Insurers won't help owner of bombed PTT station

SI SA KET - The owner of a PTT petrol station and 7-Eleven store where a Cambodian rocket strike killed eight people on July 24 faces at least 14 million baht in damages with no compensation in sight from insurers or the government.
Kamolrat Phonsetthalert says she has been unable to eat or sleep since the attack seven days ago, and has needed psychiatric treatment for the trauma of witnessing the destruction.
The rocket strike, which also injured 13 people, has forced the closure of the station at Ban Phue in Kantharalak district for at least two months while repairs are undertaken.
More than 50 employees face uncertain income prospects during the shutdown, said Ms Kamolrat.
The business was insured by two companies, but the first explicitly excludes war damage coverage, whether direct or indirect, even if the government declares the area a war disaster zone, she said. The second insurer only covers structural damage partially.
Government assistance remains unclear. Deputy Energy Minister Fuangwit Anirutthewa visited the site on Thursday to assess damage and promised to propose compensation measures, but no concrete details have emerged.
Ms Kamolrat criticised authorities for failing to provide advance warning of the emergency. The rocket struck in the morning of July 24, but the warning system was only activated at 3-4pm in the afternoon.
She emphasised that the attack was something that could not have been predicted and was not the fault of business operators. She called for government intervention to help many entrepreneurs who suffered similar damage as a result of the border hostilities.

Foreign forward bookings for Thailand have started to feel the pinch due to the Thai-Cambodian border tensions, according to the Tourism Authority of Thailand (TAT), while Chanthaburi tourism operators reported cancellations from foreign tourists for the remainder of the year. Tourism operators urged the government to offer relief measures for affected businesses in the seven border provinces, such as tax reductions. While the border dispute eased following a meeting of the Thai-Cambodian General Border Committee in Malaysia, the tourism outlook in the border provinces remains uncertain. TAT governor Thapanee Kiatphaibool said data from ForwardKeys, an air traffic data company, showed forward bookings for flights in August slowed due to the border skirmishes. As of July 29, bookings for August were down 2.7% year-on-year from 675,551 bookings during the corresponding period in 2024. On July 21, before the border clashes, bookings for August indicated a 0.4% uptick to 564,281. Regarding domestic tourism, she said the 300,000 privileges for major tourism cities under the co-payment scheme were fully redeemed. For the overall scheme, 406,326 of the 500,000 total privileges have been booked, with 93,570 privileges for second-tier provinces remaining. Poompat Tangcharoensiri, president of the Chanthaburi Tourism Association, said European tourists planning to visit the province from September to December have already cancelled their plans. He said tourists feared for their safety, although prime beach destinations and the city district are located 60-70 kilometres and 40km from the border, respectively, while locals continue with their daily lives in the city as usual. The best-case scenario sees average occupancy in Chanthaburi of 40% in August, particularly for hotels located near the beach, said Mr Poompat. However, most hotels are expected to record only 20-30% occupancy for the month. Bookings for the upcoming Mother's Day should pick up, but may severely drop after the holiday passes, he said. "The government and the province have failed to effectively publicise the practices that locals and tourists can follow in Chanthaburi during martial law," said Mr Poompat. On Monday, the association, the Tourism Council of Chanthaburi and the TAT's Chanthaburi office held a meeting on how to stimulate tourism and help operators in the province, he said. They suggested relief measures, such as offering annual tax reductions for employees and tourism operators in Chanthaburi and six other border provinces. These proposals will be submitted to the provincial joint public-private consultative committee later this month, said Mr Poompat. Chatchaipat Sararam, president of the Tourism Council of Buri Ram, said tourists avoided the province, resulting in only 10% occupancy. He said hotels in the Muang district are still open and receiving some locals who evacuated from risk areas near the border to seek temporary stays. Hotels are offering heavy room discounts to help them, while also reducing staff working hours to save on costs. Mr Chatchaipat said guest numbers should increase next week if locals return home for the Mother's Day holiday, while the province is holding events to boost tourism and spending. The border dispute has affected sports tourism in Buri Ram, as sports fans have delayed their plans to visit the province, he said. Mr Chatchaipat said the government should lift domestic travel through tax incentives for visiting or holding meetings in the border provinces.

BURI RAM: A Cambodian soldier arrested in this northeastern province bordering Cambodia is supected of being a member of the Bodyguard Headquarters (BHQ) of Cambodian Senate President Hun Sen. Lamduan police in Krasang district said in its Facebook page on Tuesday that its officers arrested the BHQ member, who was likely spying on Thai military movements in the province. Lamduan police posted several pictures of the man, who had tattoos on his chest and arms along with BHQ uniform attire and camouflage hat. The "spy" was arrested at a house in Krasang district. He told police he just lived there with his Thai wife. Police were continuing to Interrogate him.

National oil and gas conglomerate PTT Plc continues to reduce its role in the battery-powered vehicle business with the sale of its entire 50% stake in Neo Mobility Asia Co (NMA), a flagship electric vehicle (EV) business, to SET-listed auto retailer Millennium Group Corporation (Asia) (MGC). In 2021, PTT announced a joint venture investment with MGC through Arun Plus Co, a wholly-owned subsidiary of PTT, to establish NMA. The investment by the two companies was set at a ratio of 50:50. The plan was for NMA to become the sales agent of Chinese EV brands, such as Zeekr and Xpeng. MGC and Arun Plus wanted to drive the country to become the leading EV market in Southeast Asia during that year. However, the slowdown in China's economy and current oversupply in the battery-powered EV market have affected EVs ecosystems. PTT released a statement to the Stock Exchange of Thailand on Aug 4, announcing the sale of its entire stake in NMA to MGC-ASIA Greentech Co, a subsidiary of MGC, with a total transaction value of 83 million baht. Pattaralada Sa-ngasang, PTT's chief finance officer, said the sale was completed on Monday in alignment with PTT's strategic direction, which not only focuses on enhancing competitiveness in the oil and gas business, but also revisits non-oil and gas businesses to reinforce cash-flow capabilities and strengthen its long-term competitive position. When it comes to the oil and gas sector, PTT is also suffering from overcapacity of the oil refinery and petrochemical sector across the global market and the company is currently planning to restructure this business sector. During the period 2020 to 2022, PTT entered into the non-oil and gas business by setting up Arun Plus as a flagship EV business and Innobic Asia Co as a flagship life science and bio-based business. In January this year, PTT decided to have its subsidiary Horizon Plus Co reduce its share in an EV manufacturing company in Thailand to 40% from 60%. MGC chief executive Sunhavut Thamchuanviriya said the entire wholly-owned NMA is expected to benefit the future of the ecosystem. This aligns with the company's policy of creating a mobility sector that encompasses both user experience, technology, and sustainability, in line with the company's strategy.
