Kuwait's Civil Service Commission launches 18 e-certificates via Sahel app

KUWAIT CITY, May 29: The Civil Service Commission (CSC) announced on Wednesday that government employees can now obtain 18 types of official certificates through the unified government e-services platform "Sahel," eliminating the need for in-person visits and advancing its goal of a paperless bureau. In a statement posted on its official X account, the CSC said the new digital services are aimed at streamlining procedures, reducing time and effort, and enhancing access to government documentation. Among the newly available services is the 'Request an Instant Certificate' feature, which allows employees in government entities participating in the instant certificates system to print documents — after paying applicable printing fees — such as salary breakdowns, confirmation of salary transfers, career progression records, employment status, and financial statements. Additionally, the platform now offers a "To Whom It May Concern" certificate issued by the CSC that confirms an individual's registration status in the central employment system for Kuwaitis. It also provides information on the appointment status of both Kuwaiti and non-Kuwaiti employees in institutions using integrated systems. The electronic services also include the Exit Permit certificate for holders of Article (17) residency. Provided in cooperation with the Ministry of Interior, this certificate can be requested and issued via Sahel following employer approval. The CSC further stated that employees can access certificates confirming completion of training courses provided by the Human Resources Development Center directly through the application. For those nominated for official missions or study leave, the application enables issuance of a preliminary 'To Whom It May Concern' certificate, with online payment available for the necessary fees. This document can then be submitted to the relevant embassies for processing. Government employees working in agencies with integrated systems can also use the platform to inquire about and access a wide range of certificates, including those related to career progression, job and financial status, salary details, financial grade sequences, and financial discrepancies.

KUWAIT CITY, May 28: The Civil Service Bureau has announced that the suspension of new expatriate teacher hires will remain in effect until the Civil Service Board approves a detailed job requirements plan and nominates qualified Kuwaiti candidates from the central employment system, in line with the Ministry of Education's needs for specific teaching specializations. In a parallel development, the Ministry of Education is preparing to terminate the contracts of 60 expatriate employees—55 teachers and five administrators, who have reached the legal limit of public service. According to informed sources, the ministry's administrative sector has completed an inventory of non-Kuwaiti staff who have served more than 34 years across various educational levels and districts, as well as the ministry's central office. The termination of expatriate teaching staff will take effect at the end of the 2024–2025 academic year, while the dismissal of administrative employees is scheduled for the end of the calendar year in December 2025. These measures are part of Kuwait's long-standing policy to replace expatriate workers with national citizens in government roles, particularly in sectors where local talent is now sufficient, such as education. The initiative is aimed at strengthening workforce nationalization and creating more employment opportunities for Kuwaitis.

KUWAIT CITY, May 14: The report on the public budget for the 2025/2026 fiscal year revealed an increase in the estimated end-of-service compensation for employees in ministries and government departments by KD 33.905 million, compared to KD 219.794 million for the current fiscal year and KD 185.889 million for the previous fiscal year of 2024/2025. The report highlighted that the estimated amount for end-of-service compensation falls under the 'social allowances' category in the budget's appropriations and expenditures. It stated that the estimated amount is divided into KD 187.178 million for end-of-service compensation for Kuwaiti employees and KD 32.624 million for non-Kuwaiti employees.

KUWAIT CITY, May 11: The latest statistics of the Public Authority for Disabled Affairs (PADA) revealed that the number of disability cases of various categories registered at the authority has reached 68,739, reports Al-Anba daily. The authority gave a breakdown of the cases per category as follows: 17,939 mental disabilities (the largest number); 15,228 mobility disabilities;11,978 physical disabilities; 7,778 learning disabilities; 5,505 hearing disabilities; 5,390 visual disabilities; 2,534 psychological disabilities; 1,897 developmental disabilities; and 495 unspecified cases. A source from the authority disclosed that the requirements for opening a file for different disability cases include the following: Latest medical report from a government hospital; Valid civil identification card of the applicant; Civil identification cards and birth certificates of parents if the applicant is below 21 years old; If the applicant is a Bedoun, a copy of a valid security card showing the civil identification number and birth certificate if the applicant is a Bedoun child; If the applicant is a non-Kuwaiti with a Kuwaiti mother, birth certificate, civil identification and nationality cards of the mother, and the latest medical report in Arabic or English (should not be more than one year old) from a government hospital; For hearing impairment cases, the latest hearing test (not older than three to six months), attending physician's comments and signature on the OAE & ABRTEST - Diagnosis and Speech Test; For hearing and visual impairment cases, a medical report, a hearing impairment diagnosis, and a completed hearing committee form. For those with learning and psychological disabilities, a medical report from a government hospital or from a center accredited by PADA, a psychological report, an intelligence test, and reports sent by schools to the Education Department. For those with developmental disabilities aged five to six years: latest medical report and Stanford Test; For those with developmental disabilities aged three to 12: latest medical report or a developmental medicine report not more than one year old and a valid civil identification card. The source added that the service for opening a medical file for the first time is available year-round, indicating all documents should be submitted to the headquarters of PADA, along with a telephone number for communication and for sending messages regarding committee appointments

KUWAIT CITY, May 8: Statistics issued by the Public Authority for Civil Information (PACI) reveal that the number of Kuwaiti citizens reached 1,567,983 as of the end of December 2024, and the number of non-Kuwaitis totaled 3,419,843. This brings the overall population of Kuwait to 4,987,826, reports Al-Seyassah daily. Kuwaitis made up 31 percent of the total population with 773,060 Kuwaiti males and 794,923 females. The number of non-Kuwaiti males was 2,259,690, and non-Kuwaiti females 1,160,153. In terms of employment, 78 percent of government workers were Kuwaiti, compared to 22 percent expatriates. In the private sector, Kuwaitis do not exceed four percent, while non-Kuwaitis make up 96 percent. The total number of expatriate workers was 2,560,252, compared to 540,878 Kuwaiti workers. The number of domestic workers reached 780,930. The statistics revealed that the average Kuwaiti family consists of seven members, compared to an average of just two members in expatriate families. The birth rate per thousand population is 21 for Kuwaitis and 4 for non-Kuwaitis. The Indian community ranked first among foreign nationalities in terms of population, followed by Egyptians, Bangladeshis, Filipinos, Syrians, Sri Lankans, Saudis, Nepalese, Pakistanis, and Jordanians, respectively.
