Home Ministry to resume talks with Kuki-Zo insurgents

After a gap of nearly two years, the Union Home Ministry is set to resume talks with Kuki-Zo insurgent groups in Manipur. The Hindu has also learnt from a senior government official that the Suspension of Operations (SoO) pact would also be 'renegotiated with stringent ground rules'. It has emphasised that 'any political solution' would be subject to the SoO framework being in place. The SoO is a tripartite pact aimed at ensuring peace in the Northeastern state. It was signed back in 2008 by the United Peoples' Front (UPF) and the Kuki National Organisation (KNO), an umbrella of 24 insurgent groups; the Union Ministry of Home Affairs (MHA) and the Manipur government. It stipulates that the groups would completely abjure violence and not engage in unlawful activity. In return, the security forces would not launch operations against the groups as long as they abide by the agreement. The pact has been periodically extended since 2008, except on February 29 last year when the Manipur government pulled out. As a precursor to hold talks now, the MHA has sought removal of SoO camps from locations close to the valley districts which are dominated by Meitei people. Security forces have suggested that the number of camps be reduced from the existing 14 to seven camps. Further, on the latest chain of events, The Hindu learnt from the senior official that there may be no immediate extension of the SoO pact. It could only happen after the negotiations are completed. Kuki-Zo civil society groups, MLAs won't engage with Centre; only groups in SoO pact to hold talks

A meeting between representatives of Kuki-Zo insurgent groups, civil society organisations and MLAs from the community was held in Guwahati on Friday, in which it was decided that future dialogue with the Centre on behalf of the community would only be carried out by the insurgent groups that were part of the 2008 Suspension of Operations (SoO) agreement. 'The joint meeting of the MLAs, CSOs (civil society organisations) and SoO groups today at Guwahati resolved that until the resumption of substantive political dialogue by the Government of India with SoO groups, the CSOs and elected representatives shall no longer engage with the Government of India or its representatives,' a brief statement released after the meeting said. One of the meeting attendees said this essentially means that the 'responsibility of dialogue' with the Centre on key issues concerning the community has been 'entrusted' to the SoO groups. The primary demand raised by different stakeholders of the community since the start of the conflict in Manipur has been a separate administration of Kuki-Zo-majority areas. The SoO agreement was signed in 2008 between 25 Kuki-Zo insurgent groups, the Government of India and the state. As many as 17 of these groups come under the Kuki National Organisation (KNO) umbrella group, and eight come under the United People's Front (UPF). Friday's meeting was attended by 25 delegates, including leaders of insurgent groups that were part of the SoO agreement. Also at the meeting were representatives from among the 10 Kuki-Zo MLAs, as well as influential civil society organisations Kuki Zo Council and Zomi Council. On April 5, representatives of Meitei and Kuki-Zo civil society groups had met Union Ministry of Home Affairs (MHA) officials together in New Delhi in what was the first such meeting between groups of both communities. A draft joint resolution had been presented to both communities at the time, but the meeting had ended without a resolution. Earlier this year, an MHA delegation had also met the groups separately in Manipur. There have also been attempts at talks through MLAs, including a meeting convened by the MHA last October with a set of Meitei, Kuki-Zo and Naga MLAs from the state. After Friday's meeting, the attendee said, 'Let them (the Centre) start the dialogue with the SoO groups. What is the need for all these talks? There has been no firing for months. In the meeting with the CSOs, they tried to push a peace agreement and to make us agree to free movement. Instead of holding such meetings where representatives just go and return without any forward movement, start a political dialogue. The responsibility to lead these talks has been put on the SoO groups.' Meitei politicians and civil society groups have been pushing for the abrogation of the SoO agreement. In February last year, in the absence of the 10 Kuki-Zo MLAs, the Manipur Legislative Assembly had 'unanimously' resolved to urge the Centre to abrogate the SoO pact signed with the Kuki-Zo insurgent groups in 2008.

Idaho Copper Announces US Forest Service Decision Notice and Finding of No Significant Impact for CuMo Exploration Project Plan

Boise, Idaho, March 25, 2025 (GLOBE NEWSWIRE) -- Idaho Copper Corp. (OTC Pink: COPR) is pleased to announce that on March 14, 2025 the United States Forest Service, Boise National Forest ('USFS') issued a Decision Notice and Finding of No Significant Impact under an Environmental Assessment approving the Company's Plan of Operations ('PoO') to conduct exploration drilling and related activities at its CuMo project located in Boise County, Idaho. Andrew Brodkey, Company CEO commented, 'This is a major milestone for Idaho Copper. We have been working with the Forest Service since 2016 to build a plan that complies with myriad federal laws and regulations to ensure that exploration activities at CuMo will not have any significant effect on the environment. The Forest Service has done an admirable job, with hundreds of pages of specialist reports addressing all conceivable environmental concerns from exploration. In addition, the Decision Notice requires the Company to implement dozens of mitigation measures and best management practices designed to protect the environment. Idaho Copper's work under the PoO will consist mainly of temporary road building, maintenance, and drilling activities, and requires that when complete, all roads, drillpads, and drillholes are properly closed and reclaimed. Most importantly, there will be no significant impact to the Boise River, its tributaries, or the Boise River Watershed, through the application of mitigating measures set forth in the Forest Service Decision Notice.' The exploration activities outlined in the PoO are needed to develop additional data to determine if a future decision to proceed with a mine is justified.
