Second man charged in $2 million Las Vegas embezzlement scheme

LAS VEGAS (KLAS) — More details surrounding a $2 million embezzlement scheme came to light Friday as the chief executive officer of Silver State Health Services, LLC, made a court appearance nearly a year after he was indicted by a federal grand jury. David Ryan Linden, 36, was indicted on June 21, 2024, accused of stealing funding intended for the services for indigent persons. Silver State Health Services (SSHS) is a not-for-profit limited liability corporation in Las Vegas. Now, the U.S. Attorney's Office for the District of Nevada is prosecuting a second man, 53-year-old real estate investor Rich Kiran Saga. Both men face charges listed by federal prosecutors as one count of conspiracy to commit offense against the United States, six counts of federal program theft, one count of conspiracy to violate Sections 1956 and 1957, two counts of money laundering, two counts of money transactions in criminally derived property and one count of false document. A federal grand jury returned the 13-count superseding indictment on May 13. Saga was arrested on May 14 and arraigned on May 15, according to a Friday news release. The alleged scheme involved the theft of federal grant money intended to provide health care services for indigent persons in Las Vegas. Linden and Saga 'conspired to engage in a scheme to steal money belonging to SSHS, including federal grant money earmarked for employee salaries, by funneling grant money belonging to SSHS into bank accounts controlled by the defendants. They then used the stolen grant money to purchase commercial real estate properties,' the news release said. Prosecutors said the scheme ran from June 2019 through April 2022. A jury trial is scheduled to begin Dec. 2 before U.S. District Judge Jennifer Dorsey. Linden and Saga each face a maximum sentence of 121 months in prison. U.S. Attorney Sigal Chattah for the District of Nevada made the announcement. The case was investigated by the FBI and the U.S. Department of Health and Human Services, Office of Inspector General.
