The development
follows a February petition
where companies challenged regulations that required mandatory KYC verification, Aadhaar authentication and restricted hours of gameplay.
These restrictions were imposed under Sections 5(2) and 14(1)(c) of the Tamil Nadu Prohibition of Online Gambling and Regulation of Online Games Act, 2022.
A division bench comprising Justices SM Subramaniam and K Rajasekar ruled that the State has the authority to make laws on online gaming under Entry 6 (public health and sanitation) and Entry 26 (trade and commerce within the State) of the State List in the Constitution, which covers matters exclusively under states' jurisdiction.
In their arguments, Head Digital Works Pvt. Ltd., which develops online games of skill in India, and two other gaming companies,
Junglee Games
India Pvt Ltd, and WinZO, insisted that the current restrictions based on time, age and monetary factors are unconstitutional.

In March,

that real money gaming industry bodies All India Gaming Federation (AIGF), E-Gaming Federation (EGF) and Federation of Indian fantasy Sports (FIFS), jointly came up with a 'code of ethics' encouraging responsible gaming practices.
The gaming industry bodies include companies such as Dream11, My11Circle, Khelo Fantasy Live, SG11 Fantasy, WinZO, Games24X7, Junglee Games etc. The code of ethics had provisions similar to the curbs placed by the Tamil Nadu government.
Under the new GST regime, the real-money gaming (RMG) industry faces a 28% GST levy on the deposits made by players on these platforms.
Last September
, India's top GST investigation agency, the Directorate General of GST Intelligence (DGGI), stated that the real money gaming sector topped the list of tax evasion, with dues to the tune of Rs 1.1 lakh crore. The agency issued show cause notices to 34 entities and took action against 118 Indian and 658 foreign companies.
Trends shaping the RMG sector
In FY22-23, India's largest RMG platform, Dream11, recorded gross gaming revenue of Rs 7,167 crore. Of this, Rs 976 crore was spent as promotional credits to players.
There are close to 568 million users of online games in India, and nearly 25% of them are pay-and-play customers. In fiscal year 2023, the RMG segment in online gaming was
estimated to be a $2 billion business.
According to the latest EY-FICCI report, Esports and casual gaming grew to Rs 5,300 crore in 2024, and is projected to reach Rs 6,300 crore in 2025 and Rs 8,300 crore in 2026.

CHENNAI: The union government has released Rs 3,000 crore so far this financial year towards Chennai Metro Rail's Phase 2 project, according to a Right to Information (RTI) response accessed by TNIE. The funds, disbursed by the Ministry of Housing and Urban Affairs as of July 28, form part of a total outlay of Rs 8,445.8 crore earmarked for the project in 2025-26 — the single-largest allocation for any metro project across the country this year. The release includes the full equity contribution of Rs 1,841.2 crore, Rs 158.8 crore in subordinate debt, and Rs 1,000 crore in pass-through assistance (PTA) from external agencies, according to the ministry's reply to RTI petitioner Dayanand Krishnan. A senior official with Chennai Metro Rail Limited (CMRL) said the centre had already released approximately Rs 5,400 crore before March 2025, following the formal approval of Phase 2 as a central sector scheme in October 2024. 'The Rs 3,000 crore includes funds received during April and May. In total, Tamil Nadu has received around Rs 8,400 crore so far. It's not disbursed in tranches — funds are released as and when needed,' the official said. Spanning 118.9 km across three corridors, Phase 2 is one of India's largest ongoing urban mobility investments. Its reclassification as a central sector scheme last year has unlocked direct funding from the union government, after years of procedural delays. The steady flow of funds is expected to ease financial pressure on the Tamil Nadu government, which has been seeking continued central support for its expanding mass transit infrastructure. The large allocation also signals the strategic and political significance of the project, with Chennai emerging as a key node in India's urban transport agenda. RTI activist Krishnan, who has closely tracked metro funding in Tamil Nadu, urged the union government to expedite approvals and funding for three pending proposals from the state: A new corridor linking Chennai Airport to Kilambakkam, and greenfield metro projects in Madurai and Coimbatore. SC junks Madras HC order banning use of CM name in schemes
NEW DELHI: The Supreme Court on Wednesday quashed the Madras High Court's interim order that restrained the Tamil Nadu government from using Chief Minister M K Stalin's name and image in the 'Ungaludan Stalin' welfare outreach programme. Terming the plea by AIADMK MP C Ve Shanmugam 'totally misconceived' and an abuse of process of law, the apex court imposed a Rs 10 lakh fine on him, to be paid to the state within a week. A three-judge bench led by Chief Justice of India B R Gavai, and comprising Justices K Vinod Chandran and N V Anjaria, said the practice of naming welfare schemes after political leaders is common across the country, and selectively challenging one such scheme reflects political motive rather than genuine concern. 'We do not appreciate the anxiety of the petitioner to choose only one political party and one political leader,' the bench observed. 'If the petitioner was so concerned about the misuse of public funds, he could have challenged all such schemes.' The court noted that even during the AIADMK's tenure, many schemes were branded after CM J Jayalalithaa as 'Amma' initiatives. Senior advocates Mukul Rohatgi and Abhishek Manu Singhvi, appearing for the DMK and the state government respectively, cited similar schemes in support of their case.

Bike DCM DK Shivakumar rode has Rs 18.5K in traffic penalties
BENGALURU: A day after Deputy Chief Minister and Bengaluru Development Minister DK Shivakumar was seen riding a two-wheeler on Hebbal flyover during his inspection, the BJP and JDS trolled Shivakumar and said the two-wheeler has many traffic violation cases registered against it. JDS, on its official X handle, said a sum of Rs 18,500 has to be paid as penalty for various traffic violations. The video of Shivakumar riding the two-wheeler on Hebbal flyover went viral on Tuesday. The JDS, on its social media platforms, tagged Hebbal Traffic Police and urged it to take action. Following this, police summoned the owner who paid Rs 1,000 and assured police that he would pay the remaining later. The regional party, stating that the vehicle has more than 34 traffic violation cases against it, urged Shivakumar to stop photo shoots and reels for publicity, and fulfil his responsibilities as a minister. The BJP questioned why there is a separate law for the Deputy CM. 'Traffic police should charge additional Rs 500 from Shivakumar for wearing a half-helmet,' the party said.
