The government of Bihar has taken major policy decisions in its recent cabinet meeting chaired by the Chief Minister, Nitish Kumar.With a view to expanding the air connectivity network in the state, the cabinet on Friday gave its nod to conducting a 'Pre-Feasibility Study' to begin commercial flight operations from six towns in the state.As briefed by Cabinet Secretariat Department's Additional Chief Secretary (ACS) S Siddharth to the press, the Airport Authority of India (AAI) will carry out this study in six towns of Bihar, namely, Madhubani, Birpur, Munger, Valmikinagar, Bhagalpur and Saharsa.advertisement
A sum of Rs 2.43 crore has been sanctioned for the study.This study will incorporate factors such as what would be the expected number of passengers on a particular route (place), the length of airstrip required, the type of aircraft amongst many factors that may be used for starting commercial flight operations. The aim is to ensure smooth travel and boost the economic potential of the state.Other than this, the cabinet also announced several other initiatives.It sanctioned Rs 119 crore to organise a mega-sporting event of the Khelo India Youth Games 2025 being held in Bihar for the first time. The event will be inaugurated by the Prime Minister next month.The seventh edition of the games will be held between May 4 and 15 in five places - Patna, Rajgir (Nalanda), Gaya, Bhagalpur and Begusarai. Around 10,000 athletes, including trainers, support and technical staff and other staff, would participate in 27 different sporting disciplines, the ACS said.advertisementIt sanctioned Rs 15,995 crore as subsidies to consumers during 2025-26 under the Mukhya Mantri Vidyut Upbhokta Sahayta Yojana that gives a per-unit subsidy to power consumers.The Bihar Tourism Bonding and Marketing Policy 2025 was approved under which a grand temple will be built in Punauradham. It is the birthplace of the Hindu Goddess Sita, in Sitamarhi district and the temple will be on the lines of a grand Ram temple in Ayodhya.This was announced by CM Nitish Kumar in his Pragati Yatra to boost religious tourism in the state.Additionally, the tourism department's proposal for the selection of the design consultant, which is the as that which designed the Ram temple, was approved.Aiming to boost employment in the state, the cabinet gave nod to the education department's proposal to create 526 posts that included 422 teaching and 104 non-teaching staff for the proposed degree colleges.It also sanctioned the creation of 663 non-technical posts of different categories for 71 offices of an integrated urban engineering organisation constituted under the Urban Development and Housing department. For the smooth functioning of the Bihar Sports University, Rajgir, 244 posts were approved.To assist farmers, the cabinet gave nod to the Bihar Vishesh Sarvekshan Evam Bandobast (Sanshodhan) Niyamawali 2025 (Bihar Special Survey and Bandobast Amendment Rules 2025). This will allow farmers to exchange their land parcels, and it will also be applicable to those who have exchanged their land on oral terms.advertisementUnder Mukhya Mantri Gram Sampark Yojana, the Rural Works Department's proposal for construction and maintenance of 14,000 km of road connectivity to villages and hamlets having 100 or more residents in all the 38 districts was approved.This road project could not secure the BRICS New Development Bank's (NDB) financial assistance.In total, the cabinet, chaired by the chief minister, approved 34 proposals aimed at the socio-economic development of the state.

Pune: Contractors executing critical infrastructural works across Maharashtra have sent a legal notice to the state govt on June 10, demanding payment of dues amounting to over Rs 90,000 crore. The notice sent to the chief minister, deputy chief ministers, chief secretary and heads of key departments, warned that they will approach Bombay high court if a payment schedule is not provided within a fortnight. The contractors, represented by Builders' Association of India (BAI) — a national body with over 230 branches — say dues include payments for roads, bridges, water supply, irrigation, and govt building repairs taken up for over a year. Public Works Department (PWD) alone owes them over ₹46,000 crore, association members said. "We wrote to govt in Feb but no concrete action was taken. We have now issued a formal legal notice. The situation is untenable," a senior BAI member, requesting anonymity, said. He added that it is discouraging to carry out infrastructural works when funds are not released on time. "This financial stress is not due to any fault of the contractors but entirely due to non-release of funds by the state," it reads. BAI said many projects under the Hybrid Annuity Mode (HAM) where semi-annual payments are promised post-completion have also been affected. "Payments are irregular and often as low as 6% to 7% of the billed amount which dissuades young contractors from entering the construction sector," the notice states. During repeated meetings with govt officials, BAI members say they have been told that budget constraints are delaying payments. Jaipur: Rajasthan police headquarters has directed that bank accounts should not be entirely frozen during investigations into financial disputes and cyber crime frauds. The new guidelines instruct that only the specific amount under dispute may be held, and even that requires written approval from the district SP. Account holders must be allowed to continue using the rest of their funds freely. The instructions were sent to all police commissioners, range IGs, DIGs, and district SPs following directions from Rajasthan High Court's Jaipur bench. The move aims to prevent hardship caused by freezing entire accounts, particularly in civil disputes with financial elements. The circular also highlights that if a case involves cash transactions of Rs 2 lakh or more—especially in property deals or contracts—police must report the details to the Income Tax Dept. These must be submitted in the prescribed format to Kunal Haver, joint director of Income Tax and the designated nodal officer in Jaipur. Police have been clearly told not to register FIRs in purely civil disputes where there is no evident criminal liability. If both civil and criminal aspects are present and an FIR was already registered, no arrest or document seizure can be carried out without prior written approval from the District SP. Where the alleged offence carries a sentence of at least 3 years and up to 7 years, and no clear cognisable offence is immediately visible, a preliminary inquiry must be completed within 14 days under Section 173(3)(i) of Bharatiya Nagarik Suraksha Sanhita, 2023. The decision to file an FIR will depend on the findings of this inquiry. The DGP's office has also reminded all officers to strictly follow the Supreme Court's guidelines in the Lalita Kumari vs State of Uttar Pradesh case before registering FIRs in ambiguous matters. These new directions are intended to curb the misuse of criminal law in civil matters and to safeguard individuals' financial and legal rights from arbitrary police actions. In yet another directive, the PHQ has also forwarded details of suspicious bank accounts to the superintendent of police concerned for a detailed probe into the transactions being conducted through these accounts. Sources said that many of these accounts are under the radar for their use as mule accounts in cyber fraud cases. A cyber security campaign is being run until June 25. "Under the campaign, one of the focus areas is to identify suspicious transactions in bank accounts which are flagged through Samanvaya portal - a ministry of home affairs initiative. These accounts are suspected to have been used for laundering money stolen in cyber frauds," said a senior police officer. He added that the district SPs have been asked to probe these bank accounts. Hundreds of such accounts are being monitored in each district. For example, in Bikaner, over 550 bank accounts are currently under radar. It's indeed a complex project comprising three barrages at Medigadda, Annaram and Sundilla, 15 reservoirs, 21 pump houses and 1,531 km of gravity canals. The idea is to lift 240 thousand million cubic feet of Godavari water in all during the 120 days of flood season every year. It sounds like a boon for Telangana, which had always been deprived of adequate water for its farmers. The catch, though, is the power requirement of 9,000 MW once the project is operationalised, which translates to an estimated electricity bill of Rs 10,000 crore, or Rs 37,882 per acre. Several experts and opposition parties had objected to it, arguing that it was unviable and there were other economically feasible ways to achieve the stated objectives. But nobody had anticipated the project would run into a bigger hurdle: the structural damage to the Medigadda barrage and others caused by the floods of 2022 and 2023. Now, the question before everyone is whether KLIS has turned into a white elephant. The National Dam Safety Authority recommended that a rehabilitation design be drafted for the barrages, but also termed the damage to Medigadda Block 7 irreversible and warned against movement of structures. There were allegations of corruption, too, hanging over KLIS and the Congress government constituted a commission headed by Justice P C Ghose last year to probe alleged irregularities. It hit the headlines recently when KCR deposed before it. A parallel vigilance probe has called for action against 57 engineers. It is inevitable that politics will play out over the charges, as will court cases. But the main task of the government should be to salvage the project. This cannot be achieved without coordination with the Centre. Action must also be taken against those found guilty of corruption.
