Haryana govt cracks whip: 80 irrigation officials in soup over quality of concrete used in projects

At least seven to eight SEs (superintending engineers) are also facing disciplinary action, besides two chief engineers. While the SEs will face action under Rule-8, a displeasure note will be served on the two chief engineers.
The list of accused officials and employees includes names of JEs (junior engineers), SDOs (sub-divisional officers), and XENs (executive engineers). These officials have been charge-sheeted under Rule-7 of Haryana Civil Services (Punishment & Appeal) Rules, 2016.
Gurugram: Haryana government Wednesday initiated action against 80 officials of the Irrigation & Water Resources Department (I&WRD) for alleged corruption and negligence pertaining to quality of hardened concrete used in various projects under the department's aegis.
The names of these officials, however, have not yet been made public.
This crackdown follows a detailed probe triggered by substandard construction samples that have caused significant financial losses to the state exchequer.
Documents accessed by The Print suggest that a high-level committee, constituted on 5 June under commissioner and secretary Mohammed Shayin, IAS, was tasked with framing draft charge sheets and displeasure notes against the officials in question.
The committee includes senior officers including Jaideep Rao (chief engineer, I&WRD), Rakesh Kumar (superintending engineer), Hanish Kumar (executive engineer), Ajeet Hooda (executive engineer), and Mandeep Sheokand (executive engineer). Directed by Rao, the panel identified officials ranging from JEs to chief engineers for penalties under Rule-7.
Rule-7 provides for imposing a major penalty against a government employee, like dismissal, removal or compulsory retirement after giving him or her a reasonable opportunity to defend their actions.
Rule-8, on the other hand, mandates minor penalties like censure, withholding a promotion or an increment after giving the employee a fair chance to defend themselves.
The investigation stemmed from quality control failure uncovered in tests conducted earlier this year, for which 48 concrete samples were collected from multiple irrigation projects. Of these, 18 failed to meet standards.
A follow-up letter dated 7 June from chief engineer Jaideep Rao addressed to SEs of the department's vigilance wing revealed that officials failed to analyse test results against specifications, leading to significant deviations and financial losses.
The SEs were directed to submit a comprehensive report within two days, with daily progress updates to be shared with the department's commissioner and secretary.
'Any laxity in compliance is viewed very seriously,' Rao's letter warned.
Confirming the action while speaking to ThePrint Wednesday, Haryana Irrigation Minister Shruti Choudhry termed it as part of the government's zero-tolerance policy on corruption.
She highlighted that vigilance raids, prompted by repeated complaints, exposed systemic lapses as projects neared completion. The samples that failed quality tests included hardened concrete samples and HDP (high-density polyethylene) pipes, she said.
Choudhry noted that substantial payments had already been made to contractors, and the government is exploring recovery options. 'The charge sheets, outlining specific allegations and evidence, will pave the way for legal proceedings, with guilty officials facing dismissal, salary cuts, or promotion bans, though they retain the right to defend themselves.'

The cyber wing of city police was the first to make an arrest in the m-Parivahan fraud, despite hundreds of complaints being registered in various states where APK files disguised as the official app were being circulated through messaging platforms like WhatsApp. Phones of those who installed the apps were hacked, leading to severe monetary loss. "When we arrested them, we found an array of such APK files. One of them was for installing an app to engage in sex chats, which could then be used for extortion through honey-trapping. Very few victims would file complaints in such cases fearing shame. Another APK file was for bogus KYC updation," said an officer with the cyber wing. "It is very unlikely that an official body would send you important official communication through WhatsApp. Even if that happens, everything must be cross-checked — either by directly contacting the office concerned or by visiting authentic websites and writing to them for clarity. 1 2 Lucknow: Stray animals have an equal right to live, and dogs have coexisted with humans for centuries, sending them to shelter homes is inhumane, said animal rights activists and animal lovers during a protest staged at Eco Garden on Sunday afternoon. The demonstration had brought together animal lovers, feeders, NGOs, doctors, engineers, lawyers, veterinarians, government servants, politicians and citizens from across the city. Reports of force being used against peaceful protesters and dogs being caught in Delhi without due process had added to the unrest. The issue was significant enough for the Chief Justice of India to take note and refer the matter to a larger bench on August 14. The final order of the apex court is awaited. Participants said dogs had long been part of the social and religious fabric. Legal experts pointed out that the order overlooked existing provisions under the Prevention of Cruelty to Animals Act, 1960, and the Animal Birth Control (ABC) Rules, 2023. "The dogs are a part of the ecosystem and society, eliminating or pounding them is not the solution. To address the problem scientific treatment including vaccination, sterilization, proper fooding and lodging should be provided. There should be an awareness campaign for making people aware of the protection and adoption of stray dogs," said Pooja Singh, an animal activist. "Dogs often chase vehicles after trauma, and most child bite cases involve provocation. Even those who dislike dogs do not want them to suffer. The difference is only in approach. There should be an awareness drive for the behaviour of these animals," said Neha Zaidi, founder, Fairy Tales (Masoom foundation). Concerns raised included disputed dog-bite statistics, with experts claiming parliamentary data and newspaper reports were in conflict. After the incident, a post surfaced on Instagram where the notorious Himanshu Bhau gang took responsibility for the firing. In this social media post, the gang accused Yadav of promoting gambling. 'Today, the firing that took place at Elvis Yadav's house was done by Neeraj Faridpur and Bhau Ritoliya. Today we have given him our introduction. The Sunday's incident comes after a firing incident that took place in Haryanvi singer and rapper Rahul Yadav's car last month. While Yadav alias Fazilpuria was unhurt, his associate Rohit Shaukeen was killed in Gurugram. This murder, too, was claimed by gangster Sunil Sardhania of the Himanshu Bhau gang. Believed to be an associate of jailed gangster Neeraj Bawana, fugitive gangster Himanshu Bhau faces over 30 cases of murder, attempted murder, extortion among others. He is said to have escaped from a juvenile correctional facility at just 17 and not looked back so far. He is suspected to be in the US from where he's running the gang operations. His gang has been responsible for several sensational hit cases, including one at Delhi's Rajouri garden's Burger King last year. The Interpol had issued a red notice against him as well. Jailed gangster Ankit Baba, a native of Haryana's Ritoliya like Bhau, is his arch rival. The Bhau gang is believed to be an ally of the Bambiha gang, which is the Bishnoi gang's arch rival. Following Sunday's firing incident, Elvish's father Ramavtar Yadav in an FIR has said that the attackers had fired indiscriminately at their house. 'This attack has been made on our family. If we had been outside at that time, we would have lost our lives,' the FIR reads, adding that the police must ensure their safety.
