Highland Council set for by-election after Green quits
Baldrey was one of three councillors – along with the LibDems' John Grafton and Tories' Liz Saggers – to have won a seat in the 2022 local elections without a contest.
Only three people put their names forward to represent Caol and Mallaig, which can return four councillors. As such, Baldrey, Grafton, and Saggers all won seats without a single vote being cast.
Now, Baldrey has resigned his position, sparking a by-election in the ward.
Highland Council said in a statement: 'A Highland Council by-election is being held for Ward 11 Caol and Mallaig following the resignation of Councillor Andrew Baldrey.
'The Notice of Election and timetable for this election will be published on the Council's website on Friday 15 August, 2025.
'Prospective candidates will have until 4pm on Monday 25 August, 2025 to submit their completed nomination forms.
'If the seat is contested, voting will take place on Thursday 25 September 2025 with an electronic count taking place on Friday 26 September 2025.'

Reform UK leader Mr Farage said: "This is another outrageous example of two-tier justice." Mr Cleverly said: "Perverse decisions like this are adding to the anger that people feel and amplifying the belief that there isn't a dispassionate criminal justice system." Mr Philp compared it to the case of Lucy Connolly, the wife of an ex-Tory councillor who pleaded guilty to stirring up racial hatred for vile posts amid the riots following the Southport murders. He said: 'It is astonishing that Labour councillor Ricky Jones, who was caught on video calling for throats to be slit, is let off scot free - whereas Lucy Connolly got 31 months prison for posting something no worse. The development of two tier justice is becoming increasingly alarming.' The criticism comes despite Connolly pleading guilty, and a juror finding Mr Jones not guilty. Connolly had posted 'mass deportation now, set fire to all the f****** hotels full of the b******* for all I care… if that makes me racist so be it.' The criticism also puts them at odds with the Shadow Justice Secretary MP Robert Jenrick, who said earlier this year that juries were Britain's 'gift to the world '. Responding on X, barrister Joanna Hardy-Susskind said: 'Lucy Connolly pleaded guilty & was sentenced. Ricky Jones pleaded not guilty & was acquitted by a jury. 'That is not two-tier justice. It is legally illiterate to imply one was punished & the other 'let off scot free' - when one of them was quite literally acquitted after trial.' Former Tory cabinet minister Jacob Rees-Mogg also questioned the language used by his former colleagues. He said: "This is self-evidently not an example of two-tier justice as this Councillor was cleared by a jury. Lucy Connolly offered a guilty plea so did not have a jury trial, although she probably could have done had she pleaded not guilty. There was also condemnation from a source in the legal system, who warned 'we must respect the verdict of the jury and it must be right whatever it is'.

Nearly half of voters think the Government can't control migrants arriving on small boats. While the poll applies to British governments in general, it indicates a lack of faith in Sir Keir Starmer 's 'smash the gangs' policy to control the boats. The survey came as the number of illegal migrants who have crossed the Channel since Labour was elected just over a year ago reached 50,000 – a figure reached more quickly under Sir Keir than previous prime ministers. His first act upon winning the election was to scrap the Rwanda deterrent scheme that the Tories had banked on to get the boat crossings down. The Government's 'returns deal' with France appears to have done little to deter those determined to get to Britain, with more than 2,000 arrivals in the seven days since the 'one in, one out' scheme launched. The YouGov poll, which sampled 8,731 adults, revealed that 48 per cent thought British governments did not have the ability to control the number of arrivals. Just 44 per cent had faith that ministers would be able to restrict the number of small boats, while eight per cent didn't know. Respondents were asked: 'Thinking about the powers and abilities of British governments in general, rather than specific governments, how much do you think a British government has the ability to control the number of migrants coming to the UK on small boats?' Of the five responses – ranging from 'a great deal' to 'none at all' – the most cited category was 'not very much' when it came to controlling numbers. Ministers attempted to dodge the blame after figures confirmed the number of small-boat arrivals had passed 50,000 under Labour even though the milestone – equivalent to one migrant arriving every 11 minutes – was passed seven months earlier than under Sir Keir's Conservative predecessor, Rishi Sunak. Hundreds more arrived at Dover on Sunday with official figures released on Monday Former Labour home secretary Jacqui Smith blamed the Tories, saying: 'What is happening is the result of the last Government.' She told BBC Breakfast: 'It is an unacceptable number of people. It demonstrates the way over the last six or seven years that the criminal gangs have got an absolute foothold in the tragic trafficking of people across the Channel.' But Shadow Home Secretary Chris Philp dismissed Baroness Smith's claims, saying Labour had 'surrendered our borders'. Small-boat numbers are soaring, with 27,029 arrivals this year, up by 47 per cent on the same point last year and 67 per cent on 2023. Since the start of the crisis in 2018, 178,167 migrants have reached Britain, with only about four per cent of them removed. Conservative leader Kemi Badenoch this week vowed to stop all small-boat migrants. Asked if the Conservatives could reduce the number of crossings from five figures to zero, Mrs Badenoch replied: 'I think that we can.'
