Elected Members To Decide On ‘A Way Forward' For Plan Change 29

Nelson City Council will decide the next steps for Plan Change 29 (PC29) in a Council meeting on 5 June after receiving reports from the Independent Hearing Panel.
After considering numerous public submissions and engaging in thorough deliberations since November 2024, the Panel has recommended approving some of the Plan Change provisions.
Group Manager Environmental Management Mandy Bishop says many of the submissions received expressed concern about enabling increased density in residential zones and changes to rules around heritage, state highway noise and slope hazards.

Recommended changes:
Increased building heights and revised development standards within the Inner City Centre and Fringe zones, enabling greater residential and commercial development
Updates to flood, fault, and liquefaction hazard overlays were also supported, along with new provisions allowing enabling Papakāinga development within the Inner City and Suburban Commercial Zones
Amended provisions for the Manuka St hospital site, providing opportunities to enable the on-going operation of the hospital.
The rezoning of the St Vincent and Vanguard Street industrial area from Industrial to Inner City Fringe, opening the door to more diverse and intensive land uses in this key location
The panel did not support:
General, Medium, and High Density Residential Zones and related rules for residential housing development
Increased building heights in suburban commercial areas
Most of the proposed changes to heritage, state highway noise and slope hazard overlays
'If adopted it will enable greater housing intensification and a more flexible use of land in areas close to the city centre,' says Mandy.
'The Independent Hearing Panel recommendations align with Council's goal to revitalise the city centre and would enable higher density development to start in city and fringe zones, a phased approach many submitters supported.'
What is PC29?
PC29 is a proposal to amend the Nelson Resource Management Plan (NRMP) to better support housing growth and urban development. Designed in response to ongoing housing pressures and in line with central government's National Policy Statement on Urban Development (NPS-UD), PC29 aimed to introduce greater flexibility in residential and commercial planning provisions across the city.
PC29 sought to enable more housing in existing urban areas, supporting compact and efficient development, and responding to local needs identified in the Nelson Tasman Future Development Strategy (FDS) and Te Ara ō Whakatū – City Centre Spatial Plan. The proposal included new residential zoning, increased building heights, revised rules for Papakāinga and updates to infrastructure and natural hazard overlays.
Nelson City elected members have now received the Hearing Panel's reports detailing their decisions on submissions and recommended changes to current planning provisions. They will decide the next steps at a full meeting of Council on 5 June.

Wellington's Te Ngākau Civic Precinct
Wellington City Council's elected members have been briefed on the latest progress in Te Ngākau Civic Precinct. The precinct is now nine months away from reopening, with a city-wide celebration planned for March 2026 when Te Matapihi ki te Ao Nui – the Central Library - reopens its doors. The reopening event will reflect the City Council's partnership with mana whenua and the creative community, drawing Wellingtonians from all walks of life into the new building with music, art, performances and interactive experiences. Precinct Properties and the Council are negotiating a deal to activate the former CAB/MOB site while Precinct Properties completes all the necessary design and planning work for a new building. The activation space will be brought to life with art, retail, and hospitality offerings. The site will be activated for up to five years, while Precinct does its due diligence on the new building. City Council Chief Operating Officer James Roberts says it's essential to activate the area in a creative way until construction begins. "We'll use this opportunity during the planning phase to create a vibrant and exciting new space right in the heart of our city." He says the intent for the new development on the site remains the same – a five-star green building that includes retail, hospitality, co-working, and office space, alongside civic and cultural spaces. The agreement with Precinct Properties will be considered by the Council's Environment and Infrastructure Committee in August. Te Whare Whakarauika Town Hall continues to make good progress, with the refurbishment of the Town Hall itself, plus the construction of the new annex building, due to be completed by July 2026. The design of the annex has evolved following engagement with groups including NZSO, NZSM, WellingtonNZ, Heritage New Zealand Pouhere Taonga and Council regulatory teams. It will provide the main entrance to the Town Hall and feature front-of-house facilities including three bars, toilets, and offices. The Town Hall will re-open in early 2027. Other key parts of the precinct are also due to be completed in time for the March 2026 reopening of Te Matapihi ki te Ao Nui, including City Gallery maintenance and strengthening work, civic basement strengthening, and Te Ngākau Civic Square landscaping and redevelopment. The City Council head office move to 68 Jervois Quay will also be underway in early 2026, bringing the Council back to the Te Ngākau neighbourhood to play a key role in the area's revitalisation. The Te Ngākau Precinct Development Plan is currently being refined with input from the Wellington architecture community via a new urban design panel. The development plan will provide the blueprint for completing the precinct in future years, as the Council's funding and priorities permit. The plan is due to be finalised in July 2025.

Fijians Advised To Ignore Fraudulent Job Offers Circulating Via WhatsApp The Anti – Scam Taskforce (Taskforce) is urgently warning members of the public, particularly iPhone users, to remain vigilant against a new and deceitful scam being circulated through Apple's iMessage platform. The message, purportedly from 'Seek HR Management', falsely claims to offer highly suspicious remote assistant positions with unrealistic earnings of FJD $200 to $1,500 per day for just 15 minutes of work, along with claims about Bitcoin ATM installations in Suva and Lautoka. It is a deliberate attempt to lure unsuspecting consumers into fraudulent schemes under the guise of job recruitment. The scam message reads: 'Hello everyone, I'm the HR manager at Seek. We are installing Bitcoin ATMs in cities like Suva and Lautoka, and we are currently hiring 20 remote assistants. This job requires about 15 minutes of work each day, with a salary ranging from 200 to 1500 FJD per day. If you'd like to learn more about the job details, please add me on WhatsApp: 642102811577. ' Deputy Prime Minister and Minister for Trade, Co-operatives, Micro, Small and Medium Enterprises and Communications and the Chair of the Taskforce, Hon. Manoa Kamikamica, expressed grave concern over the rise of digital scam operations targeting everyday Fijians. 'This is not just a consumer issue—it is a national issue. We cannot allow criminal actors to exploit digital platforms to deceive our citizens,' said Hon. Kamikamica. 'These criminals are employing increasingly sophisticated tactics to appear legitimate, but their goal remains the same, to defraud hardworking Fijians.
