Punjab to appoint facility managers in hospitals to ease burden on medical staff
Chandigarh: In a significant move to streamline hospital operations and reduce the administrative burden on overstretched medical staff, the Punjab govt has announced the deployment of facility managers in all district hospitals. The initiative aims to enhance the quality of non-clinical services and ensure more efficient utilisation of hospital infrastructure. Currently, the responsibility of managing hospital operations falls largely on doctors, whose numbers are already limited. This not only places undue pressure on medical personnel but also compromises the efficiency of essential non-clinical services. The govt hopes this administrative reform will allow doctors to focus more on clinical responsibilities while improving service delivery and accountability in the state's public health facilities. The newly appointed facility managers will be tasked with overseeing hospital logistics, maintenance of equipment, and the overall upkeep of the premises — including sanitation, availability of clean drinking water, functional toilets, and hygienic surroundings. Leia mais Undo Key responsibilities include ensuring implementation of the National Quality Assurance Programme (NQAP), conducting daily rounds of hospital departments and monitoring the functioning of equipment and ambulances, facilitating meetings of Rogi Kalyan Samitis, including preparation of agendas and documentation, monitoring compliance with regulatory norms such as biomedical waste (BMW) management, blood bank licensing, and AERB regulations, supporting digital initiatives like e-Sushrut and e-Aushadhi, and enhancing hospital MIS through data collection and KPI analysis. Facility managers will also be expected to conduct patient satisfaction surveys, time-motion studies, and exit interviews to maintain service quality. In addition, they will help coordinate grievance redressal mechanisms and assist patients in accessing benefits under schemes such as the Ayushman Bharat Mukhya Mantri Sehat Bima Yojana. Each manager will operate under the supervision of the medical superintendent or senior medical officer of the district hospital. These positions will be outsourced through an agency identified by the Punjab Health Systems Corporation (PHSC), with a fixed remuneration of Rs 30,000 per month and other statutory charges. "This initiative is worth trying, as it has the potential to enhance the functioning of district hospitals, provided the facility manager operates entirely under the authority and supervision of the senior medical officers (SMOs)," said Dr Akhil Sarin, president of the Punjab Civil Medical Services Association (PCMSA). "It is crucial that the SMOs retain full control over appointments and dismissals. However, for this move to be truly effective, it must be accompanied by the recruitment of adequate staff to address existing shortages and ensure the smooth and holistic functioning of district hospitals," Dr Sarin added. Con men who scammed two of Rs 9.5 lakh by impersonating cops still at large
Margao: Police are yet to make a breakthrough in two separate cases of con men impersonating police officers in Salcete. Despite nearly two weeks of investigation, the police failed to apprehend the culprits who collectively swindled victims of approximately Rs 9.5 lakh. In the first incident reported from Carmona, Filomena D'Costa Furtado was defrauded of Rs 4.5 lakh by a man falsely claiming to be a Delhi police officer. According to Colva police, the scammer, who identified himself as Dipesh Joshi, contacted Furtado and her husband via video call in April, claiming that a money laundering case was registered against her. Under the pretext of assisting with the investigation, the accused manipulated the victim into transferring Rs 4.5 lakh to a bank account belonging to one Sidhesh Ajay. The police registered the case under relevant sections of the Bharatiya Nyaya Sanhita (BNS) and the Information Technology Act. In a separate incident, two persons posing as police officers robbed a fish delivery driver of Rs 5 lakh on the national highway at Sirlim. Barodian turns personal struggle into social mission
Vadodara: What began as a personal hardship has turned into a mission of compassion for Rutvik Purohit , a 32-year-old Vadodara resident who has emerged as one of the youngest organisers of mass weddings in India . Fourteen years ago, his family faced such acute financial strain for just Rs 1,200 during his sister's marriage that the ceremony was delayed for hours. That moment became a turning point for Rutvik, who pledged to support girls from underprivileged families by assuming the symbolic role of a brother and helping them get married with dignity. On Sunday night, Rutvik's charitable initiative, under the banner of Team Trees Charitable Trust , hosted its third mass wedding, where 32 couples exchanged vows in a grand ceremony marked by traditional rituals, musical bands, and celebratory drums. The event, held in Vadodara, was not only a celebration of love but also a showcase of social commitment — as 10,000 attendees pledged to donate their organs, setting a world record. "The World Book of Records deeply appreciates your potential and achievements for the first-of-its-kind communal wedding with humanitarian oath – an organ donation pledge by 10,000 people, setting a global example of compassion and social responsibility," reads the certificate awarded to Rutvik by the World Book of Records, London. Rutvik still remembers how his family struggled with debts at 15% interest just to get his sister Bhavini married. "That hardship stayed with me," he said. "I promised God that if I gained the strength, I would spare thousands of parents from suffering the same fate. " Rutvik's trust hosts weddings under the theme 'Dikri Vahal no Daryo', with each edition focusing on a different social cause. In 2024, 46 couples were married under the theme of voter awareness, with brides taking their final wedding round around a banyan tree and 12,000 attendees pledging to vote. This year, the focus shifted to organ donation. Rutvik funds the ceremonies by reserving 20% of his income and accepting donations. Registrations for the mass weddings open six months in advance, and the selection process is rigorous. "This year, we received 932 applications. After verification, 35 couples were shortlisted, and 32 finally got married," he said. He noted, however, that not all applications are genuine. "We often come across individuals living in hostels who want to register just to receive items given as part of 'kanyadaan'," Rutvik said. "Some applicants have even been married before. We only select genuine cases where both partners have parental consent and are in genuine need of support." Rutvik continues to lead his mission with quiet determination, turning his family's past pain into hope for hundreds of families across Gujarat.

Piled-up garbage in rural areas raises a stink
Jamshedpur: Over 1.50 lakh people in the rural and suburban areas in the southern vicinity of the industrial city are compelled to live amid piled-up garbage as local administration fails to clean waste regularly. The affected areas are Bagbera, Harhargutu, Khasmahal, Kitadih, and adjoining areas. "There's gross negligence by the administration and the panchayat bodies, due to which the civic waste remains unattended for months. We often make pleas to the officials, but seldom is there a response," said Bagbera Vikas Samiti president, Subodh Jha. Residents have reported that unattended trash piles are visible everywhere. Areas such as Ramnagar, Bajrang Tekri, Shiv Ghat, Shank Maidan, Gandhinagar, Traffic Colony Durga Puja Ground, and Pir Baba Maidan, among others, are littered with waste. "On the insistence of the residents, local MLA (Potka) Sanjib Sardar raised the matter in the assembly twice in the past four months, but the garbage remained unattended," said Bagbera Colony Panchayat Samiti member, Sunil Gupta. "People set fire to domestic waste in the backyard to get rid of the garbage, which causes toxic gases to emit. Furthermore, with regular bouts of rain lashing the region for the last two weeks, people are experiencing a stench while crossing through the garbage-littered areas. "With the monsoon expected to arrive after two weeks, the situation will worsen, with children and elderly people, in particular, likely to fall sick if the garbage is not removed by then," Gupta said. Authorities said that local panchayats need to take the initiative and arrange funds for regulating waste disposal management, whereas the urban administration can contribute as a facilitator. "Panchayat bodies have the funds for cleaning and disposal of the garbage. I have repeatedly asked gram panchayats to hold meetings and work out a plan, but the lackadaisical approach of the panchayat heads is causing the delay," said BDO, Jamshedpur, Sumit Prakash. "There was some delay in convening the gram sabha due to various reasons. There was also a communication gap between the gram sabha members. However, I will soon call a meeting to address the garbage issue," said Bagbera Gram Pradhan, Chunku Mardi.

Elevated track to give passage over 40 rly crossings
Kanpur: The elevated railway track connecting Mandhana and Anwarganj in Kanpur, will eliminate 18 level crossings. The dual-phase project, estimated at Rs 1,115.65 crore, is set for completion by 2027. A new station, named after former Prime Minister Bharat Ratna Atal Bihari Vajpayee, will be established near Chhatrapati Shahuji Maharaj University, while Kalyanpur and Rawatpur stations will cease operations. The project will remove 18 railway crossings across Kanpur and Akbarpur parliamentary constituencies. Commissioner K. Vijyendra Pandian and railway officials inspected the agricultural land designated for the Atal Bihari Vajpayee station. Northeast Railway has scheduled two pre-bid conferences for June 5 and June 25. These sessions will address queries from potential bidders.
