Rossi Cruz John Elias, a 34-year-old Peruvian, is accused of driving against the flow of traffic on the Shin-Meishin Expressway in Mie Prefecture on Sunday and colliding with two other vehicles before fleeing the scene. Police arrested him on Monday. The incident separately caused a pile-up among a group of cars that were trying to avoid the suspect's vehicle. Four people were injured. Police say it appears the suspect was initially driving west along the expressway before making a U-turn and driving against the traffic. Investigators say that before his arrest, the suspect explained his actions by telling them he realized he "took the wrong road." Police say the man's cousin was also in the car and that the pair were heading for Yokkaichi City in Mie Prefecture. They say the suspect obtained a Japanese driver's license more than five years ago by converting a license he obtained overseas.
