Assessment, not exam-based, should be today's way in education, says don

KUCHING (April 26): The government should consider abolishing the examination process in the country and introduce an assessment approach in line with this modern era.
Universiti Sains Islam Malaysia's Faculty of Syariah and Law associate professor Dr Muzaffar Syah Mallow, who made this call, said students today needed to learn many survival skills to compete in this complex and interconnected world, rather than focusing on theoretical and academic excellence.
'They need to master social and communication skills, and learn how to use new and modern technologies, the art of critical thinking and many more.
'All these skills cannot be picked up through theoretical and academic processes in a classroom, nor can they be assessed through the examination process,' he said in a statement yesterday.
The academician also believed that abolishing examinations could reduce the stress level among students, who had been put through a lot of pressure to excel in their studies by scoring As.
He said students who were unable to obtain A would feel that they were not smart enough to survive and succeed in this world.
'With no more examinations in school, the parents would also become more relaxed instead of pushing their children to score high marks.
'This would prevent unnecessary conflicts between the parents and the children – not to mention that parents would no longer need to spend time and energy on comparing the academic achievements among their children.
'The time has come for Malaysians to change their mindset, not to see the examination process as the only way to evaluate an individual.'
Adding on, Muzaffar Syah suggested that the Ministry of Education (MoU) would set up a special committee to look into his proposal.
'This committee should comprise educational experts, particularly those familiar with the country's education system, teachers as well as relevant NGOs (non-governmental organisations).'
He said the ministry could also conduct a survey among students with regard to the proposal.
'The voices of our students must be heard first since they are the ones facing actions and decisions taken by the government,' he added.
In relation to this, Muzaffar Syah was glad that the government decided to abolish Ujian Penilaian Sekolah Rendah (UPSR) in 2021 and Form 3 Assessment (PT3) in 2022.
'The government could do more by abolishing the remaining examinations such as SPM (Sijil Pelajaran Malaysia) or STPM (Sijil Tinggi Persekolahan Malaysia).

KUALA LUMPUR, Aug 14 (Bernama) -- Prime Minister Datuk Seri Anwar Ibrahim is expected to deliver a significant address to Malaysia's civil servants during the 20th edition of Majlis Amanat Perdana Perkhidmatan Awam (MAPPA XX) gathering at the Putrajaya International Convention Centre (PICC), tomorrow. According to Dr Saharah Sapiyi, Head of the Centre for Communication and Language Studies at the National Institute of Public Administration (INTAN), the Prime Minister will deliver the address at 3.30 pm, marking the highlight of the annual event. 'MAPPA XX serves as a key platform for the Prime Minister to engage directly with civil servants and communicate his aspirations for the nation. Typically, this is where major announcements related to the civil service are made. 'Last year, the Prime Minister unveiled the Public Service Remuneration System (SSPA), and this year, we've been informed that new announcements will be made, including the launch of the Public Service Talent Development Policy which will serve as as guide for heads of departments and agencies in developing talents in their respective organisations,' she said in video call during Bernama TV's Malaysia Petang Ini programme. Saharah said this year's MAPPA is being held under the theme Perkhidmatan Awam MADANI Teras Kecemerlangan (MADANI Civil Service: Pillar of Excellence), highlighting not just leadership aspirations, but also a reflection on core Malaysia MADANI values, which guide current governance reforms. 'The event also emphasises the civil service reform agenda led by the Chief Secretary to the Government, alongside values-driven service excellence promoted by the Director-General of Public Service,' she explained. According to Saharah, before the main address tomorrow, civil servants attending MAPPA XX are invited to join Tazkirah Jumaat (religious reflection session) starting at 12.45 pm, followed by Friday prayers at Dewan Putra, PICC, which can accommodate up to 1,000 congregants. KEPALA BATAS: Umno Youth chief Datuk Dr Muhamad Akmal Saleh led a group of over 200 people in a march towards barricaded shop lots here, saying the group came in peace. Chanting "Merdeka", "Sayang Malaysia" and "Pertahan Jalur Merdeka", the group marched about 1.4km to the location with many waving the Jalur Gemilang. "We are not here to bully anyone. We are here to make it clear that there cannot be such incidents as our flag is sacred. "We are here to send a clear message that we cannot accept any form of mistake like this. "It cannot be hung upside down," he said at the gathering along Jalan Datuk Haji Ahmad Badawi here on Thursday (Aug 14). The planned gathering followed a recent controversy, linked to an upside-down Jalur Gemilang incident at a hardware store here. Dr Akmal said the group represented Malaysians and not any political party. "It is not a question of politics or race but it about respect for our country, Malaysia," he said. The group of over 200 people, including representatives from Bersatu and PAS, then sang the national anthem. Just before the gathering ended, there was a war of words between the Umno representatives and Lawyers For Liberty (LFL) director Zaid Malek, who turned up with placards saying "Jangan Membuli" and "Jangan Bersikap Zionis". The group then needed to be calmed down and were told to disperse after Zaid's group put down their placards. Zaid said it was only fair that he was allowed freedom of speech like the Umno representatives. He said the fact that the group had turned despite the flag placement being an honest mistake was an act of intimidation. "His (Dr Akmal's) call to have the hardware shop owner charged amounts to bullying and harassment. 'They hurled all sorts of accusations at the hardware store owner about the upside-down flag incident. "Of course, the owner would be scared," he said. Zaid also asked why they did not gather in Terengganu where there was also an issue with the Jalur Gemilang. 'No one is free from committing mistakes. The store owner has apologised and had no intention to commit the mistake. 'We are here to defend him from any form of harassment,' he said. There was strong police presence throughout to control the crowd and the road leading to the store were also barricaded. Businesses were also forced to close early as a safety precaution. Meanwhile, local DAP leaders handed out Jalur Gemilang as they waited for Dr Akmal and his group to turn up. Penang DAP vice-chairman Datuk Yeoh Soon Hin, Penang DAP assistant secretary H'ng Mooi Lye and Penang Chief Minister's Special Coordinator Lay Hock Peng, among others, turned up early to distribute food and Jalur Gemilang to passers-by. On Saturday (Aug 9), hardware shop owner Pang Chin Tian, 59, was arrested by police following accusations that he had improperly displayed the flag in front of his shop. He has been released on police bail. Pang said he would accept any punishment over the case, which he described as unintentional and regretful. On Thursday, Bukit Aman advised all parties to cancel the planned gathering in Bertam, Kepala Batas to avoid conflicts and ensure safety. Inspector-General of Police Datuk Seri Mohd Khalid Ismail said the police viewed seriously any issue that could threaten public safety and well-being. "In the interest of preserving community safety and preventing confrontations between groups, we advise that the gathering on Thursday be called off," he said. The gathering is believed to be linked to a recent controversy over an upside-down display of the Jalur Gemilang that went viral on social media. The IGP said investigations are ongoing, with 38 reports lodged nationwide, 17 in Penang and 21 in other states. "The probe also covers action against individuals who recorded and shared the footage under Section 233 of the Communications and Multimedia Act 1998. "The investigation paper was submitted to the Deputy Public Prosecutor on Monday (Aug 11) and is now under review," he said.
