Sebi's plan set to derail Metropolitan Stock Exchange's comeback
A Mumbai-based stock exchange was planning a revival, but the market regulator's proposal to limit index derivative expiries to two days a week has cast its future into doubt.
The Metropolitan Stock Exchange of India (MSEI) had raised
₹
238 crore from broking firm Groww's parent Billionbrains Garage Ventures, Zerodha's Rainmatter Investments, Share India Securities, and Securocorp Securities India in December 2024.
The bourse planned to offer a derivative contract for its flagship SX40 index. All National Stock Exchange Ltd's derivatives expire on Thursday, BSE Ltd's on Tuesday, and the MSEI had set Friday expiry for its SX40 contracts.

The exchange offers trading but generates minuscule daily volumes at 30,950 on 5 May. By contrast, NSE's cash trading volumes on May 5 stood at 293.72 crore, while for BSE it was 58.59 crore. MSEI was betting that an independent derivative expiry day would help it gain some market share from NSE and BSE.
Sebi's plan could thwart MSEI's bid to position itself as an alternative to its more established and larger rivals, experts said.
'It is highly unlikely that the market regulator will allow a separate day expiry for MSEI because then it circumvents Sebi's original plan to reduce the number of weekly expiries," said a broker on the condition of anonymity. If the exchange does not get a separate expiry day, it will have no economic value, the broker said.
Established in 2008 by Jignesh Shah and associated entities, it was previously known as MCX-SX. Shah was allegedly involved in the National Spot Exchange Ltd fraud, which came to light in 2013--he denied wrongdoing.

Sebi published a consultation paper on March 27, proposing that all equity derivatives contracts of an exchange should either expire on Tuesdays or Thursdays. This would provide 'optimal spacing between expiries in a week and avoid concentration risk".
If all exchanges have expiries on the same day, traders might naturally go where there's the most liquidity, like NSE or BSE, said Nilesh Sharma, executive director and president (broking) at SAMCO Securities. Sharma said traders will always prefer better price discovery and liquidity, which is available on the NSE and BSE.
Latika Kundu, managing director and chief executive of MSEI, said that as a market infrastructure institution, it has been entrusted with the responsibility of building markets that support the country's economic growth. To reach India's goal of becoming a developed nation, it needs multiple players to help build competitive capital markets, she said.
To create a healthy competitive environment, there has to be an enabler, an exclusive expiry assigned to MSEI in this case, Kundu said. 'If that is taken away, we risk reverting to a duopoly or even monopoly, as the equity cash and equity derivatives markets are interdependent on each other."
Brokers and investors were betting on the revival of MSEI. Its unlisted shares traded for about
₹
2 apiece for years. However, after Zerodha and Groww's entry in December, the indicative share price touched
₹
9 and went to
₹
12 in January, before falling to trade at
₹
6 currently, according to data from Unlisted Arena, which trades in unlisted and delisted shares.
Zerodha and Share India Securities declined to comment, while queries emailed to Groww and Securocorp Securities India remained unanswered. An email sent to Sebi also remained unanswered.
Apart from the SX40 index, the MSEI also offers the SX Bank index. The Nifty 50 futures on the NSE, expiring on May 29, recorded a volume of 76,211 contracts. The Sensex futures contract on the BSE, set to expire on May 26, saw a modest volume of 136 contracts. The MSEI's SX40 futures contracts show zero trading volume.
Sebi's expiry proposal is just one of the issues plaguing MSEI. Not many brokers offer the exchange's contracts to their clients. It also lags its peers in infrastructure required to carry out these derivative trades seamlessly.
'The contracts on the MSEI exchange are live, but for trading volumes to build, brokers must obtain the necessary licences from the exchange and bring in customers," said Suvajit Ray, head of products of IIFL Capital Services Ltd. 'Once licensed, brokers can offer these contracts, but actual volumes will depend on customer participation—placing trades, paying premiums, and engaging in settlements."
Ray added that if not immediately, then gradually, once the exchange's infrastructure is in place, governance standards are met, and operational processes are streamlined, MSEI could function like any other exchange. 'It may start with lower volumes and fewer participants, but as brokers come on board and traction builds, we can see volumes."

The National Stock Exchange (NSE) and the Multi-Commodity Exchange (MCX) recently secured approvals from the equity market regulator to launch electricity derivatives. Not only would this minimise financial uncertainty for power distribution companies but they can also use electricity derivatives or futures contracts to lock in electricity prices in advance. Mint takes a look at what this means and why there is a sudden interest in electricity derivatives. What are electricity derivatives? Electricity derivatives are financial contracts that help power companies and other electricity buyers protect themselves from sudden price changes in the electricity market. Think of it like this: electricity prices can rise or fall sharply due to factors like demand spikes, fuel costs, or weather changes. For power distribution companies, or discoms, this kind of volatility can cause financial uncertainty. To avoid this, discoms can use electricity derivatives or futures contracts to lock in electricity prices in advance. Why is this important? In electricity delivery in the unlisted space, there's always a counterparty risk—a fear that the other party may default. But in the listed space, the risk is significantly reduced, said Trivesh D., chief operating officer at trading platform Tradejini. He added that electricity derivatives contracts also offer discoms a reliable way for price discovery. 'Once electricity is listed as a derivative, its pricing becomes market-driven, based on actual demand and supply, rather than manipulated practices," he said. How will electricity derivatives work? Rajesh Palviya, head of technical & derivative research at Axis Securities, said derivative contracts will allow buyers and sellers to trade based on their anticipated electricity needs without involving physical delivery of power. 'Companies and manufacturers can purchase electricity contracts for specific durations—ranging from a month to a year—locking in prices to hedge against future price fluctuations. Instead of physically receiving or supplying electricity, participants settle the contracts financially. At the contract's expiration, the difference between the contracted price and the market price is credited or debited to the respective parties' accounts," Palaviya added. What do NSE and MCX have to say? India's transition to net-zero emissions requires substantial investment of over $250 billion year-on-year till 2047, according to government think tank Niti Aayog. India announced its net-zero target for 2070 at the 26th session of the United Nations Framework Convention on Climate Change (COP26) in November 2021. A robust and dynamic electricity derivatives market is essential to attract this scale of climate finance from both domestic and global investors, NSE said on Wednesday. MCX said electricity contracts will allow participants to manage power price risks, which are becoming more dynamic due to renewables and market-based reforms. What is the Indian Energy Exchange's (IEX) role? IEX is the dominant platform providing spot electricity trading. But it does not offer an electricity derivative contract. However, with MCX and NSE now allowed to launch electricity futures contracts, discoms, power producers, and retail investors can participate through new platforms. 'This means IEX no longer holds a monopoly," said Kranthi Bathini, director of equity strategy at Wealthmills Securities. 'Also, with both NSE and MCX joining the segment, the market is expected to become deeper, more liquid, and capable of delivering better price discovery and broader participation," said Trivesh of Tradejini. Under current rules, if electricity derivatives are cash-settled, they fall solely under the purview of the Securities and Exchange Board of India (Sebi). If the contracts are compulsorily deliverable, regulatory oversight will be shared between Sebi and the Central Electricity Regulatory Commission (CERC).

Why Andhra Pradesh & Karnataka are fighting over mangoes
By an order issued by the district collector of Chittoor on June 7, the Andhra Pradesh government has banned the entry of juicy Totapuri mangoes from other states into Chittoor district, a decision that has put it at loggerheads with neighbouring Karnataka. Karnataka Chief Secretary Shalini Rajneesh, in a letter dated June 10, and Chief Minister Siddaramaiah, in a letter dated June 11, have asked their Andhra Pradesh counterparts — K Vijayanand and N Chandrababu Naidu, respectively — to roll back the order said to be causing significant distress to mango farmers in Karnataka. A juicy mango Totapuri, also known as Bangalore or Sandersha, is a mango cultivar grown in the bordering districts of Andhra Pradesh, Karnataka, and Tamil Nadu. This ban hurts thousands of farmers and traders. Totapuri mangoes are used aplenty in mango drinks manufactured and distributed across the country. Food and beverage processors, including multinational companies, buy these mangoes directly from farmers. Notably, Andhra Pradesh's Chittoor district is home to several mango processing and pulp extraction companies that procure Totapuri mangoes from local markets. District officials, with the support of revenue, forest, marketing and police departments, have banned Totapuri mangoes from Karnataka entering Chittoor. The reason: the mangoes from Karnataka are cheaper than ones being grown in Andhra Pradesh. 'Every year, the Andhra government announces the price at which processors should purchase Totapuri mangoes,' an Andhra Pradesh government source told The Indian Express. 'This year the state government has announced the price at Rs 8 per kg. Keeping in mind the low price and high supplies the government has agreed to provide an additional Rs 4 per kg to the farmers,' the source said. In Karnataka, however, the price is just Rs 5 to Rs 6 per kg, the Andhra Pradesh government claims. 'If we allow [Karnataka] mangoes to reach the Andhra Pradesh market, the processors will prefer these mangoes over ones grown in the state, which are priced higher. This will plunge Andhra farmers into distress,' the AP government source said. With 5.5 lakh tones expected to be procured, the government is set to spend around Rs 220 crore on these mangoes An escalating standoff 'This abrupt and unilateral move has caused considerable hardship to mango growers in Karnataka, particularly those in the border regions who cultivate Totapuri mangoes in substantial quantities. These farmers have long relied on robust linkages with Chittoor-based processing and pulp extraction units for marketing their produce,' said Siddaramaiah, adding that the ban 'is contrary to the spirit of cooperative federalism'. He further said: 'The current restriction has disrupted this well-established supply chain and threatens significant post-harvest losses, directly impacting the livelihoods of thousands of farmers'. Chief Secretary Rajneesh's letter echoed similar concerns. Notably, both letters said that Karnataka farmers may take retaliatory measures, including blocking of vegetable and other agricultural commodities' sales across the border from Andhra Pradesh to Karnataka, which would 'escalate inter-state tensions,' Rajneesh wrote. This standoff comes in the context of the two neighbouring states being ruled by parties sitting across the aisle in Parliament: while the Congress is in power in Karnataka, the Andhra Pradesh government is headed by the Telugu Desam Party (TDP), a key ally in the BJP-led National Democratic Alliance at the Centre. So far, the Andhra Pradesh government has not officially responded to the letters from Karnataka.

World Bank Ends Ban On Funding Nuclear Energy Projects To Meet Power Demands
The World Bank is re-entering the nuclear energy space "for the first time in decades," its President Ajay Banga said Wednesday, as it works towards meeting growing electricity demand in developing countries. Mr Banga said in an email to staff that the bank will work closely with United Nations nuclear watchdog the International Atomic Energy Agency (IAEA), "strengthening our ability to advise on non-proliferation safeguards" and regulatory frameworks. The decision comes as electricity demand in developing countries is set to more than double by 2035, Mr Banga noted in the memo seen by AFP. To meet this need, annual investment in energy generation, grids and storage will have to increase from $280 billion today to about $630 billion. "We will support efforts to extend the life of existing reactors in countries that already have them, and help support grid upgrades and related infrastructure," Mr Banga said. The Washington-based lender will also work to speed up the "potential of Small Modular Reactors" so these can become a viable choice for more countries eventually. Mr Banga, who took the helm of the development lender in 2023, has pushed for a change in the bank's energy policy -- and his letter comes a day after a board meeting. "The goal is to help countries deliver the energy their people need, while giving them the flexibility to choose the path that best fits their development ambitions," Mr Banga said. Besides focusing on improving grid performance, he added that the institution will continue financing the retirement or repurposing of coal plants, supporting carbon capture for industry and power generation. In April, on the sidelines of the International Monetary Fund and World Bank's spring meetings, US Treasury Secretary Scott Bessent said the bank could use resources more efficiently by helping emerging countries boost energy access. He said that it should focus on "dependable technologies" rather than seek out "distortionary climate finance targets." This could mean investing in gas and other fossil fuel-based energy production. Bessent at the time also lauded the bank's efforts toward removing restrictions on support for nuclear energy. Beyond the shift in nuclear energy financing, Mr Banga said Wednesday that the bank has yet to reach agreement within its board on whether it should "engage in upstream gas," and under what circumstances it should do so. The United States, which is the World Bank's biggest shareholder, is among countries to have campaigned for the group to rethink its ban on supporting nuclear projects.
