
Oman: Ishraq Fund launched to drive sharia-compliant investments in Oman
Muscat – The Ishraq Endowment Fund on Wednesday officially commenced operations, marking the beginning of a new phase aimed at revitalising the investment role of waqf (endowment) in Oman.
This innovative, Sharia-compliant endowment investment fund represents a significant advancement in enhancing waqf investments in the sultanate. It contributes to embedding sustainable development principles and maximising the social impact of investments – both key pillars of Oman Vision 2040.
In a statement to Oman News Agency, Dr Ahmed Ali al Ka'abi, Chairman of the Ishraq Endowment Fund's Board of Directors, said that the operational launch represents a major milestone in the fund's journey. He emphasised that the next phase will involve activating investments in line with a strategic vision carefully crafted by the board.
He added that the fund is moving from the establishment phase to active operations by initiating investments in Sharia-compliant public markets. The goal is to generate sustainable financial returns that support charitable initiatives and social projects.
'The fund offers diverse opportunities for investors – both individuals and institutions – through a range of subscription categories, including perpetual endowers, temporary endowers, and investing subscribers.'
Khalid Awadh al Balushi, CEO of Oman National Investments Development Company (Tanmia) and Investment Manager of the Ishraq Endowment Fund, noted that this initiative continues Tanmia's pioneering role in establishing and managing high-quality investment funds. He described the fund as a practical embodiment of socially impactful investment and a strategic step forward in enhancing the waqf sector's contribution to the national economy.
Balushi added that the Ishraq Endowment Fund provides sustainable, Sharia-compliant investment opportunities that deliver tangible, positive societal outcomes, aligning with national priorities on sustainability and community partnership. Tanmia will draw upon its extensive expertise in fund management to ensure that the fund meets its objectives and achieves the desired returns.
The Ishraq Endowment Fund introduces an innovative model that combines financial returns with social impact. Through its investment returns, contributors can support social and developmental projects in sectors such as health, education, and social care, while also generating stable financial yields.

First 10 authorised finfluencers revealed as UAE mandates licence
The UAE now requires finfluencers (financial influencers) to have a licence with the Securities and Commodities Authority (SCA) to share content on investments, trading, or offer financial advice to their audience. The finfluencer licence aims to bring more transparency, trust, and regulation to the growing world of financial content on social and digital platforms. Individuals who provide financial or investment recommendations, whether through social media, blogs, YouTube videos, podcasts, webinars, or in-person events, and that relates to regulated financial products or services in the UAE, must be licenced by the SCA. This advice may also include purchase, sale, or holding of a financial product or virtual asset, or regarding a financial service or any resource within the country. Along with the move, the authority waived the current registration, renewal and, legal consultation fees related to this service, for the next three years. Here are the first ten finfluencers who are licenced to carry out their activities in the UAE. 1. Saif Yousif Khamis Abdulla Al Naqbi - @Saifsyn A former banker and diplomat, Saif Al Naqbi is a financial advisor and an investor in global financial markets. The finfluencer, who has 193,000 followers on Instagram, is also the CEO of Saif Al Naqbi Group. 2. Abdulkareem Mohamed Ahmed Abdulkareem Almansoori - @theabdulkreem Professionally, Almansoori is identified as a private fund founder, indicating his involvement in investment management or private equity within the UAE. In 2017, Almansoori was selected as a recipient of the Sheikh Mohamed bin Zayed Scholars Program (SMSP), a prestigious initiative by NYU Abu Dhabi in collaboration with the Abu Dhabi Education Council. This program recognizes outstanding Emirati university students, offering them advanced academic and leadership development opportunities. 3. It has gained significant popularity, and ranks among the top podcasts in the UAE, Saudi Arabia, Oman, and Bahrain. 6. African Mining Leaders Call for Bold Policy Reforms at Mining in Motion 2025
African mining ministers from Ghana, Liberia, Malawi and the Democratic Republic of Congo (DRC) emphasized the need to review and reform Africa's mining codes during the Mining in Motion 2025 summit in Accra. Highlighting the role strengthened policies play in enhancing responsible governance, local value creation and the formalization of artisanal and small-scale mining (ASM), ministers outlined how evolving legal and policy frameworks are positioning the mining sector as a driver of equitable, sustainable development. Ghana is leading several ambitious initiatives to modernize its mining code. Among proposed reforms is the creation of a medium-scale mining category, bridging the gap between artisanal and large-scale operations. Ghana's Alhaji Yusif Sulemana, Deputy Minister of Lands and Natural Resources, stressed the importance of enabling local ownership and ensuring miners have access to sustainable technology, financing models and responsible markets. 'We're proposing a legal regime that allows indigenous people to own part of the business. We want miners to start small, adopt sustainable practices, and gradually move up to larger operations. It's about creating an ecosystem of growth and accountability,' stated Deputy Minister Silemana. Liberia echoed Ghana's inclusive approach, with Wilmot J.M. Paye, the country's Minister of Mines and Energy, emphasizing that formalizing ASM is a national priority under the country's national development plan. He highlighted environmental protection as a top priority in ASM-operated areas, noting that government oversight now includes stricter contract terms and closer monitoring. 'We have a new vision – one in which we are adding more value to minerals and providing jobs for the people of our country,' Deputy Minister Gibolum stated. During the panel session, Ghana's recent policy reforms were highlighted as a model for mining code reforms across the continent. These include the Local Content and Policy Regulation, which mandates the use of Ghanian expertise, goods and services in mining operations.
