Marines sticking with JLTV after Army cancels future vehicle buys
The Marines are sticking with the Joint Light Tactical Vehicle, even as costs may rise following the Army's decision to halt the program.
The joint program office for the Army and Marine Corps first picked Oshkosh Defense to build the JLTV in August 2015, and in 2023 awarded a follow-on contract to AM General, according to a Congressional Research Services report released Monday.
'The Marine Corps is fully committed to the JLTV program. It is our workhorse on the ground tactical vehicle fleet,' Marine Corps Commandant Gen. Eric Smith said in a House Appropriations subcommittee on defense hearing May 14. 'It's a little bit too early to assess the impact of the Army stopping their version of the program, but per-unit costs are clearly going to go up … when the orders go down.'
The JLTV was originally intended to replace the Marine Corps' and Army's light tactical vehicle fleets, which consist mostly of Humvees. The initial low-rate production contract awarded to Oshkosh Defense was valued at $6.7 billion for the first 16,901 vehicles, according to the CRS report.
A follow-on contract valued at another $8 billion awarded to AM General would have built another 30,000 JLTVs and 10,000 trailers for the vehicles.
Smith anticipates the unit cost to rise because of the Army decision, and the Corps is 'still assessing the full impact of the Army's abrupt exit from the joint program.'
'That's going to negatively impact the Marine Corps' ability to fulfill its ground tactical vehicle mobility strategy, which has me concerned,' Smith said.
The Marine Corps relies on the JLTV for its ROGUE-Fires and Marine Air Defense Integration System, or MADIS. The ROGUE-Fires system uses a remotely operated JLTV without a cab to fire the Navy/Marine Expeditionary Ship Interdiction System. The MADIS is a counter-drone weapon also mounted on the JLTV.
'At this time, AM General has [a] backlog for deliveries of vehicles through 2027 and AM General remains committed to meeting our contractual delivery requirements,' AM General said in a statement May 2 in response to the Army's decision to divest. 'As we work to understand the significance of the DoD's recent communications, we will continue to operate our HUMVEE and JLTV A2 assembly lines and our Aftermarket Fulfillment facility as normal to meet our contractual requirements and serve the Warfighter.'
The vehicle, available in two- and four-seat versions, can be transported by various aircraft, including rotary wing, according to the CRS report.
Instead of acquiring more JLTVs, the Army plans to fulfill some of its mobility requirements with the Infantry Squad Vehicle, a much smaller, scaled-down all-terrain vehicle.
An Army Transformation Initiative memo published May 1 noted the service would divest the vehicle over time. So far, the service has acquired 20,000 vehicles. The Army began fielding the JLTV in 2019, the same year the Marine Corps began receiving its first vehicles.
House Appropriations subcommittee member Rep. Betty McCollum, D-Minn., said she was 'dismayed' to learn the Army did not communicate its intentions to the Marine Corps before making the divestiture decision.
'That is beyond disappointing. Joint means joint. That's what the 'J' stands for. Joint decisions should be informed together as part of joint programs if they need to change,' McCollum said.
Speaking to reporters in Tennessee on May 14, Army Vice Chief Gen. James Mingus said the Army purchased its last tranche of JLTVs in January, according to Breaking Defense.
'We will do no future procurement buys for the JLTV, for the Army, but the Marine Corps, [Foreign Military Sales] partners [can],' Mingus said. 'We think that we have enough, they [USMC and foreign customers] can continue to do that. But for us, inside of our armor and heavy and Stryker formations, we have enough JLTVs. We've bought enough already.'

Former New Mexico Department of Veterans Services Cabinet secretary to run for secretary of state
Sonya Smith made history in 2020 as the first African American to lead the New Mexico Department of Veterans Services. She could do it again as the first African American to serve as New Mexico's secretary of state. The former Cabinet secretary said Tuesday she will be seeking the Democratic nomination to become the state's top election officer, making her the third Democrat to jump into the 2026 race to succeed Maggie Toulouse Oliver, who is term-limited. "This is more than just an election opportunity for me," Smith, 58, said in a telephone interview Tuesday. "I believe wholeheartedly that I have the skillset, the leadership and the experience to make sure that not only are we protecting our right to vote but that we continue with innovative ways and strategies to keep that integrity intact." Smith, who plans to formally announce her candidacy Thursday in Albuquerque, joins Doña Ana County Clerk Amanda López Askin and Santa Fe County Clerk Katharine Clark in seeking the Democratic nomination. So far, no Republicans or candidates from any other party have announced they are entering the race. Although she doesn't have elections administration experience, Smith said she's confident she can do the job. "What I know is that while I may not know everything right now, I have the capacity to learn very quickly," Smith said, adding she's also a good listener. "I know that that is top of mind to people, you know? 'Well, what is it that she's bringing to the table?' I may not have all the answers right now, but what I do have is the ability to get things done. My record as Cabinet secretary shows that," she said. Smith served as Veterans Services secretary from October 2020 to November 2022 when she stepped down to take care of her ailing mother in Virginia. Smith's mother died in February. During her tenure, she supported the enactment of an income tax exemption for armed forces retirees and oversaw the launch of a transportation program for veterans in rural New Mexico. She also increased the number of Veterans Services officers, reinstated a veterans program for women and established a full-time department tribal liaison to better support Native American veterans. Her confirmation wasn't without controversy. While most confirmation hearings draw little attention, hers sparked outcry when a high-ranking Republican asked Smith questions some said were laced with an undercurrent of racism. "Do you expect that in your time here, in seven years, that you've been immersed in this culture enough in this state that you feel comfortable entering a position?' then-Senate Minority Leader Greg Baca of Belen asked Smith. Baca noted a small percentage of the state's population is African American while nearly half is Hispanic or a Hispanic mix. "Do you feel like you are comfortable adequately representing both cultures — white, Native, Hispanics?" he asked Smith. "Are you asking do I feel comfortable representing the Department of Veterans Services as a Black woman? Is that what you are asking?" Smith asked Baca, who later apologized for what he characterized as an "insensitive line of questioning." Smith said Tuesday she's been considering running for secretary of state since serving as a Cabinet secretary. "I believe strongly in our voice and our votes being our voice," she said. "This is just not business as usual for us, and we see that all across country. ... Just like I protected our rights and freedoms when I served in the Air Force, that's the same vigor that I'm going to have in making sure that our vote, which is our voice, is protected." Before serving as Cabinet secretary, Smith worked as a special projects coordinator for the New Mexico Department of Health, helping guide the agency's COVID-19 testing team. Prior to that, she served as director of compliance at Southwest Care Center in Santa Fe and as clinical compliance manager at the University of New Mexico Medical Group, where she is working again as a health care administrator. A veteran of the Gulf War, Smith served as a medical technician in Operations Desert Shield and Desert Storm as a member of the U.S. Air Force Reserve. She has a bachelor's degree in health services management from Norfolk State University in Norfolk, Va., as well as a master's in health care compliance from Argosy University and a master's in health care administration from the University of Phoenix.

Army hits recruiting goal four months ahead of schedule
The Army has hit its annual recruiting goal of 61,000 new active duty soldiers, four months ahead of the end of fiscal 2025 in September, the service announced Tuesday. The Army said the goal – 10 percent higher than the 55,000 recruits it sought last year – 'represents a significant turning point for the Army and indicates a renewed sense of patriotism and purpose among America's youth,' according to a statement. The surge in new potential troops comes as the Army has significantly ramped up its recruiting efforts over the past several years in response to its struggle with number shortfalls over the past decade. That outreach included loosening certain rules and restrictions to target young Americans who historically have been unqualified to serve due to tattoos, prior medical conditions or drug use. In 2023, the Army fell about 11,000 people short of its 65,000-person goal but rebounded in 2024 to meet its goal of 55,000, though just barely. The U.S. military as a whole struggled to entice young people to serve in the midst of and in the aftermath of the COVID-19 pandemic, as well as during periods of low unemployment across the country and the emergence of more attractive job opportunities within the private sector. It is unclear exactly why the uptick in enlistments occurred after the service struggled to meet its goals across the finish line last year, but the Trump administration has insisted that the recruiting momentum is a sign of renewed excitement to serve following the presidential election. 'I want to thank the commander in chief, President Trump, and Secretary of Defense Hegseth for their decisive leadership and support in equipping, training and supporting these future Soldiers as they face a world of global uncertainty and complex threats,' Army Secretary Dan Driscoll said in the statement.
