Rahul & Kharge write to PM Modi, urge him to fulfil promise of restoring statehood to J&K
Their push comes at a time when political tensions are rising in Srinagar, with Jammu and Kashmir National Conference leader and Chief Minister Omar Abdullah clashing with Lt Governor Manoj Sinha over matters of jurisdiction—a marked shift from the relative diffidence that had characterised much of his eight-month tenure so far.
With six MLAs in the 90-member legislative assembly, Congress is a member of Jammu and Kashmir's ruling alliance led by National Conference. However, of late, the ties between the two parties have been frosty with Abdullah disapproving of the Congress's allegations on EVM tampering, and the rudderless state of the INDIA bloc.
Even on Monday, when various opposition parties criticised the L-G's administration for using security forces in an attempt to physically prevent Abdullah from visiting the Naqshband Sahib graveyard in Srinagar to pay tribute to those killed by the Dogra army in 1931, the Congress national leadership remained silent.
The party's Jammu and Kashmir unit president, Tariq Hameed Karra, had however condemned the incident. In their letter, Rahul and Kharge did not refer to Monday's events, but reminded the PM of his promise to restore the statehood of Jammu and Kashmir, which was made a Union Territory in August 2019 along with the abrogation of Article 370, under which it enjoyed special status.
Since then, the Congress has tip-toed around the demand for the restoration of Article 370—from criticising the manner in which it was abrogated at times to arguing that the Supreme Court upholding the Centre's move has effectively put a lid on the matter.
The party has been consistently demanding statehood be returned to Jammu and Kashmir, which Rahul and Kharge reiterated in their letter.
The two leaders mentioned that the Union government made assurances before the Supreme Court in a matter regarding Article 370, submitting that statehood would be restored 'at the earliest and as soon as possible'.
A request was also put forth to include the Union Territory of Ladakh under the Sixth Schedule to the Constitution, which provides autonomy and self-governance to the Scheduled Tribes in the hilly regions of the Northeast. 'This would be a significant step towards addressing the cultural, developmental, and political aspirations of the people of Ladakh, while safeguarding their rights, land, and identity,' they said in the letter.

Rush Hour: SC raps Rahul Gandhi for China incursion remark, Jharkhand ex-CM Shibu Soren dead & more
We're building a brand-new studio to bring you bold ground reports, sharp interviews, hard-hitting podcasts, explainers and more. Support Scroll's studio fund today. The Supreme Court told Congress leader Rahul Gandhi that a 'true Indian' would not make remarks such as the ones he made in 2022 about alleged Chinese incursions into Indian territory. However, the court stayed the defamation proceedings against him for three weeks. The case pertains to comments made by Gandhi in December 16 about a clash between the Indian and Chinese armies along the Line of Actual Control in Arunachal Pradesh's Tawang. In response to the court's remark, Gandhi's counsel Abhishek Singhvi said that it was also possible for a 'true Indian' to express concern about the deaths of soldiers during clashes between India and China in eastern Ladakh's Galwan Valley in June 2020. A bench of Justices Dipankar Datta and AG Masih, however, asked the Opposition leader how he had verified claims that 2,000 sq km of Indian territory had been occupied by China. Datta asked why the Congress leader had made the allegations on social media instead of raising questions in Parliament. Read more. Jharkhand's former Chief Minister Shibu Soren died on Monday. He was 81. Soren was admitted to a hospital in New Delhi for more than a month and was undergoing treatment for kidney-related ailments. Soren was the founder of the Jharkhand Mukti Morcha and the party's chief for 38 years. He served as the chief minister for 10 days in March 2005, for five months between August 2008 and January 2009, and between December 2009 and May 2010. Read more. The Supreme Court questioned the 'tearing hurry' of the Uttar Pradesh government in passing an ordinance that allows it to take over the management of the Banke Bihari temple in Vrindavan. A bench of Justices Surya Kant and Joymalya Bagchi expressed disapproval of the 'clandestine manner' in which the government had secured permission to use temple funds for a Rs 500-crore corridor project. The permission was secured through a May 15 judgement of the Supreme Court, which allowed the state to acquire five acres of land with temple funds. The bench verbally proposed recalling the May 15 verdict and forming a committee, headed by a retired High Court judge, to oversee the temple's management while the validity of the ordinance was being decided. The Tamil Nadu government moved the Supreme Court challenging a Madras High Court order restraining it from naming welfare schemes after living politicians and using the photographs of former chief ministers, ideological leaders and political party symbols in advertisements of the schemes. On Thursday, the High Court passed the order on a plea filed by an All India Anna Dravida Munnetra Kazhagam MP, who had sought directions to stop the Dravida Munnetra Kazhagam government from using Chief Minister MK Stalin's name in public outreach programmes such as Ungaludan Stalin. The petitioner had argued that the practice violated the Supreme Court's earlier directions and the 2014 Government Advertisement Content Regulation Guidelines. The High Court had referred to a Supreme Court ruling that allowed the use of the current chief minister's photo in government advertisements, but ruled that including former leaders or party icons could be seen as political misuse of public funds.

Environmentalists protest proposal to redraw boundaries of Sariska tiger reserve
Last Updated: New Delhi, Aug 4 (PTI) A group of environmentalists gathered at Delhi's Jantar Mantar on Monday, demanding the cancellation of a proposal to redraw the boundaries of the Sariska Tiger Reserve in Rajasthan's Alwar district, alleging that the move would open over 50 mines that were shut following a Supreme Court order in May 2024. Akhil Chandra, former director of the World Wildlife Fund, who participated in the protest, said the National Board for Wildlife and the National Tiger Conservation Authority have approved the redrawing of Sariska's critical tiger habitat boundaries, paving the way for reopening mining operations within 1 km of the reserve's border. 'This is an untouched forest area for tigers and other endangered species. Allowing mining in such an environmentally sensitive area will have severe long-term impacts on its flora and fauna," he claimed. Environmental activist Ajay Joe claimed, 'This decision is not only anti-wildlife, it is anti-people and against the collective future of our children. How can we allow extractive industries to destroy one of the last critical habitats of India's national animal?" Sneha Solanki of Tiger Trust Trail said the Supreme Court-appointed Central Empowered Committee revealed in 2018 that 31 hills had disappeared in Alwar since the Survey of India's 1967 topographic sheet. 'Redrawing Sariska's boundaries is unacceptable to the people of Alwar as it rewards violators. This sets a dangerous precedent to legalise similar violations across India's protected areas," she said. At a meeting in June, the Standing Committee of the National Board for Wildlife, headed by Environment Minister Bhupender Yadav, approved the proposal to alter the boundaries of the Sariska tiger reserve by expanding the CTH area from 881.11 sq km to 924.49 sq km while reducing the buffer zone from 245.72 sq km to 203.20 sq km. The total notified area has marginally increased to 1,127.68 sq km from 1,126.83 sq km. The proposal was earlier recommended by the Chief Wildlife Warden, the State Board for Wildlife, the Rajasthan government and the National Tiger Conservation Authority. The CEC in a report to the Supreme Court recently explained that the reconfiguration was based on 'the pattern of tiger breeding while ensuring that the total area of CTH after rationalisation does not decrease, rather the area of the Sariska Wildlife Sanctuary should be increased". It said that the boundaries of the sanctuary are proposed to become coterminous with the core tiger habitat to address legal and management challenges that have persisted for years. The CEC observed that the rationalisation was carried out using robust scientific data, including camera-trap evidence, and that it enhanced landscape connectivity and conservation value without displacing any villages. 'The inclusion and exclusion of areas were based entirely on ecological rationale, with a singular focus on enhancing habitat integrity and conservation value," the report said. How Pakistan Plans To Spread Disinformation On Article 370 Abrogation Anniversary Tomorrow
Last Updated: News18 has accessed an internal circular, dated August 1, where the ministry concerned was instructed to observe the day as 'Youm-e-Istehsal' Pakistan is once again indulging in a well-orchestrated propaganda campaign on the anniversary of the abrogation of Article 370 and 35A, observed by Pakistan as 'Youm-e-Istehsal' on August 5, 2025. This campaign serves as a strategic tool for Pakistan to express its continued opposition to India's constitutional changes in Jammu and Kashmir and to internationalise the Kashmir issue by portraying India as an oppressor. The government, through its Ministry of Kashmir Affairs & Gilgit-Baltistan and diplomatic missions worldwide, organises various activities including public demonstrations, such as the 'Youm-e-Istehsal Walk' in Islamabad, as well as coordinated events at Pakistan embassies and consulates across the globe. The 2025 Youm-e-Istehsal observance is another instance of Pakistan's persistent, state-sponsored propaganda endeavour to internationalise the Kashmir issue. This annual propaganda cycle relies heavily on misinformation and orchestrated social media campaigns that distort the reality on the ground, perpetuating a narrative designed more to serve Pakistan's geopolitical objectives than to reflect credible human rights concerns. What ministry's internal circular says News18 has accessed an internal circular, dated August 1, where the ministry concerned was instructed to observe the day as 'Youm-e-Istehsal'. The so-called event will also be observed at missions abroad, including Brussels-Belgium, Niamey-Niger, Houston-USA, Tripoli-Libya, Hungary-Budapest and Madrid-Spain. The Pakistani government systematically uses these observances to propagate a narrative of alleged human rights violations in Jammu and Kashmir. It has long been noted by credible sources that this narrative often relies on recycled falsehoods, misleading content, and disinformation. Pakistan's foreign ministry and its diplomatic missions actively push hashtags like #Youm_E_Istehsal and #KashmiriLivesMatter on social media platforms, engaging bot accounts and coordinated networks to amplify anti-India messaging on a global scale. top videos View all Moreover, Pakistan's propaganda machinery engages separatist figures, such as Mushaal Mullick, wife of the incarcerated Kashmiri separatist leader Yasin Malik, to further inflame sentiments against India. This campaign includes distributing pre-prepared content, organising media briefings, and encouraging protests under the guise of solidarity with Kashmiris. Independent fact-checks and international observers have often identified these campaigns as disinformation, highlighting that many images and videos circulated by Pakistan are either fake, taken out of context, or unrelated to the Kashmir Valley altogether.
