Bhubaneswar: To ensure safety and dignity of women in educational institutions, deputy chief minister Pravati Parida announced on Thursday that the salaries of college authorities would be withheld if they fail to establish Internal Complaints Committees (ICC) within a month.
This directive is in line with the Sexual Harassment of Women at Workplace (Prevention, Prohibition and Redressal) Act, 2013.
She said the govt's commitment to achieve 100% compliance with ICC formation is applicable to all colleges. "We are determined to ensure that every college adheres to this directive. Also, those found filing false complaints will face legal action," she said.
To bolster this initiative, Parida revealed plans for widespread sensitisation on the Prevention of Sexual Harassment (POSH) Act.
Awareness campaigns will be rolled out from Lokseva Bhawan to district block offices, aiming to educate and inform all stakeholders about the Act's provisions and the importance of ICCs.
In a related development, the higher education department instructed principals of degree colleges, teacher education institutions, and Sanskrit degree colleges to upload ICC details on the SHe-Box portal. This platform, developed by the ministry of women and child development, offers a single-window access for women to report grievances, regardless of their employment status.

Mumbai Customs has arrested a traveller at the international airport here for allegedly trying to smuggle 15 kg of hydroponic weed with an estimated value of ₹14.73 crore, officials said. The contraband was concealed in a packet labelled as "Diplomatic Pouch of Ministry of External Affairs (MEA)", officials said on Sunday (August 3, 2025). The traveller had landed at the Chhatrapati Shivaji Maharaj International Airport from Bangkok, an official said. "During the examination of his baggage, Customs officers recovered 14.738 kg of suspected hydroponic weed (marijuana), with an illicit market value of approximately ₹14.738 crore," he said, adding that the accused was trying to smuggle the contraband by falsely declaring the consignment as confidential diplomatic cargo linked to national security. The contraband was concealed inside envelopes bearing purported Ministry of External Affairs markings and sealed with official MEA tape, he said, adding that the trolley bag also contained copies of various UNODC and fake "top secret mission" reports. A case has been registered under the Narcotic Drugs and Psychotropic Substances (NDPS) Act.

The Crime Branch of Odisha police has arrested two persons linked to Akhil Bharatiya Vidyarthi Parishad (ABVP) in connection with a student's self-immolation on the campus of F.M. Autonomous College, Balasore, leading to her death last month. Crime Branch, which was tasked with the investigation into death that sparked nationwide uproar over girl's suicide, had picked up Subhra Sambit Nayak, ABVP's State Joint Secretary and Jyotiprakash Biswal, who sustained injuries while rescuing the girl, late night of Sunday. The 20-year-old girl had accused her teacher Samira Sahoo of harassing her. However, her repeated grievances had not been redressed. She had finally set herself on fire after rushing out from office of Principal on July 12. Two days after, with 95% burn injuries, she died in AIIMS, Bhubaneswar. Earlier in several video footages, Subhra Sambit Nayak, who had graduated from college, was seen arguing with principal on behalf of the deceased girl and demanded auctioned against the accused teacher. Both accused were produced before local court and were remanded to 14 days of judicial custody. During investigation, Crime Branch officials had questioned students, teachers, parents and journalists and examined video evidences during past several weeks. Some more arrests are likely to be made in the case. A few persons linked to National Students' Union of India, student wing of Congress, may also come in the ambit of probe as they had posted remarks on the girl on social media sites. The self-immolation by girl had raised serious questions about existence of functional internal complaint committees mandated under Internal Committee mandated under the Sexual Harassment of Women at Workplace (Prevention, Prohibition and Redressal) Act, 2013 (POSH) and the University Grants Commission (Prevention, Prohibition and Redressal of Sexual Harassment of Women Employees and Students in Higher Educational Institutions) Regulations, 2015. Following girl's suicide, Opposition political parties had cornered the Mohan Majhi Government over the issue of safety of women in the State. The State government had subsequently in series of directions ordered to come up with internal complaint committees in all educational institutes.
