Cabinet approves policy to set up stations for private buses
Lucknow: The cabinet on Tuesday approved the
UP Stage Carriage Bus Terminal
, Contract Carriage and All India Tourist Bus Park (Establishment and Regulation) Policy, 2025, to set up infrastructure for private buses through private investment in the state.

A regulatory body will be constituted under the chairmanship of the district magistrate concerned to invite applications from private developers for building bus stations and parks, and to oversee their development and construction. The members of the authority will include the SSP/SP or an officer nominated by the police commissioner, circle officer, municipal commissioner or secretary of the development authority concerned, executive officer of the nagar palika or nagar panchayat, SDM, assistant regional transport officer (enforcement), assistant regional manager of the transport corporation, executive engineer of PWD, and a subject expert nominated by the chairperson.
The requirements for applicants are minimum of two acres of land, a net worth of at least Rs 50 lakh, and a turnover of Rs 2 crore in the previous financial year.
The applicant will be the legal entity and can apply as an individual or a consortium. However, they cannot establish more than 10 state carriage bus terminals, contract carriage, and all India tourist bus parks in the state. In a district, they will not be allowed to establish more than two, and on a given route, not more than one.
The developer will get permission to operate bus terminals and parks for 10 years. Permission will be extended for another 10 years if performance is found satisfactory. The ownership of these bus terminals and parks can also be transferred to another legal entity, but only one year after the issuance of the registration certificate.
The regulatory authority will have the power to suspend or cancel authorisation letter issued to the bus operator after allowing them a proper hearing.
The operator, however, can appeal against the order of the regulatory authority to the divisional commissioner in case of grievance.
