Calif. unions, cities come out with infrastructure asks for cap-and-trade reauthorization
A coalition of California labor, local government and transit groups released its list of priorities for cap-and-trade reauthorization on Wednesday as negotiations in the Legislature pick up speed. What happened: More than a dozen organizations, including the California Alliance for Jobs, League of California Cities and California Transit Association, laid out priorities that focus heavily on using revenue generated through carbon allowance auctions to fund major infrastructure projects. That revenue would be split over four categories: public transit and clean transportation infrastructure like electric vehicle charging, wildfire resilience, high-density housing development, and climate adaptation for sea-level rise. Advertisement 'We strongly urge the legislature to re-authorize cap-and-trade and prioritize investments in the physical infrastructure proven to reduce air pollution while also keeping us safe from extreme weather that is already upon us,' said Michael Quigley, executive director of the California Alliance for Jobs, which represents carpenters, laborers, contractors and other construction unions.

California cap and trade prevented 1,100 early deaths, report says
California has averted nearly 1,000 premature cardiopulmonary deaths and nearly 3,000 cases of childhood asthma through environmental projects funded by the state cap-and-trade emissions program, a new report says. Since its launch in 2013, the cap-and-trade program has raised $13 billion for projects that have improved public health, protected against wildfires and increased renewable energy generation, according to the California Air Resources Board, the state regulatory body that wrote the report. But the agency warns that the projects — called California Climate Investments — face a treacherous future as the Trump administration 'is trying to tear down California's authority to address harmful pollution.' California drivers could pay an extra $700 a year for gasoline
California motorists could pay an additional 50 cents for a gallon of gas — about $700 a year — if the state Legislature reauthorizes a cap-and-trade program that reduces carbon emissions, a report released Wednesday said. The additional costs would be 'particularly burdensome for lower-income households,' which generally spend a larger share of their income on automobile fuel than richer households, the report said. But at the same time, reauthorizing the cap-and-trade program through 2045 would generate as much as $260 billion from carbon emitters that must pay for pollution allowances. Some of the money would fund emissions-reduction project. Advertisement The outcomes are described in a report by the nonpartisan state Legislative Analyst's Office that lists options for the legislature to consider as it moves to reauthorize cap and trade. The program is authorized through 2030. Legislators and Democratic Gov. Gavin Newsom hope to extend authority for the program by the end of 2025 — a move expected to increase the cost of pollution allowances.
