No mandatory registration for MSMEs with up to 10 workers

Jaipur: In a major relief, establishments employing up to 10 workers will now be exempted from the mandatory requirement of registration under the Rajasthan Shops and Commercial Establishments Act, 1958.
After approving the relaxation under Section 4 of the Act, chief minister Bhajan Lal Sharma Friday said, "This is a significant relief for small shopkeepers and business owners. Our govt is committed to reducing regulatory burdens and creating a more business-friendly environment."
The move is expected to benefit thousands of micro and small enterprises across the state, helping them operate with greater flexibility and without being bogged down by unnecessary paperwork.
In addition to the exemption, the chief minister also granted administrative approval to the draft of the Rajasthan Shops and Establishments (Regulation of Employment and Conditions of Service) Act, 2025.
"The existing Act from 1958 needed to be brought in line with the changing dynamics of the labour market and business operations. The proposed 2025 Act will simplify rules while ensuring better protection for workers," said a senior official from the labour department.

Mumbai: A special PMLA court on Friday rejected the discharge plea of 44-year-old Andheri resident, Rashmi Prasad, an accused in a money laundering case linked to a Rs 564 crore Ponzi scheme involving chartered accountant Amber Dalal and his company Ritz Consultancy Services. The court said that there is sufficient prima facie evidence to frame charges against Prasad for the offence of money laundering. The prosecution alleged that she received Rs 18.81 crore in her personal and business accounts from the accused firm Ritz Consultancy Services. "Admittedly, a huge amount of money was transferred from the account of M/s Ritz Consultancy Services and from the accused No. 1 (Dalal) into the account of accused No. 2 (Prasad) and her entities, and she purchased the property in Dubai (for Rs 4.19 crore). Therefore, there is prima facie sufficient material to frame a charge against accused No. 2," Special Judge RB Rote said on Friday. Prasad claimed to be one of 600 investors who entrusted money to the main accused, who allegedly ran a fraudulent investment firm. Therefore, at this stage, it is not possible to record the findings that accused No 2 was only an investor like other investors and the property was not acquired by using the proceeds of crime," the judge said. "No documentary evidence in the form of an MOU is forthcoming in this case to show that she invested the amount. Admittedly, accused No 1 was operating the Demat Account of accused No. 2. If accused No. 2 was only an investor and accused No 1 defrauded her, she would have lodged a complaint in respect of the same, but no such complaint is forthcoming by accused No 2," the judge said. The judge also noted that the case involves a serious economic offence, affecting the socio-economic condition of society. "There are 2015 investors who invested their funds in the scheme of accused No. 1, and they have been defrauded to the tune of Rs 564 crore," the judge said. The ED submitted that Prasad was Dalal's close associate and not an investor. The ED further alleged that she used these funds to acquire assets in India and Dubai, and to pay for personal expenses like car loans and credit card bills. Bank records reportedly show that Prasad remitted approximately Rs 4.27 crore to Dubai, with over Rs 4.19 crore of that amount used to purchase a property from M/s EMAAR Group. Case initiated by Andheri investor The case originated from an FIR filed by an investor, Babita Malkani, at the Oshiwara police station in Andheri. The FIR accused Dalal of offences including cheating and criminal breach of trust. The investigation was later transferred to the Economic Offence Wing (EOW). According to the prosecution's case, Dalal, through his firm Ritz Consultancy Services, collected funds from 2015 investors with the promise of monthly returns of 1.5% to 1.8% on investments in commodities like gold, silver, and crude oil. Investors were told their capital was safe and were given undated cheques for the invested amount. The EOW charge sheet states that a total investment of over Rs 1146 crore was collected, and after paying out returns of more than Rs 581 crore, the remaining amount of over Rs 564 crore was defrauded from the investors. The ED initiated its investigation subsequently. The ED alleges that the main accused was operating a Ponzi scheme, using a large portion of new investments to pay returns to existing investors. The funds were also allegedly diverted to close associates and family members for personal use, including purchasing properties. India may be finding that out the hard way amid questions on whether its newly-hired lobbyist is delivering the goods after the tariff fiasco and if he is being outplayed by a Pakistani lobbyist. Both are said to be close to President Trump. In May this year, India hired Jason Miller -- a communications strategist and political adviser who has served as a senior adviser to Trump's presidential campaigns in 2016, 2020, and 2024 -- through his firm SHW Partners LLC, to lobby for New Delhi. The year-long contract is costing the government $1.8 million, with a monthly fee of $150,000. His firm's role is to provide strategic counsel, tactical planning, and government relations assistance on policy matters before the U.S. government, Congress, and other relevant stakeholders. India's Miller/SHW contract came a month after Pakistan zeroed in on Keith Schiller, a former Trump bodyguard for two decades, through his firm Javelin Associates which he established with George Sorial, who served as Executive Vice President and Counsel to The Trump Organization. Pakistan is paying Javelin $ 50,000 per month as retainer. While both Miller and Schiller have been dubbed "Trump whisperers" developments over the past six-eight weeks suggest Javelin has hit the mark while SHW has come up short. And if they can play golf with him (like former Japanese Prime Minister Shinzo Abe did), and lose to him, that would be a birdie hit. Former South Korean President Yoon Suk Yeol was among those who reportedly took up golf in an effort to connect with Trump. India is more cricket than golf, and the upshot is that it may be holing out hole (not hole-in-one) on the tariff issue. Prime Minister Modi's declining of Trump's invitation to visit the White House when the US President was hosting Pakistan's army chief Asim Munir on June 18, his subsequent non-engagement on the tariff issue, and the defiant tone on Russian oil issue in terms of a personal phone call are factors said to have miffed Trump. "The (Indian) Prime Minister does not negotiate on tariffs over the phone. He leaves it to the negotiating," a senior Indian diplomat said by way of explaining the phone calls that some influencers are pressing for. But New Delhi is leery given the experience of some leaders who phoned Trump, came over to Washington, and left red-faced after they did not meet his terms, on trade and other issues. South African President Cyril Ramaphosa was publicly embarrassed in the White House, while Ukraine's Voldymyr Zelensky was humiliated in the Oval Office. Some phone calls have bought time, notably one from Mexico's President Claudia Sheinbaum, while others Vietnam's Lo Tam and South Korea's Lee Jae-myung, made calls that secured lower tariffs. Some other calls and visits have ended in disaster. Switzerland's President Karin Keller-Sutter came last week to avert a 39% tariff on Swiss goods, and did not get to meet Trump -- not even Treasury Secretary Scott Bessent, U.S. Trade Representative Jamieson Greer, or Commerce Secretary Howard Lutnick. She got to see Secretary of State Marco Rubio, who does not oversee trade policy, and returned empty-handed.
