
Women government employees in Bihar will now get accommodation near workplace
The Bihar Cabinet on Tuesday (June 10, 2025) took a policy decision to provide accommodation to women government employees near their place of posting.
The announcement, which comes months ahead of the Assembly election, has come as a relief to the women employees, including schoolteachers, posted in faraway rural areas.
Speaking to the media after the meeting chaired by Chief Minister Nitish Kumar, Cabinet Secretariat Department's Additional Chief Secretary S. Siddharth said round four lakh women employees will benefit from the decision. The move will ensure their safety and security, he said.
Mr. Siddharth clarified that those opting for the government's leased accommodation facility will not get house rent allowance (HRA).
Accommodation will be provided after entering into a lease agreement with private individuals. Expression of Interest will be invited from interested parties for this purpose.
A committee, headed by District Magistrate, will be constituted to select buildings for providing accommodation. The committee will check the safety aspects of the building besides ensuring basic facilities such as electricity and water availability. The Sub-Divisional Officer (SDO) will fix the rent for the accommodation.
'The leased accommodation facility will first be provided to employees at the district and divisional headquarters. Those working at the block level or in rural areas will have to send an application to the SDO concerned through their respective office heads and then, the SDO will start the process,' Mr. Siddharth said.
One clerk per panchayat
In another important decision, the Cabinet also approved the Panchayati Raj Department's proposal to create 8,093 clerical posts for the successful implementation of the panchayat-level schemes.
Mr. Siddharth said that with this decision, there will now be a clerk in every panchayat across the State. It will be a permanent post, he added.
It also approved the agriculture department's proposal for creation of 14 posts in different categories at the headquarters level. These posts have been created for the newly formed Agriculture Marketing Directorate. The objectives of the directorate are – ensure fair price for the farmers' produce, help farmers with value addition and market access, arrange storage facility, and assist in the processing and packaging of agriculture products.
The Cabinet also approved amendments to the Bihar Birth & Death Rules, 1999, which will be replaced by the Bihar Birth & Death Registration (Amendment) Rules, 2025. The amendments will make it easier for people to obtain birth and death certificates.
During the Cabinet meeting, it was also decided that the Scheduled Tribe (ST) communities should get the benefit of the Pradhan Mantri Janjati Adivasi Nyaya Maha Abhiyan (PM-JANMAN) scheme.
It sanctioned Rural Development Department's proposal to extend the benefit of the PM Awas Yojana to nine communities of the Particularly Vulnerable Tribal Groups (PVTGs) – Asur, Birhor, Birjiya, Hilkhariya, Korwa, Malpahariya, Parhaiya, Sauriyapahadiya and Saawar. They will get ₹2 lakh in four equal instalments.
A total of 22 decisions were taken in the Cabinet meeting.
Mr. Siddharth was accompanied by Nishith Verma, Additional Secretary in the Cabinet Secretariat.

At least seven to eight SEs (superintending engineers) are also facing disciplinary action, besides two chief engineers. While the SEs will face action under Rule-8, a displeasure note will be served on the two chief engineers. The list of accused officials and employees includes names of JEs (junior engineers), SDOs (sub-divisional officers), and XENs (executive engineers). These officials have been charge-sheeted under Rule-7 of Haryana Civil Services (Punishment & Appeal) Rules, 2016. Gurugram: Haryana government Wednesday initiated action against 80 officials of the Irrigation & Water Resources Department (I&WRD) for alleged corruption and negligence pertaining to quality of hardened concrete used in various projects under the department's aegis. The names of these officials, however, have not yet been made public. This crackdown follows a detailed probe triggered by substandard construction samples that have caused significant financial losses to the state exchequer. Documents accessed by The Print suggest that a high-level committee, constituted on 5 June under commissioner and secretary Mohammed Shayin, IAS, was tasked with framing draft charge sheets and displeasure notes against the officials in question. The committee includes senior officers including Jaideep Rao (chief engineer, I&WRD), Rakesh Kumar (superintending engineer), Hanish Kumar (executive engineer), Ajeet Hooda (executive engineer), and Mandeep Sheokand (executive engineer). Directed by Rao, the panel identified officials ranging from JEs to chief engineers for penalties under Rule-7. Rule-7 provides for imposing a major penalty against a government employee, like dismissal, removal or compulsory retirement after giving him or her a reasonable opportunity to defend their actions. Rule-8, on the other hand, mandates minor penalties like censure, withholding a promotion or an increment after giving the employee a fair chance to defend themselves. The investigation stemmed from quality control failure uncovered in tests conducted earlier this year, for which 48 concrete samples were collected from multiple irrigation projects. Of these, 18 failed to meet standards. A follow-up letter dated 7 June from chief engineer Jaideep Rao addressed to SEs of the department's vigilance wing revealed that officials failed to analyse test results against specifications, leading to significant deviations and financial losses. The SEs were directed to submit a comprehensive report within two days, with daily progress updates to be shared with the department's commissioner and secretary. 'Any laxity in compliance is viewed very seriously,' Rao's letter warned. Confirming the action while speaking to ThePrint Wednesday, Haryana Irrigation Minister Shruti Choudhry termed it as part of the government's zero-tolerance policy on corruption. She highlighted that vigilance raids, prompted by repeated complaints, exposed systemic lapses as projects neared completion. The samples that failed quality tests included hardened concrete samples and HDP (high-density polyethylene) pipes, she said. Choudhry noted that substantial payments had already been made to contractors, and the government is exploring recovery options. 'The charge sheets, outlining specific allegations and evidence, will pave the way for legal proceedings, with guilty officials facing dismissal, salary cuts, or promotion bans, though they retain the right to defend themselves.' "Will move SC to challenge DDA's demarcation of properties in Batla House area": AAP MLA Amanatullah Khan
New Delhi [India], June 12 (ANI): Aam Aadmi Party (AAP) MLA Amanatullah Khan on Thursday said he would move the Supreme Court to challenge the Delhi Development Authority's (DDA) demarcation of properties in the Batla House area of Okhla. The move followed directions from the High Court's Division Bench, which granted affected residents three days to file individual writ petitions. This comes a day after Khan withdrew his Public Interest Litigation (PIL) from the Delhi High Court that had sought to stop demolition action initiated by the DDA. Speaking to ANI, the AAP MLA said, 'The Division Bench has given time for the affected parties to file their writ individually within three days. We have also withdrawn our PIL. People have been living there since 1971, and you suddenly declared it unauthorised and separated it from the PM-UDAY scheme.' '...The manner in which DDA wants to demolish this entire area is beyond my demarcation done by them is not accurate. I withdrew my plea because I will challenge the demarcation before the Supreme Court,' he said. Khan withdrew the PIL on Wednesday to inform the residents of his area to file an appropriate petition before the court. The withdrawal was allowed by a division bench of Justices Girish Kathpalia and Tejas Karia of the Delhi High Court, which suggested that individual residents approach the court with their grievances. 'In furtherance of the last order, senior counsel on the instructions of briefing counsel seeks permission to withdraw the petition filed by the petitioner, who is a public-spirited person, so he can inform the residents of Batla House to file an appropriate petition before the court,' the High Court said. At the outset of the hearing, the High Court noted that some aggrieved individuals have already been given protection by the court after hearing their individual petitions. The High Court at the beginning emphasised that any adverse order while deciding the PIL may affect the rights of the individuals who are already before the single-judge bench. The court has also emphasised that any aggrieved individual may approach the court like other people who have already approached the court. This issue is not a subject matter of the PIL. Khan had filed a PIL challenging the notice issued by the DDA for the demolition of alleged illegal properties in the area of Batla House in Okhla. The High Court on Monday had refused to grant an immediate interim stay on the demolition, which was proposed for June 11. Earlier, the apex court on May 7 refused to grant relief and directed the demolition of the illegal properties. Senior advocate Salman Khurshid appeared for the petitioner and argued that they (DDA) are pasting notices on the properties which fall beyond the khasra no. 279. The order of the Supreme Court was regarding the illegal properties within this khasra. The counsel for respondents contended, on the other hand, that the PIL is not maintainable as the Supreme Court specifically directed that the individual aggrieved persons adopt the legal remedy. DDA's counsel also said that the notices issued by the DDA are not generic and are in compliance with the Supreme Court. All the notices were given 15 days to respond. No demolition was carried out during the notice period. (ANI)

However, the party is ensuring no complacency or overconfidence in what is expected to be a tough caste clash, top BJP sources told CNN-News18. They said the NDA has much in its favour in Bihar and expects to win the state this October under Nitish Kumar's leadership. But the party remains cautious and is avoiding overconfidence, aware that Bihar is a 'caste battle" and the RJD is aggressively courting caste groups beyond its Yadav-Muslim base, one of these top BJP sources said. 'There is certainly no anti-incumbency. People appreciate the development they have seen in Bihar under the NDA government," the source said. RJD learning from SP's success The top BJP source added that the BJP recognises that the Rashtriya Janata Dal is attempting to replicate Akhilesh Yadav's 2024 Lok Sabha election strategy by giving many tickets to candidates outside the Yadav-Muslim demographic in the upcoming assembly polls. The Samajwadi Party had bruised the BJP in Uttar Pradesh last year by allocating numerous tickets to non-Yadav OBCs and winning 37 Lok Sabha seats, its best-ever performance. A second BJP source said the National Democratic Alliance has a stronger caste combination than the opposition. The recent caste census announcement is also expected to benefit the NDA. 'Much is said about Nitish Kumar's health by the opposition, but he will likely receive considerable sympathy votes in these Bihar polls," this source said. Operation Sindoor impact Bihar will also be the first state to hold elections after Operation Sindoor, and the Bharatiya Janata Party has ground feedback suggesting a positive resonance in this Hindi-belt state, where anti-Pakistan sentiment is strong. The Prime Minister has already held two rallies in Bihar since April, addressing the action against Pakistan. Narendra Modi will be in Siwan, an RJD stronghold, on June 20. Congress prospects dim, Chirag burns bright The BJP is banking on the RJD again allocating a substantial number of seats to the Congress. In the last assembly elections, while the RJD had a reasonable strike rate, winning 75 of the 144 seats it contested, the Congress secured only 19 of the 70 seats it contested. The Janata Dal (United) won just 43 seats, as Chirag Paswan's party significantly dented it by contesting independently. A top BJP source noted a significant change: Chirag is now with the NDA and demonstrated a good strike rate in the 2024 Lok Sabha polls, winning five seats. Chirag recently stated that he would contest the assembly polls from a general seat and is vying for a deputy CM position. 'He has a good vote base in the Patna-Hajipur region and has his own ambitions," the BJP source added. The second BJP source said seat distribution in Bihar would be smooth, despite the ambitions of regional players like the JD(U) and Chirag's Lok Janshakti Party (Ram Vilas). 'Our leader so far is Nitish Kumar," the source said. He added that even the RJD knows the Congress will likely underperform in the opposition camp if given a considerable number of seats, as demonstrated in previous Hindi heartland elections.
