Bihar Govt Set To Give Women Employees Houses On Rent Near Offices
Last Updated: A DM-led committee will ensure the houses are safe and have basic amenities like water and electricity. The rent will be fixed by the concerned Sub-Divisional Officer The Bihar government has announced a new housing benefit for its women employees ahead of the upcoming Assembly elections in 2025. In a cabinet meeting chaired by Chief Minister Nitish Kumar on Tuesday, it was decided that women working in state government departments will now be eligible to receive rented accommodation near their workplaces. According to political commentators, the move comes as part of a broader push to introduce welfare measures in the run-up to the polls. This new scheme is expected to benefit approximately 4 lakh women. According to S. Siddharth, Additional Chief Secretary of the Cabinet Secretariat Department, this initiative aims to enhance both the safety and convenience of women employees. No HRA Women opting for this scheme will not receive House Rent Allowance (HRA), which is typically provided to employees to cover rental expenses besides their salary. Houses On Lease The government will lease houses from private owners, seeking applications from interested landlords through Expressions of Interest. Committee Selection A committee led by the District Magistrate will be formed to select suitable houses for the scheme. The committee will ensure that the houses are safe and equipped with essential facilities such as electricity and water. The rent will be determined by the respective Sub-Divisional Officer (SDO). Priority Beneficiaries Initially, this facility will be available to women employees working at the district and division levels. Rural Process For women employees in blocks or villages, an application must be submitted to the concerned SDO via their office head to initiate the process. This initiative is part of a broader effort to support women in Bihar. In Bihar, women are given 35% reservation in government jobs. This reservation goes up to 50% in panchayat and urban local body elections. Additionally, women also receive 50% reservation in primary teacher recruitment. Women government employees in Bihar will now get accommodation near workplace
The Bihar Cabinet on Tuesday (June 10, 2025) took a policy decision to provide accommodation to women government employees near their place of posting. The announcement, which comes months ahead of the Assembly election, has come as a relief to the women employees, including schoolteachers, posted in faraway rural areas. Speaking to the media after the meeting chaired by Chief Minister Nitish Kumar, Cabinet Secretariat Department's Additional Chief Secretary S. Siddharth said round four lakh women employees will benefit from the decision. The move will ensure their safety and security, he said. Mr. Siddharth clarified that those opting for the government's leased accommodation facility will not get house rent allowance (HRA). Accommodation will be provided after entering into a lease agreement with private individuals. Expression of Interest will be invited from interested parties for this purpose. A committee, headed by District Magistrate, will be constituted to select buildings for providing accommodation. The committee will check the safety aspects of the building besides ensuring basic facilities such as electricity and water availability. The Sub-Divisional Officer (SDO) will fix the rent for the accommodation. 'The leased accommodation facility will first be provided to employees at the district and divisional headquarters. Those working at the block level or in rural areas will have to send an application to the SDO concerned through their respective office heads and then, the SDO will start the process,' Mr. Siddharth said. One clerk per panchayat In another important decision, the Cabinet also approved the Panchayati Raj Department's proposal to create 8,093 clerical posts for the successful implementation of the panchayat-level schemes. Mr. Siddharth said that with this decision, there will now be a clerk in every panchayat across the State. It will be a permanent post, he added. It also approved the agriculture department's proposal for creation of 14 posts in different categories at the headquarters level. These posts have been created for the newly formed Agriculture Marketing Directorate. The objectives of the directorate are – ensure fair price for the farmers' produce, help farmers with value addition and market access, arrange storage facility, and assist in the processing and packaging of agriculture products. The Cabinet also approved amendments to the Bihar Birth & Death Rules, 1999, which will be replaced by the Bihar Birth & Death Registration (Amendment) Rules, 2025. The amendments will make it easier for people to obtain birth and death certificates. During the Cabinet meeting, it was also decided that the Scheduled Tribe (ST) communities should get the benefit of the Pradhan Mantri Janjati Adivasi Nyaya Maha Abhiyan (PM-JANMAN) scheme. It sanctioned Rural Development Department's proposal to extend the benefit of the PM Awas Yojana to nine communities of the Particularly Vulnerable Tribal Groups (PVTGs) – Asur, Birhor, Birjiya, Hilkhariya, Korwa, Malpahariya, Parhaiya, Sauriyapahadiya and Saawar. They will get ₹2 lakh in four equal instalments. A total of 22 decisions were taken in the Cabinet meeting. Mr. Siddharth was accompanied by Nishith Verma, Additional Secretary in the Cabinet Secretariat.

Nitish Kumar cabinet clears ₹15,995 crore subsidy to power consumers
In order to give relief to power consumers, the cabinet chaired by Chief Minister Nitish Kumar sanctioned ₹15,995 crore as subsidy to consumers during 2025-26. Cabinet Secretariat Department's Additional Chief Secretary (ACS) S Siddharth said that the sum has been sanctioned under 'Mukhya Mantri Vidyut Upbhokta Sahayta Yojana' to give per unit subsidy to power consumers. The amount would be given directly to National Thermal Power Corporation (NTPC) through the Reserve Bank of India, he added. The subsidy amount is reflected in every month's energy bill, he said, adding that the subsidy has been sanctioned for a period of April 2025 to March 2026. The state government gives subsidies every year to power consumers to offset the higher tariff rate. Expansion of air connectivity network With a view to expanding the air connectivity network in the state, the Bihar cabinet on Friday gave its nod to carry out 'Pre-Feasibility Study' to start commercial flight operations from six towns of the state. The Bihar cabinet today approved altogether 34 decisions. Airport Authority of India (AAI) will carry out 'Pre-Feasibility Study' in six towns of Madhubani, Birpur, Munger, Valmikinagar, Bhagalpur and Saharsa, Cabinet Secretariat Department's Additional Chief Secretary (ACS) S Siddharth told reporters in a post cabinet briefing. It also sanctioned a sum of ₹2.43 crore for carrying out the study, Mr. Siddharth said adding that the 'Pre-Feasibility Study' would incorporate the factors like what would be the expected number of passengers on a particular route (place), the length of airstrip required, the type of aircraft among many factors may be used for operating commercial flights. The move would pave the way for construction of airports in these six towns which would not only ensure easy and smooth travel for people of the state especially locals but would also boost economic development of the region. In another important decision, the cabinet also sanctioned ₹119 crore for organising a mega sporting event of 'Khelo India Youth Games' 2025 being held in Bihar for the first time. The 7th edition of games will be held between May 4 and 15 at five places Patna, Rajgir (Nalanda), Gaya, Bhagalpur and Begusarai. Around 10,000 athletes including trainers, support and technical staff and other staff would participate in 27 different sporting disciplines. Prime Minister Narendra Modi will inaugurate the sporting event on May 4. A grand temple would be built at Punauradham, the birthplace of goddess Sita, in Sitamarhi district on the lines of a grand Ram temple at Ayodhya for which a design consultant M/s Design Associates INC has been selected for the purpose on nomination basis. The cabinet approved the tourism department's proposal for selection of the design consultant. This is the same consultant which has designed the Ram temple. The move would help promote tourism in the state. Mr. Kumar had announced it during Pragati Yatra for the integrated development of the religious place. A total of 17 acres of land was available at Punaurdham temple premises besides the process is currently underway to acquire 50 acres of additional land to develop the place on a grand scale. Grant to create teaching, non-teaching post The Bihar cabinet also gave its nod to the education department's proposal to create 526 posts that included 422 teaching and 104 non teaching staff for the proposed degree colleges. It also sanctioned the creation of 663 non technical posts of different categories for 71 offices of integrated urban engineering organisations constituted under the Urban Development and Housing department. The Bihar cabinet also approved the creation of 244 posts of different categories for smooth functioning of Bihar Sports University, Rajgir. 'The cabinet has also approved Bihar Vishesh Sarvekshan Evam Bandobast (Sanshodhan) Niyamawali 2025 (Bihar Special Survey and Settlement Amendment Rules 2025) which will allow farmers to exchange their land. It would be applicable to those farmers who had exchanged their land on oral basis,'Mr. Siddharth said. Till now, there was no such provision wherein one farmer can exchange his land from another farmer.
