Yuba City scales back water tower plaza project amidst budget shortfall, rising inflation
YUBA CITY – Yuba City is scaling back on its vision to revitalize Water Tower Plaza as prices have soared far beyond what was estimated just a few years ago. The once $1 million plan to revamp the area beneath the iconic and historic water tower on Plumas Street has doubled in cost. "This is a classic example of rising inflation. The bid was 3-4 years ago, things have gone up and therefore we're having to scale back the project," said Dave Shaw, mayor of Yuba City. Yuba City has $1.1 million left from a state grant to create a community-oriented plaza beneath the water tower. "That price tag is now coming in at about $2.2 million. So we've gotten creative and we've been working with the contractor we awarded the contract to," Shaw said. "We gave ourselves options in case there was additional money or options to shave some things," said Josh Wolffe, a senior civil engineer with Yuba City. Shaving some things is what took the city back to the drawing board. They said they want to keep the character of the original plans while reducing the dollar amount. That will include things like replacing the amphitheatre grass with concrete, removing the play structure and removing the electronic signage. Yuba City "We're going to settle for something in the $1.7-$1.8 million range and we're still looking to add as many of those amenities as we possibly can, which includes the archway that will be right over Plumas Street welcoming people into our downtown," Shaw said. The price is still coming in roughly $600,000 over budget, but the mayor said it'll come out of their capital improvement project fund. "Which is allocated for street improvements and different things that this project qualifies for. But it helps us fill that gap without taking funds from the general fund," Shaw said. Despite budget setbacks, the city said it's still on schedule. "They've already started removing the trees, the contractor is here, everything is fenced off," Shaw said. "We're looking for this to be another gem of our downtown business area." If construction stays on track, people could be enjoying the new plaza as early as this fall or winter.

Key levee project near Yuba City almost complete after more than a decade
YUBA CITY — It's the final stretch for a years-long project to improve a key levee near Yuba City. The Tudor flood risk reduction project is finally wrapping up after more than a decade. It will protect more than 2,000 people, farmland and Highway 99, but officials say there's still more to be done. "You're not going to have unnecessary floods just because the infrastructure didn't get done," said Congressman Doug LaMalfa. Congressman LaMalfa and Assemblyman James Gallagher joined the Sutter Butte Flood Control Agency (SBFCA) in a groundbreaking ceremony to finish shoring up the last 1.6-mile stretch of the Feather River west levee. "When this is done, we will have completed 44 miles of levee improvements. We've already certified 200-year level protection for our urban areas. This project helps protect the southern portion, the rural areas of our basin," said SBFCA executive director Michael Bessette. Construction for the Tudor flood risk reduction project began in 2013 at Shanghai Bend, the same site of the 1955 levee break that claimed the lives of 30 people. "It's an eternal, vigilant effort. You have to always maintain and keep an eye on your levees," Congressman LaMalfa said. This last stretch of the project, which costs $18 million, is locally funded. "The [SBFCA] have been able to do a lot of the projects in about half the time and half the cost of what it takes government entities to do," LaMalfa said. "We're using additional funding to continue to design our bypass levee. We have 5 miles of levee repairs under design right now," Bessette said. Levee work isn't really ever over. The next project will be to shore up the Sutter Bypass. The project was slated to begin in 2027, but with recent FEMA cuts, the SBFCA is still working on securing funds. "We're out that $50 million, so we're looking at other FEMA programs to apply for. Congressman LaMalfa is a huge advocate for this agency, and he's going to D.C. to help pass that funding on to this program," Bessette said. The Tudor flood risk reduction project will be completed by next year.

Yuba City police search for woman missing for more than a week, possibly in San Francisco

Sierra Sweeting, 27, was last seen the morning of May 19 near Plumas Court and Live Oak Boulevard in Yuba City, according to YCPD. Investigators believe Sweeting may be traveling to Mission Street in San Francisco by an unknown means of transportation. 'Extreme Heat Watch' underway in Northern California, 104-degree weather forecast Sweeting is described as a Black woman with dyed blonde hair, 5 feet 6 inches tall and weighing 160 pounds. She was last seen wearing leggings, a black beanie, and a black jacket. Police consider her at-risk because of medical concerns. The event was held next to the Yuba City Freedom Heroes Outdoor Memorial that honors over 7,000 service members who have died in the line of duty since 9/11. Armed carjacking suspect arrested in Sutter County
( — Sutter County Sheriff's Office received a 911 call regarding a suspected carjacking at gunpoint in Yuba City on Thursday late evening. SCSO stated the incident happened in the area of Pease Road at around 6 p.m. When deputies arrived at the scene, they were unable to locate the suspect or the vehicle. Sacramento Sheriff's deputies arrest a man for stealing $25K worth of items At around 7:15 p.m., the deputies found the suspect and the stolen vehicle in the area of the 2100 block of Allen Street in Live Oak, said SCSO. Deputies quickly surrounded the suspect and established a perimeter to secure the suspect. SCSO stated that the Sutter County Sheriff's Office Special Enforcement Detail team was deployed.
