Nitish Kumar-led Bihar govt hikes DA for its employees, pensioners to 55%
The Bihar government announced a 2 percentage points increase in Dearness Allowance (DA) for its employees and pensioners on Friday.
The decision was taken at a meeting of the state cabinet, chaired by Chief Minister Nitish Kumar.
With this hike, employees and pensioners in the pay scale of the 7th Pay Commission will get DA and Dearness Relief (DR) of 55 per cent, Additional Chief Secretary (Cabinet Secretariat) S Siddharth said.
"A hike of 6 percentage points has been approved for those in the pay scale of the 6th Pay Commission. This will raise their DA and DR to 252 per cent. For those in the pay scale of the 5th Pay Commission, the DA and DR have been raised by 11 percentage points to 466 per cent," he said.
The hike will benefit more than 5 lakh employees and over 6 lakh pensioners, officials said.
It will be effective from January 1, 2025, they said.

Women government employees in Bihar will now get accommodation near workplace
The Bihar Cabinet on Tuesday (June 10, 2025) took a policy decision to provide accommodation to women government employees near their place of posting. The announcement, which comes months ahead of the Assembly election, has come as a relief to the women employees, including schoolteachers, posted in faraway rural areas. Speaking to the media after the meeting chaired by Chief Minister Nitish Kumar, Cabinet Secretariat Department's Additional Chief Secretary S. Siddharth said round four lakh women employees will benefit from the decision. The move will ensure their safety and security, he said. Mr. Siddharth clarified that those opting for the government's leased accommodation facility will not get house rent allowance (HRA). Accommodation will be provided after entering into a lease agreement with private individuals. Expression of Interest will be invited from interested parties for this purpose. A committee, headed by District Magistrate, will be constituted to select buildings for providing accommodation. The committee will check the safety aspects of the building besides ensuring basic facilities such as electricity and water availability. The Sub-Divisional Officer (SDO) will fix the rent for the accommodation. 'The leased accommodation facility will first be provided to employees at the district and divisional headquarters. Those working at the block level or in rural areas will have to send an application to the SDO concerned through their respective office heads and then, the SDO will start the process,' Mr. Siddharth said. One clerk per panchayat In another important decision, the Cabinet also approved the Panchayati Raj Department's proposal to create 8,093 clerical posts for the successful implementation of the panchayat-level schemes. Mr. Siddharth said that with this decision, there will now be a clerk in every panchayat across the State. It will be a permanent post, he added. It also approved the agriculture department's proposal for creation of 14 posts in different categories at the headquarters level. These posts have been created for the newly formed Agriculture Marketing Directorate. The objectives of the directorate are – ensure fair price for the farmers' produce, help farmers with value addition and market access, arrange storage facility, and assist in the processing and packaging of agriculture products. The Cabinet also approved amendments to the Bihar Birth & Death Rules, 1999, which will be replaced by the Bihar Birth & Death Registration (Amendment) Rules, 2025. The amendments will make it easier for people to obtain birth and death certificates. During the Cabinet meeting, it was also decided that the Scheduled Tribe (ST) communities should get the benefit of the Pradhan Mantri Janjati Adivasi Nyaya Maha Abhiyan (PM-JANMAN) scheme. It sanctioned Rural Development Department's proposal to extend the benefit of the PM Awas Yojana to nine communities of the Particularly Vulnerable Tribal Groups (PVTGs) – Asur, Birhor, Birjiya, Hilkhariya, Korwa, Malpahariya, Parhaiya, Sauriyapahadiya and Saawar. They will get ₹2 lakh in four equal instalments. A total of 22 decisions were taken in the Cabinet meeting. Nitish Kumar has performed the last rites for law and order in Bihar: Lalu Prasad
Rashtriya Janata Dal (RJD) Chief Lalu Prasad on Tuesday (June 10, 2025) criticised Bihar Chief Minister Nitish Kumar over the alleged deterioration of law and order in the State. In a post on X, Mr. Prasad accused Mr. Kumar of not only ruining the State's law and order but also performing its last rites. This comes after Mr. Prasad's son, Tejashwi Yadav, Leader of Opposition in the Bihar Legislative Assembly, lashed out at Mr. Kumar over the issue of a double murder in Patna, where a mother and daughter were shot dead by three unidentified criminals. 'Nitish, tell us, how many murders are happening before 5 p.m.?' Mr. Prasad asked. Stating that he was sharing official figures, Mr. Prasad said that under Mr. Kumar's tenure, Bihar had witnessed 65,000 murders. 'Nitish-BJP have not only ruined law and order but also performed its last rites. Never, ever has there been such a corrupt, negligent, and lazy police force in Bihar,' Mr. Prasad said in the post. Leaders of the ruling Janata Dal (United) and the Bharatiya Janata Party hit back at Mr. Prasad asking him not to give a sermon on law and order. Bihar's JD(U) President, Umesh Singh Kushwaha, countered the RJD supremo's statement and said that those who gave protection to criminals for political gains were now preaching on law. 'Before raising questions on law and order, the RJD supremo should consult his conscience and question himself. At the same time, he should publicly apologise for bringing Jungle Raj in Bihar. The law-and-order situation was so pathetic during the Lalu-Rabri regime that most of the criminal incidents were not even registered, because the criminals had the open protection of the government,' Mr. Kushwaha said in a press statement. BJP leader and Deputy Chief Minister Samrat Choudhary too attacked Mr. Prasad, saying that during his rule, crime was committed under the protection of power, whereas, today, under Nitish Kumar's good governance, there was no organised crime and criminals were not let go on the basis of caste or religion. 'Action is taken within 48 to 72 hours of the incident. No one can escape after committing a big crime. RJD leaders do politics by exaggerating some incidents of murder in family feuds or land disputes and defaming Bihar,' Mr. Choudhary said, while speaking to the media in Patna. To a question on the murder statistics shared by Mr. Prasad on 'X', Mr. Choudhary said, 'He should also post the figures of kidnapping, murder and massacre that took place during his 15 years of rule. People have not forgotten the fear and anarchy that was created during his rule. Its impact is still there, that is why investors hesitate to invest in Bihar.' He pointed out that Mr. Prasad was unable to see the rapid infrastructural development that had been done in Bihar in 11 years by the double engine government of Prime Minister Narendra Modi and Chief Minister Nitish Kumar. Mr. Choudhary added that Mr. Prasad had been a powerful Minister in the UPA Government at the Centre, but Bihar did not get even ₹2 lakh crore in aid during his 10 years. 'However, the Modi government had invested ₹14 lakh crore in the State for the development of roads, bridges, electricity and airports,' he said.

State to provide pucca houses to vulnerable tribal families
Patna: The state govt on Tuesday approved a plan to provide permanent houses with modern amenities to members of nine particularly vulnerable tribal groups (PVTGs) under the Pradhan Mantri Janjati Adivasi Nyaya Maha Abhiyan (PM-JANMAN), in a bid to uplift their socio-economic conditions. The decision was taken at a cabinet meeting chaired by CM Nitish Kumar. Briefing the media, additional chief secretary (cabinet secretariat) S Siddhartha said, "The cabinet approved the proposal of the rural development department to provide pucca houses, with modern amenities, to nine PVTGs living in 10 districts of Bihar under the PM-JANMAN." Hours later, deputy CM Samrat Choudhary issued a statement reaffirming the state's commitment. "Providing permanent houses to 1,308 families of the PVTGs under the PM-JANMAN is among the top priorities of the state govt," he said. He added that the welfare department for scheduled castes and scheduled tribes had identified eligible families from the Asur, Birhor, Birajia, Hilkharia, Korwa, Malpaharia, Parhaiya, Sauryapaharia and Saur tribes in 10 districts – Banka, Kaimur, Bhagalpur, Gaya, Katihar, Kishanganj, Madhepura, Nawada, Purnia and Supaul. Choudhary said that, unlike the Pradhan Mantri Awas Yojana (Rural), which provides Rs 1.2 lakh in three instalments, PM-JANMAN beneficiaries will receive Rs 2 lakh in four equal instalments. The first Rs 50,000 will be released after house approval, followed by further payments upon reaching the plinth, lintel, and roof completion stages. "In addition to Rs 2 lakh, each beneficiary will receive around Rs 27,000 as wages under MGNREGA and Rs 12,000 for toilet construction under the Swachh Bharat Mission. Thus, each family will receive a total financial support of Rs 2.39 lakh," he said.
