China's outgoing envoy praises Kuwait relations, hails joint project progress

KUWAIT CITY, May 26: Chinese Ambassador to Kuwait Zhang Jianwei said Saturday that his diplomatic experience in Kuwait was valuable and wonderful; indicating 'I will never forget it, as it was my first experience as my country's ambassador abroad.' Regarding the appointment of the new Chinese ambassador to Kuwait, he said the appointment has not been made yet, asserting that the new ambassador will be distinguished and contribute to advancing relations between the two countries. He emphasized that the past three years have witnessed significant cooperation between China and Kuwait; noting the support he received from Kuwaiti government agencies that helped him strengthen and develop bilateral relations, which he described as a 'strategic partnership.' He expressed appreciation and gratitude to His Highness the Amir Sheikh Meshal Al-Ahmad Al-Jaber Al-Sabah, His Highness the Crown Prince Sheikh Sabah Al-Khaled Al-Hamad Al-Sabah, the Kuwaiti government, and all his colleagues for the strong interest and support they have shown him; enabling him to carry out his duties successfully. He stated that relations between the two countries have witnessed significant development, thanks to the care and guidance of the leadership of both countries -- His Highness the Amir Sheikh Meshal Al- Ahmad and Chinese President Xi Jinping, affirming the remarkable achievements made under this patronage. He explained that during his tenure in Kuwait, he focused on implementing the agreements signed during His Highness the Amir's visit to China. He added that 'over the past three years, I have had deep, beautiful and unforgettable impressions; especially since I met friends from various segments of society, including political leaders, ministers and media professionals who contributed to supporting our work and strengthening relations between the two countries.' He expressed his pride in the progress made in the joint projects, stressing that they had not encountered any significant problems. He called for continued cooperation, especially regarding Mubarak Port and other major projects. He said 'there are important projects that have been launched excellently, thanks to our joint efforts. I am optimistic about a promising future between our two friendly countries. I believe that my country's embassy will do everything in its power to strengthen cooperation with Kuwait.' He concluded 'I will leave Kuwait with a great love for its people and culture, and I will miss it.' During my visits to the diwaniyas, I witnessed the Kuwaiti people's love for Chinese culture and their eagerness to travel to Chinese cities. We always welcome Kuwaiti tourists to our country.'

KUWAIT CITY, May 22: Chinese Ambassador to Kuwait Zhang Jianwei has affirmed that culture opens doors between peoples, and that humanitarian exchange between China and Kuwait has witnessed remarkable development in recent years. Jianwei made the statement during the opening of the 'Experience Chinese Intangible Heritage' event titled, 'Tea: A Cause of Harmony - Indigo Dyeing and the Art of Tea Preparation,' at the Chinese Cultural Center which, he stressed, plays a crucial role in promoting mutual understanding and cultural exchange. Present at the event were Sheikha Al-Anoud Ibrahim Al-Sabah, who represented the National Council for Culture, Arts and Letters (NCCAL), along with numerous Chinese culture enthusiasts and Chinese community members. The Ambassador expressed gratitude to NCCAL and praised Sheikha Al-Anoud for supporting Chinese culture and strengthening ties between the two nations. He stated that cultural exchanges enrich civilizations and mutual learning leads to prosperity, while confirming the shared appreciation for traditions and the pursuit of a good life in both Chinese and Kuwaiti cultures. He said indigo dyeing is an ancient art reflecting the Chinese pursuit of beauty, and described Chinese tea as a cultural symbol embodying peace, tolerance, and intercultural coexistence. He also pointed out the strengthened cultural cooperation between China and Kuwait within the framework of President Xi Jinping's Global Civilization Initiative, affirming the role of the Chinese Embassy in organizing activities to deepen mutual understanding. He stated that the center, the first in the Gulf region, is a vital resource for learning the Chinese language, as well as traditional and contemporary Chinese culture. He highlighted the successful series of courses and events organized by the center, reflecting the growing Kuwaiti interest in Chinese culture. On a personal note, he announced his imminent departure from Kuwait; indicating it is an honor to oversee the establishment of the center and participate in its activities. He shared his fond memories of Kuwait and his wish for the center's continued progress, along with his anticipation of the unwavering support of NCCAL. Meanwhile, acting Assistant Secretary General for the Islamic Antiquities Sector Dr. Sheikha Al-Anoud Al-Sabah said NCCAL is keen on building cultural bridges, especially during Kuwait's year as the Capital of Arab Culture and Media. In a bilingual speech, she highlighted the strong cultural, media and educational cooperation between Kuwait and China since the establishment of diplomatic relations in 1971. She stated that several agreements and memoranda of understanding led to constructive communication and a roadmap for collaboration. She cited the first cultural agreement in 1982, which laid the groundwork for 43 years of exchanges and activities. Director of the center Liu Jinhong explained that the event aimed to introduce Chinese heritage through live demonstrations of traditional indigo dyeing and Chinese tea making by renowned artists. He confirmed that the center is witnessing the growing interest among the Kuwaiti public, as many have been inquiring about Chinese language courses and cultural activities. He pointed out that the friendly relations between China and Kuwait have been going on for more than 60 years, hoping for more Kuwaiti visits to China and the continued flourishing of their friendship.

The recently wrapped up fifth round of Kuwaiti-Sino political consultations culminated in expanding channels of dialogue to broaden the existing consensus to new horizons in the coming period. During the consultations, both sides weighed the implementation of agreements and memos of understanding signed by the Kuwaiti and Chinese governments, particularly the execution of mega development projects, mainly Mubarak Al-Kabeer Port. In this context, Chinese Ambassador in Kuwait Zhang Jianwei said his country is working with the Kuwaiti side to push forward the implementation of the port project, which he commended as a huge and strategic project for Kuwait and a very significant venture for Kuwaiti-Sino cooperation. The Chinese diplomat made the press statement on the sidelines of the recent celebration of the World Chinese Language Day. Zhang spoke highly of the latest inspection tour by Chinese Vice Minister of Transport Fu Xueyin of the port project site as a very important step towards the completion of the joint venture. He pointed out the agreement reached during a meeting held between Kuwaiti Minister of Public Works Dr. Noura Al- Mashaan and the Chinese delegation on advancing the Mubarak Al-Kabeer Port. This commitment was unequivocally reflected by a package of intensive moves and consultations that resulted in the signing of a contract with China State Construction and Transport Limited for study, design, and pre-implementation services to complete Mubarak Al-Kabeer Port, in February 2025. Following the signing of the deal with the Chinese government company, Kuwaiti Minister of Public Works Dr. Noura Al- Mashaan said the completion of the joint venture is deemed top priority for the country's political leadership. Since the signing of the project contract in March, Kuwaiti and Chinese officials have conducted multiple inspection tours of the site to monitor progress and accelerate construction efforts. The Mubarak Al-Kabeer Port is a cornerstone of Kuwait's long-term development vision to establish the nation as a regional and global hub for trade and economic activity. In January 2025, the Kuwaiti Cabinet approved the selection of China State Construction and Transport Limited to implement, manage, and operate the port through all phases. This decision followed the issuance of Decree-Law No. 155 of 2024, endorsing the memorandum of understanding (MoU) between Kuwait and China on port development cooperation. The MoU aims to establish the port as a new focal point for East-West trade and reflects the broader development partnership between Kuwait and China, in alignment with the Belt and Road Initiative.
