Is the glass half full or half empty? The Trump administration's tariff regime has created upheavals in world trade. Tamil Nadu, however, sees an opportunity both for its MSME sector as well as the big-ticket MNC investors.
For the MSME sector — backbone of the state's export performance in competing with Thailand, Vietnam and Cambodia — it's a chance to find newer markets and products. For the MNC manufacturing investors, it's a chance to boost local sourcing thus growing the MSME vendor base.
'The ongoing tariff shifts and global realignments in trade may have opened a window of opportunity for Tamil Nadu's MSMEs in certain sectors,' says industries minister T R B Rajaa.
'While Vietnam and Thailand are often cited as alternatives, Tamil Nadu has a distinct edge. We have a highly skilled talent pool and a mature manufacturing ecosystem across multiple sectors,' he adds.
There's reason for this optimism. According to the latest NIRYAT data, Tamil Nadu's overall exports hit $52 billion by FY24-25, up 19.5% from $43.5 billion in FY23-24. Of this, $18 billion is engineering goods including automotive components, $14.6 billion is electronics and $5.4 billion is ready-made garments.

MSMEs are the backbone of exports in India – the number of exporting units increased from 52,849 in FY20-21 to 1,73,350 in FY24-25.
And TN is the third biggest exporting state after Gujarat and Maharashtra.
TN-based major manufacturers have been expanding to non-North American markets. Ashok Leyland, which saw a 52% jump in export volumes in Q4, has said it is targeting GCC (Gulf cooperation council) and African markets in a big way.
TVS Motor, which saw a 22% jump in FY25 exports, is shipping to markets in South and Southeast Asia, Latin America and Africa.
TN's export strategy ties in with its push to attract new investments. 'We are pitching to companies around the world at a hectic pace to bring in large-scale investments and global supply chains,' says Rajaa. 'MSMEs are at the core of this growth story, and we encourage them to leverage emerging opportunities,' he adds.
'Tamil Nadu has a wide range of MSMEs and our focus is to make the quality of products export worthy,' says Atul Anand MSME secretary. 'The state's large number of clusters helps with making these companies export worthy.'
The good news is that TN's MNC investors are also looking at the tariff scenario as a window to increase local footprint. 'While our shipments and exports to the US are continuing without disruption, we are looking at potential uncertainty in other regions where we operate, including Southeast Asia, home to our largest factories, and Taiwan,' says Niranjan Nayak, MD, Delta Electronics India.
Thailand is Delta's largest base of operations in addition to Taiwan and China.
'Future attractiveness might be lower [in these regions] or there could be a degree of uncertainty and this gives us an opportunity to increase our manufacturing capability here in India because, based on the current tariffs, India is not in a significantly negative position,' he says.
The state's MSMEs can look forward to domestic opportunities too.
For, tariffs will affect the supply chains of all businesses, and big manufacturing will boost local sourcing to survive. That means new business for MSME vendors. 'The tariffs will have a direct or indirect impact on everyone. Aligned with the 'Make in India' initiative, we are advancing our localization efforts right down to the smallest components so we don't get impacted by global scenarios,' says Syed Sajjadh Ali, MD, electrical sector, India, Eaton.
Lower dependence on the global supply chain means 'an upper hand in terms of cost reduction' and 'the vendor base is happy to get into new business as volumes ramp up'.
'We are seeing growing interest from international investors who are looking to diversify their sourcing beyond China,' says Rajaa. Now, that has expanded to cover Southeast Asia. For Tamil Nadu, it can only spell opportunity.

US President Donald Trump scored a major legal victory on Thursday after a New York appeals court struck down a massive civil fraud penalty that could have cost him more than half a billion dollars. While the judges upheld findings that Trump exaggerated his wealth for years, they ruled the fine imposed last year was 'excessive' and violated constitutional limits. A five-judge panel of the Appellate Division in Manhattan threw out the $515 million penalty levied by Judge Arthur Engoron, who had concluded that Trump flagrantly overstated his assets to lenders and insurers. The panel described the disgorgement order — which directed Trump and his company to pay nearly half a billion dollars — as disproportionate and unconstitutional. However, the court upheld restrictions barring Trump and his two eldest sons, Donald Jr. and Eric, from holding senior corporate positions for a number of years. It also left room for further appeals to New York's highest court. The civil fraud case was brought by New York Attorney General Letitia James in 2022. She argued that Trump, his family members and senior executives at the Trump Organization had inflated the value of assets — including properties such as Trump Tower — to secure favourable loans and insurance deals. Engoron ruled that this amounted to fraud and ordered Trump to pay $355 million, which with interest grew to more than $515 million. Penalties against his sons and other executives pushed the total beyond $527 million. The appeals panel was deeply divided, issuing over 300 pages of concurring and dissenting opinions. While some judges agreed that James had successfully proven fraud, they nevertheless found the financial punishment excessive. 'While the injunctive relief ordered by the court is well crafted to curb defendants' business culture, the disgorgement order … is an excessive fine that violates the Eighth Amendment of the United States Constitution,' Judges Dianne T. Renwick and Peter H. Moulton wrote. Trump, who returned to the White House seven months ago, has long claimed the lawsuit was politically motivated, describing it as a 'fraud on me.' His lawyers argue that his financial statements contained disclaimers, that lenders did their own assessments, and that all loans were repaid. Attorney General Letitia James, who has accused Trump of 'lying, cheating and staggering fraud,' had no immediate comment on Thursday's decision. The ruling removes one of the heaviest financial burdens Trump faced as he juggles multiple legal cases while in office. The former president is also appealing a criminal conviction in his hush money case and remains entangled in defamation litigation brought by writer E. Jean Carroll, who won damages totalling more than $88 million.

Wipro to acquire DTS, a Samsung-owned tech firm, in a cash deal of $375 mn

Wipro Limited, Asim Premji-Promoted tech firm based in Bengaluru, has entered into an agreement to acquire the Digital Transformation Solutions (DTS) business unit of HARMAN, a Samsung company, in a cash deal of $375 million, the company informed the stock market on Thursday. As part of the agreement, over 5,600 DTS employees including key leadership, across the Americas, Europe and Asia will transition to Wipro upon closing of the transaction, by December 31, 2025. Upon completion of the acquisition, DTS will be integrated into Wipro's Engineering Global Business Line, as per a company communique. DTS' strong presence in high-growth sectors and strategic markets complemented Wipro's global footprint and positioning and together, the companies would accelerate digital innovation, reduce time-to-market, and sharpen competitive advantage, said Srini Pallia, CEO and Managing Director of Wipro Limited. 'Welcoming DTS into the Wipro family marks a pivotal step in our transformation journey.. Their specialised engineering expertise, combined with Wipro's consulting-led, AI-powered capabilities, will significantly enhance the value we deliver to clients,'' he said. Christian Sobottka, CEO of HARMAN, 'This agreement unlocks the next chapter for the DTS business unit—one where it can scale faster, reach more clients in key industries, and fully realize its growth potential. Fresh assets worth about Rs 263 crore have been attached under the anti-money laundering law in a case against Kolkata-based Rose Valley Group accused of duping numerous investors, the Enforcement Directorate said on Thursday. A bungalow located at B/02/45, Charulata Project in Kolkata West International City along with shares of 32 "front" companies linked to the group have been provisionally attached after an order was issued by the agency under the Prevention of Money Laundering Act ( PMLA ) on August 13. The trial in the case is ongoing and a number of such assets attachment orders have been issued by the agency in the past. Kundu was arrested by the ED in March 2015. Live Events The attached assets, worth Rs 262.90 crore, have been identified as "proceeds of crime" generated through schemes that "illegally" and "fraudulently" collected investment from public, camouflaging as commercial schemes promising high returns. The group collected funds worth Rs 17,520 crore by "falsely" promising land parcels or time-sharing in hotels, and in cases of non-delivery, assured refunds with interest rates of 18-24 per cent every year, the ED alleged. Despite such assurances, an amount of Rs 6,666 crore remained "unpaid" to the investors, it said. "To mask illicit activities and siphoning of public investments, the group layered and diverted these funds to multiple associated companies, acquired assets using these proceeds, and issued shares under the guise of equity infusion," the agency said. A process of restitution of assets has also been initiated in this case by the ED on the directions of the Calcutta High Court. The Asset Disposal Committee has so far completed 10 phases of disbursement of funds to the victims of the fraud and refunded a total amount of Rs 72.76 crore to 94,627 victims/ investors, the agency said. Restoring properties to the victims of a fraud is a remedy available under the PMLA.
