Egypt's Senate to address proposed amendments to Natural Reserves Law

CAIRO – 31 May 2025: Egypt's Senate, the upper house of Parliament, is set to review proposed amendments to the law governing natural reserves during its sessions scheduled for next Monday.
The discussion will focus on a comprehensive legislative update to Law No. 102 of 1983, prompted by a legislative impact study submitted by Representative Noha Ahmed Zaki, a member of the Coordination of Youth Parties and Politicians and Deputy Chair of the Senate's Energy and Environment Committee.
According to Representative Zaki's study, the existing law—enacted over four decades ago—no longer meets the needs of the current environmental, economic, and social context. The law, she noted, primarily emphasized absolute environmental protection while failing to regulate the interaction with local communities or promote opportunities for sustainable development.
The study highlighted several critical gaps in the current legislation, including the absence of legal frameworks for the safe and sustainable use of natural resources within reserves, inadequate penalties for environmental violations, and limited powers granted to the Environmental Affairs Agency, restricting its ability to effectively plan and manage protected areas.
The report emphasized that protecting natural reserves must not come at the expense of local economic development. It recommended amending the law to allow for sustainable tourism and eco-friendly economic activities, ensure local community participation in reserve management, and introduce stricter penalties for environmental crimes. It also proposed the scientific classification of reserves, the definition of permitted uses for different species and ecosystems, and the development of flexible financing mechanisms to support long-term conservation goals.
A central critique in the study was the lack of legal provisions enabling communities living within or near reserves to participate in or benefit from reserve resources. This exclusion, the study argued, has fueled tensions, led to environmentally harmful practices, and hindered prospects for local economic development. It called for a comprehensive shift in legal philosophy, moving from a model of strict environmental protection to a more integrated framework that balances environmental conservation with social and economic needs.
On the occasion of the International Day for Biological Diversity, observed on May 22, Minister of Environment Yasmine Fouad stated that Egypt is home to 30 natural reserves, covering approximately 15 percent of the country's land area.
Thirteen of these reserves, she noted, have been developed for ecotourism, offering a variety of nature-based activities, including diving and mountaineering.
In comments to Extra News, Minister Fouad highlighted Egypt's efforts to preserve biodiversity and maintain the delicate balance between land, sea, flora, and fauna. She also noted that several Egyptian reserves, including Wadi El-Hitan and Ras Mohammed, have been recognized on the IUCN Green List of Protected and Conserved Areas—an international benchmark for effective, equitable, and enduring conservation.

Minister of Planning, Economic Development, and International Cooperation (MPEDIC), Rania Al-Mashat, highlighted the critical role of the MFA in driving these reforms and pointed to the forthcoming launch of a €1.8 billion EU-backed investment guarantee mechanism. Al-Mashat met with Ambassador Angelina Eichhorst, Head of the EU Delegation to Egypt, along with senior EU officials, to discuss ongoing cooperation under the strategic partnership between Egypt and the EU. These reforms, involving multiple Egyptian entities, focus on enhancing macroeconomic stability, boosting competitiveness, improving the business environment, and advancing green transformation. They form a key part of Egypt's wider development narrative aimed at sustainable economic growth. This initiative aims to expand foreign direct investment opportunities and support private sector development across Egypt. She also addressed the 'Mediterranean Charter,' which signals a strategic evolution in the EU's approach to southern neighbors. The Charter shifts focus from broad regional frameworks to more targeted bilateral partnerships, aligning with Egypt's national priorities in economic development, energy, transportation, job creation, and regional stability. The Charter is built on two main pillars: fostering economic stability and investment, and encouraging European companies to expand in southern neighboring countries. This approach is expected to facilitate technology transfer, boost trade, and accelerate economic growth throughout Egypt and the wider region. Between 2025 and 2027, Egypt and the EU will implement a new cooperation framework as part of their comprehensive strategic partnership. This framework emphasizes clear priorities and actionable measures to enhance collaboration. The European Union remains one of Egypt's most important development partners, with the current cooperation portfolio reaching approximately €1.3 billion. This includes grants and blended finance supporting vital sectors such as transport, water, agriculture, renewable energy, social protection, governance, and institutional capacity building. Al-Mashat noted that the strategic partnership framework enhances policy alignment and cooperation in response to evolving regional and global challenges, reaffirming the EU's commitment to supporting Egypt's sustainable development goals.

Iranian Foreign Minister Abbas Araghchi visited key landmarks in Cairo and met with prominent Egyptian figures during a trip to Egypt on Monday. In a post on the X platform Tuesday morning, Minister Araghchi said he performing Maghrib and Isha prayers at Cairo's historic Al-Hussein Mosque. He later dined with prominent Egyptian figures at the iconic Naguib Mahfouz restaurant in Khan El Khalili– a venue that hosted President Abdel-Fattah El-Sisi and French President Emmanuel Macron during the latter's visit in April. Among the prominent figures Araghchi dined with were former Egyptian foreign ministers Amr Moussa, Nabil Fahmy, and Mohamed El-Orabi. The top Iranian diplomat described the dinner conversation as 'very productive.' Earlier on Monday, Araghchi also met with President El-Sisi, where they discussed bilateral and regional issues, including the current regional conflict. He also held talks with his Egyptian counterpart, Badr Abdelatty, where both ministers expressed a shared interest in strengthening ties. They agreed to enhance cooperation in key areas, including trade, tourism, and continued political dialogue. While formal diplomatic ties have yet to be fully restored, with ambassadors still not reappointed, Araghchi noted that close coordination between the two sides continues. He added that Iran is not pressing for a specific timeline, and will proceed at Egypt's pace, stating, 'When our brothers in Egypt are ready, we will be ready.' His first trip, in October, was the first by a high-ranking Iranian official to Cairo in over a decade. In recent years, ties between Egypt and Iran have notably improved following decades of tension rooted in Iran's 1979 Islamic Revolution and Egypt's peace agreement with Israel the same year. Renewed diplomatic engagement in 2023—especially in the wake of the war in Gaza—led to a wave of senior-level talks, reflecting a mutual interest in restoring normalised relations. 'As two influential regional powers with ancient cultures and civilisations, Iran and Egypt share a joint responsibility for maintaining peace, stability, and calm in the region,' Araghchi added in his X post.
