Tafelberg site redevelopment: A new era for social housing in Sea Point

The controversial Tafelberg site in Sea Point is expected to give birth to social housing, with a proposal of up to 252 units and public comment by 2026, while social development is keen for it to be utilised for older persons.
In February, judgment was reserved in the Constitutional Court following housing activist group Ndifuna Ukwazi's plight of spatial apartheid against the City, Western Cape Government, the Premier and MEC of Transport and Public Works.
In the same breath, in January, Infrastructure MEC Tertuis Simmers and MEC for Social Development, Jaco Londt, announced the province's proposal to redevelop a portion of 353 Main Road in Sea Point, known as the 'Tafelberg site".
Brett Herron, GOOD Party Secretary-General and MPL said various proposals were under way but that enough time had been wasted over the years.
'Where the initial proposals tabled two months ago offered as few as 63 social housing units, the preferred new design could deliver up to 252 social housing units, alongside 139 open market units and 92 affordable housing units. This marks a significant improvement and shows that sustained civic engagement can influence government decisions,' he said.
In response to plans going forward, Simmers office told the Cape Argus that various phases were under way which include draft concepts, designs and public participation by 2026.

'The professional team is currently finalising the draft conceptual design based on stakeholder input, feasibility testing, and various impact assessments and specialist studies including traffic, infrastructure, storm water, visual and heritage assessments, are still under way and inform the development concept as well as the possible number of social housing opportunities on the site. The preferred feasible and viable concept is expected to be released in October 2025,' they said.
'Additional engagements will take place during the statutory application processes, targeted for March 2026, which will include opportunities for public comment.'
Londt's office added the site would be feasible for much-needed older persons and low-income housing.
The Sea Point Fresnaye and Bantry Bay Residents and Ratepayers Association said they supported social and affordable housing.
'However, the SFB is profoundly disappointed that our broader inputs, concerns and suggestions for community benefit in the development of the site have been summarily dismissed," they said.
'In prior public participation meetings, the participants were informed that the school building had been given over to the Provincial Department of Social Development, for their exclusive use. But even worse, the entire Tafelberg site would be fenced off and rendered impenetrable to the Sea Point community and the public in general which begs the question: why invite the community and affected residents to participate in the consultation exercise when the residents and the community will not even be allowed to access the site?'
During an interview with the Atlantic Sun, Nathan Adriaanse, director of the public information and stakeholder relations for DOI said income of social housing, a state-subsidised, rental housing option, targeting low to medium income households ranging from R1850 to R22 000 per month.
The property is over 1.7 hectares in size and has a legacy of forced removals.
Up until June 2010, a portion of it was used as the WCED's Tafelberg Remedial School and a portion known as erf 1675 and 1424 was used by the Provincial Department of Human Settlements as affordable state-rental housing known as the Wyngard Mansions site.

Addressing the media after the ANC National Executive Committee (NEC) meeting on Wednesday, Mbalula said the party had done enough to defend its legacy and should not continue engaging in distractions aimed at distorting its historical role. 'No member of the ANC today will be allowed to sing Kill the Boer. Simple as that. Even if the Constitutional Court said you can sing, why should we sing Kill the Boer in a democratic dispensation?' Mbalula said. He explained that the song was originally sung in the context of the liberation struggle, when ANC combatants were infiltrating the country from frontline states and fighting against apartheid-era military formations. 'We sang the song because we were fighting the commandos when we infiltrated the country from the poor. ''They deployed the poor's commandos to kill the guerrillas as we infiltrate the country. From Angola and in the frontline states, we sang kill the boer, kill the farmer, in order to infiltrate the country and come inside and fight,' he said. Mbalula also dismissed claims made in a recent podcast that ANC members were involved in drug dealing while in exile. He described such allegations as a direct insult to the legacy of the liberation struggle. 'I mean, we're not fighting. Clowns openly in these podcasts insult our struggle and the memory of brave men and women of our struggle. And insult them, that no, we were in exile selling drugs. He further rejected as false the claims that the ANC received funding from Iran or supplied weapons to Russia in its war with Ukraine. 'We didn't get money from Iran. Another clown again says no, ANC got money from Iran and they keep repeating this lie. We didn't get any money from Iran,' Mbalula said. 'Even the CIA, I'm sure they can tell you, they regard themselves as the best intelligence outfit, can tell you that it's not true that the ANC got money from Iran.' On South Africa's diplomatic posture, Mbalula defended President Cyril Ramaphosa's balanced approach to the war in Ukraine, saying the President personally engaged with both sides of the conflict. 'Our president travelled 10 hours on a train to meet the president of Ukraine, and advanced to Moscow to meet President Vladimir Putin,' Mbalula said. 'And then somebody from the United States, her, with a bow tie, made a statement briefly that now we supply arms. And then we established a commission of inquiry.' He said the inquiry found no evidence of arms supplied to Russia, but opposition parties like the DA rejected the findings, claiming it compromised national security. He accused the DA of actively working against South Africa's interests by lobbying for punitive trade measures. 'They advocate for sanctions against our country disguised as tariffs to hit us,' Mbalula said. 'And then these people, they agree with them. 'The DA, where do they draw the line in terms of partisan interest and national interest? They hate this country. They go to America, go and tell Donald Trump what he wants to hear, and all of that, and come back to this country again. ''Hurt our economy. When our people are unemployed, we no longer trade with the biggest markets like the United States, and all of that. They will be coming back and blaming us.' This comes after concerns were raised by industry experts about the potential for a fuel crisis due to the shutdown of local refineries and an ageing legislative framework that complicates the import and distribution of jet fuel. The CEO of the South African Petroleum Association, Avhapfani Tshifularo, recently said the country relies heavily on imported fuel, but legal and logistical problems are making it hard to supply efficiently. "Having them shut down it means the country has been reliant on the imported fuels, not only jet fuel, I mean, petrol and diesel. We import a lot of fuel into the country,". Tshifularo told Cape Talk. "So if you look at pre-COVID, like in 2019, we were importing anything between 20% and 30%. But right now, we are importing approximately 60% of our requirements". Next Stay Close ✕ In response, Johnstone Makubu, Deputy Commissioner at SARS, told CapeTalk that the revenue service is aware of the issue and is working with industry to ensure continuity of supply. "So about a year ago, we would have given those temporary licenses to industry operators to be able to import the fuel. That arrangement comes to an end around the end of October 2025, and we have been engaging to try and ensure that there is an extension to that arrangement," Makubu said. He said the Commissioner is currently applying his mind to the form and duration of that extension and expects to communicate a decision to the industry by the end of the week. Makubu also pointed out that the Customs and Excise Act, while promulgated in 1964, has undergone amendments over time. 'We don't foresee a shortage of fuel, we think South Africa needs to be certain that there will be no shortage, at least not as a result of uncertainty around the current temporary arrangement.'
