Jal Shakti Minister Paatil reaffirms position on IWT, revival of Tulbul project

The Modi government put the IWT in abeyance as part of a diplomatic response to the 22 April terror attack in Jammu & Kashmir's Pahalgam which left 26 dead. The government had said the treaty will be in abeyance until Pakistan gives credible proof that it is renouncing support for cross-border terrorism.
'The decision that the Indian government has taken, our prime minister has taken to put the IWT in abeyance continues… It is in the interest of the country. Any action that is taken will be in the interest of everyone and for the benefit of the country,' Paatil told a press conference here.
New Delhi: There is no change in India's position of keeping the Indus Waters Treaty (IWT) in abeyance and any further decision taken on it will be in India's interest, Union Jal Shakti Minister CR Paatil said Thursday. He also asserted the Tulbul navigation project on Kashmir's Wular Lake will be revived.
The World Bank-brokered 1960 treaty between India and Pakistan allows India unrestricted rights over waters of the three eastern rivers on the Indus basin—Ravi, Beas and Sutlej—which account for approximately 20 percent of the water carried by the Indus system.
Pakistan is allowed unrestricted use of waters of the three western rivers — Indus, Jhelum and Chenab—which is roughly 80 percent of the water carried by the Indus system.
Asked about Union Home Minister Amit Shah's statement in an interview to Times of India that IWT will not be restored, Paatil said, 'Amit Shahji bade neta hain, nirnayak bhi hain…unhone jo kaha hai, theek hi hoga (Amit Shahji is a big leader, he is decisive also…whatever he has said should be correct)'.
On Pakistan writing to India to renegotiate the IWT, Paatil said, 'Pakistan writing to us is not new… these things go on. But no action has been taken on it so far.'
Responding to former Pakistani foreign minister Bilawal Bhutto's statement Islamabad would not hesitate to respond if its water rights were violated, Paatil said, 'Bilawal Bhutto has said many things, but we are not afraid of his comments. Hum gidar bhabhkiyon se nahin darte (We are not scared by blusters).'

'Tulbul project will be revived'
The government is also expediting work on four proposed hydro projects on the western rivers. But Paatil declined to give further details of the projects, saying it's too early for that.
Government sources said the four projects include the 1,856-MW Sawalkot hydroelectric project (Chenab), the 930-MW Kirthai-II hydroelectric power project (Chenab), the 260-MW Dulhasti Stage-II (Chenab) and the 240-MW Uri-I Stage-II (Jhelum).
All of these are in Jammu & Kashmir, and long-term projects.
In the short-term, India has started regular flushing (a sediment removal method) of its existing reservoirs on the western rivers to remove silt and sediment that have deposited in them.
The IWT allows flushing of reservoirs in August during monsoon. In the absence of regular flushing, silt and sediments get deposited in the reservoirs over a period of time and render them ineffective in the long run.
Paatil, however, confirmed that the government has decided to revive the Tulbul navigation project. 'We will study the Detailed Project Report for Tulbul before deciding,' the minister said.
The project, which envisages constructing a 439-ft long and 40-ft wide barrage with a storage capacity of 0.30 million acre feet below the Wular Lake near Ningli to stabilise Jhelum's water level, was abandoned midway in 1987 after strong objections from Pakistan. Civil works, including concrete piling and foundation works on the left bank were already completed by then.

India launched the operation against Pakistan-based terror outfits in response to the April 22 killings of 27 tourists by terrorists in Jammu and Kashimir's Pahalgam. Adityanath was in Ghaziabad district for the foundation-stone laying ceremony of a new green-field data centre at CEL in Sahibabad. The project is a collaboration between CEL, a government of of India PSU affiliated with CSIR under the Union ministry of science and technology and ESDS at Sahibabad. Adityanath underlined how CEL has played a role in serving country's key missiles like Akash, and Brahmos that have gained trust in the world. 'The defence sector is expanding, and Uttar Pradesh has six nodes. The Lucknow node has now started producing BrahMos missiles. Many of its components are being procured from institutions like CEL. During Operation Sindoor, we successfully tested Akash and BrahMos missiles against Pakistan. Both these missiles are now 'Pakistan-tested' and trusted worldwide. This shows our strength,' he said. Adityanath said that UP will generate 20,000 megawatts of renewable energy by 2027, with CEL playing a key role in this mission. Describing the state-of-the-art data centre as a 'milestone in India's journey toward becoming a self-reliant global digital power,' union science and technology minister Jitendra Singh emphasised its strategic importance. Singh also underlined CEL's contributions to strategic sectors, noting that it has developed numerous critical components for defence applications. He specifically referred to the radars used in the Akash Missile System, which proved instrumental during Operation Sindoor, showcasing India's technological strength. 'Not limited to defence alone, it is a trusted name in innovation-led manufacturing across defence, railways, and solar sectors,' he added. Singh said that CEL has its own legacy and the company invented first solar cell back in 1970, and now, 50 years later, it is about to set up a green data centre. On the occasion, the Union minister, announced that the country's first quantum computing data centre will soon be established in Noida. In addition, a biotechnology park will be set up near Lucknow, and a two or three-day startup conclave is planned for August. Officials at CEL, meanwhile, said that the green data centre will boost digital infrastructure momentum by creating skilled jobs, promoting local innovation, and attracting startups, enterprises, and government users.

JAIPUR: Intelligence agencies' review of social media accounts flagged in a 2022 ISI espionage case involving a Sena Bhawan staffer led investigators to trace a new money trail, resulting in the arrest of an upper division clerk posted at Naval HQ in Delhi. The clerk, Vishal Yadav, is accused of passing on sensitive information to ISI in exchange for money. Investigators are examining financial transactions between a Pakistani ISI handler and Yadav, who was remanded in four days of police custody on Thursday. Jaipur police had taken Yadav to Jaipur after arresting him in Delhi on Wednesday. He allegedly received money in his bank account and through cryptocurrency transactions for spying on behalf of Pakistan. Suspicion about Yadav's activities arose during a review of Facebook accounts flagged in a 2022 espionage case involving Ravi Prakash Meena, a Class IV employee posted at Sena Bhawan. Meena was arrested in Oct 2022 for allegedly leaking sensitive military information to Pakistani handlers. 1 2 3 Madurai: Noting that a govt employee had been issued three disability certificates with varying percentages, the Madras high court emphasized that the guidelines issued by the department of empowerment of persons with disabilities under the Union ministry of social justice and empowerment for assessing and evaluating disability must be strictly followed. Justice B Pugalendhi observed that Section 34 of the Right of Persons with Disabilities Act, 2016 mandates providing at least 4% reservation in all vacancies in govt establishments. Apart from this employment, the state and central govts are also providing certain other benefits to persons with disabilities, such as financial assistance, special pension schemes, unemployment allowances, concessions on transportation, reservation in education, and incentives for self-employment. "The employment and other benefits are provided to persons suffering from disability to ensure that they are also treated equally with others. If certificates of this nature are issued, then the opportunities/benefits provided to disabled persons would be snatched away by those who are not deserving. These must be followed strictly. Accordingly, the judge directed the secretary of health and family welfare to circulate these guidelines to all concerned departments and ensure strict compliance. The court was hearing a petition filed by V Mohandass, appointed as a cook under the disabled quota in a govt adi dravidar welfare hostel in Natham, Dindigul district, in 2008. He had 60% disability due to polio. Though he was later posted as an office assistant, this was revoked, and he was reverted to his original position. He sought court intervention for alternative employment and promotion, citing 12 years of service in the feeder cadre. Justice Pugalendhi observed that, under current rules, a cook can be promoted only as a night watchman, then as an office assistant. Since Mohandass was appointed as a cook with 60% disability, he could not demand alternative employment as a right. However, taking into account that he met with an accident while serving and was already given a temporary alternative post, the judge instructed authorities to consider his case sympathetically and provide alternative employment near his native place. The court also noted discrepancies in his disability certificates—60% in 2008, 40% in his current petition, and 51% after a fresh assessment—highlighting a lack of uniformity in issuing such certificates.
