chief Minister. Chairing a review meeting on the operations of RTGS (Real-Time Governance Society) at the Command and Control Centre in the Secretariat on Monday, the Chief Secretary discussed the progress of services being offered through WhatsApp Governance platform. Besides directing the officials to take steps for delivering 500 services through Mana Mitra by June 12, he underlined that CM N Chandrababu Naidu envisions a citizen-centric governance model where people no longer need to visit government offices to get their work done. Underscoring the need to take the Mana Mitra platform closer to the public, the Chief Secretary asked the secretariat staff to play a vital role in creating awareness among citizens about its benefits. While addressing Panchayati Raj officials, the Chief Secretary noted some progress in sanitation and waste management in villages, however, he stressed that sanitation standards must be improved significantly.

Amaravati: Chief Secretary K Vijayanand has directed the officials to strengthen the reach of Manamitra WhatsApp Governance platform and ensure that all government services are delivered through it. He conducted a review of RTGS (Real-Time Governance Society) operations at the Command and Control Centre in the State Secretariat here on Monday. During the review, he inquired about the progress of services being offered through WhatsApp Governance and emphasised the goal of enabling 500 services to be delivered via Manamitra by June 12. He underlined that Chief Minister N Chandrababu Naidu envisions a citizen-centric governance model, where people no longer need to visit government offices or chase officials to get their work done. Instead, all services should be made easily accessible through digital platforms like Manamitra. He stressed the need to take Manamitra deeper into the public domain and said Secretariat staff should play a vital role in creating awareness among citizens about its benefits. The CS also instructed that the data integration process within RTGS be accelerated to meet defined targets, as integrated data would enable more efficient and seamless service delivery across departments with the support of RTGS's technological infrastructure. Addressing Panchayat Raj officials, Vijayanand noted some progress in sanitation and waste management efforts in villages but stressed that sanitation standards must be improved significantly. He reiterated that the government's goal is to ensure visibly clean villages. He also directed officials to make all necessary arrangements for the formal launch of the Drone Mart web portal by the Chief Minister. RTGS CEO Prakhar Jain informed that 325 services are currently being delivered through WhatsApp Governance, with plans to expand this to 400 services by the end of the month. In alignment with the government's vision, the target of 500 services will be achieved by June 12. He added that Blockchain technology is being effectively used to verify downloadable certificates accessed via WhatsApp. So far, 14,269 certificates in the AP Seva platform and 1,240 certificates in Mee Seva have been secured using Blockchain. He also noted that older certificates will soon be verifiable using the same technology. The Data Lake infrastructure is also nearing completion, he said. Panchayat Raj Department Principal Secretary Shashi Bhushan, Director Krishna Teja, APSRTC Managing Director Dwaraka Tirumala Rao, Civil Supplies Department Secretary Saurabh Gaur, and other senior officials also attended.

CM to launch surprise inspections from June

Vijayawada: Chief Minister N Chandrababu Naidu on Monday informed officials that he would begin surprise inspections of government schemes and services starting next month. While reviewing government schemes and public services at the Secretariat, Naidu discussed public feedback with Chief Secretary K Vijayanand and other senior officials. 'Surprise inspections could begin any time after June 12 across the state,' said Naidu. The Chief Minister is reviewing public feedback weekly across four departments. This week, he analysed feedback on ration distribution, Deepam 2 (the free cooking gas scheme), Andhra Pradesh State Road Transport Corporation (APSRTC), and panchayat services. With the coalition government nearing its one-year mark, Naidu emphasised the need for complete public satisfaction in all departments regarding service delivery. While some departments have shown improvement, services such as APSRTC still require significant quality enhancement, he noted. Regarding Deepam 2, Naidu announced that the subsidy for three cooking gas cylinders, provided annually to beneficiaries, will now be credited in full upfront. Beneficiaries can claim the cylinders as needed, but the government will ensure that the entire subsidy amount is transferred at once. He emphasised that no agency or intermediary should collect any additional money from beneficiaries. Although West Godavari district emerged as the most satisfactory in terms of ration distribution and delivery in feedback, Naidu acknowledged that issues persist in some areas that need to be addressed. He suggested directly crediting the subsidy amount to beneficiaries' accounts to prevent delivery agents from demanding money during gas delivery. Given that public satisfaction with APSRTC remains below expectations, Naidu directed officials to enhance the quality and efficiency of its services. Regarding panchayat services, Naidu said that 60 per cent of respondents confirmed regular household waste collection. He noted that garbage collection in rural areas has improved and announced that Development of Women and Children in Rural Areas (DWCRA) women would soon be engaged in managing wet waste and compost production. Naidu underscored the importance of data analytics in improving government services, stating that it enables departments to assess their performance from the grassroots level. He said that proper analysis of public feedback could lead to transformative improvements in service delivery. Naidu instructed senior officials across all departments to leverage analytics tools to enhance their services and performance. On WhatsApp governance, the Chief Minister said currently, 325 services are being delivered through WhatsApp Governance. Since the launch of 'Mana Mitra' on WhatsApp, 4.5 million people have used these services successfully. The target is to expand to 500 services by June 12, and preparations are underway. Regarding the proposed Drone City, he said it would be established on 300 acres in the Orvakal Industrial Node. Phase 1 will cover 116 acres, and 38 companies have already expressed interest in partnering. The Detailed Project Report (DPR) is ready, and the tendering process will be completed by June 12, the Chief Minister added.
