
City consumers struggle to pay power bills amid link failures

Ranchi: Consumers are struggling to pay electricity bills due to frequent link failures across any time payment (ATP) machines. This comes at a time when the Jharkhand Bijli Vitran Nigam Limited (JBVNL) has identified 36,000 in Ranchi circle with dues.
Of these, 600 have received warning.
A total of 26 ATP machines faced technical issues, especially due to link failures, in the past three days. Consumers attempting to make bill payments reported repeated system breakdowns, resulting in long queues, arguments.
A resident of Lalpur, Veena Kumari, said, "It's taking 5 to 7 minutes to pay a bill. Sometimes, the link fails when payment processing starts. Money gets deducted from our account but is not deposited in the JBVNL account."
Earlier, the billing process was through a system developed by the HCL. The power department transitioned to a new platform, named 'Future Grid'.
Electrical superintendent engineer D N Sahu said, "We have received complaints regarding link failures and software leakage. These will be investigated."
The general manager of JBVNL (IT department), Dhananjay Kumar, said, "We found out three days ago that the link was down and addressed the problem."
A total of 3.10 lakh smart meters have been installed across the city. Out of these, 2.80 lakh are functional in prepaid mode. People claim that though smart meters are connected to mobile apps allowing real-time billing, consumers have to visit payment centres. Many also reported disproportionate increase in billing amounts.
A resident of Ratu, Anup Chatterjee, said, "Earlier, my bill used to be around Rs 1,500. Now, it touches Rs 4,000.
There's no transparency and no one is listening. And when we go to pay, the system is down."
While urban consumers are caught in a cycle of failed transactions and rising bills, rural areas have not been receiving bills, sometimes for months. Rina Devi of Rajaulatu, said, "We received the last electricity bill in November last year. The JBVNL officials tell us to contact our block office. We keep on running from pillar to post."

Kernex Micro spurts on bagging Rs 151-cr order from West Central Railway with KEC Intl consortium
Kernex Microsystems (India) surged 4.90% to Rs 1,105.80 after the firm said that it has secured contract worth Rs 151.41 crore from the West Central Railway, in consortium with KEC International. Shares of KEC International rose 0.85% to Rs 838.65 on the BSE. The contract involves the provision of KAVACH, the indigenous Automatic Train Protection (ATP) system developed under the 'Make in India' initiative. The project will be implemented on a UHF backbone along with optical fiber cable (OFC), and includes route diversity to ensure reliable and uninterrupted communication. The scope of the project covers key railway sections under the Bhopal Division of West Central Railway, including the Itarsi (excluding)Khandwa (excluding) and Bina (excluding)Ruthiyai routes, along with additional associated segments within the division. The contract, valued at Rs 151.41 crore, is to be executed within a period of 600 days. According to the company, there is no interest of the promoter, promoter group, or group companies in the entity that awarded the contract. Additionally, the contract does not qualify as a related party transaction, and therefore, the question of it being conducted at arms length does not arise. March 2026 deadline set to train all S&T officers on Kavach
The Indian Railways Institute of Signal Engineering and Telecommunications (IRISET) has drawn up a comprehensive plan to train all Signal &Telecom officers in all railway zones across the country by March 31, 2026, to accelerate the roll-out of 'Kavach', the indigenously developed automatic train protection system. Director General Sharad Kumar Srivastava informed that eight additional one-week crash courses have been scheduled this year, while six specialised training programmes focusing on 'Loco Kavach' fitment were organised for officers and supervisors from electric loco-sheds. Senior officials across the zones are currently taking part in the appreciation programs on Kavach since July, and in-house training has commenced for all faculty members to build internal capacity and future readiness. The training on Kavach has expanded its reach with programmes for cross-functional departments and the industry stakeholders, he said. The Centre of Excellence (CoE) for ATP-Kavach at the institute, in the meantime, continues to lead innovations such as Development of the Kavach-Electronic Interlocking interface, advancements in radio communication, standardisation of braking algorithms, virtual reality based simulations etc., said the DG. Two new Electronic Interlocking (EI) labs were commissioned this year and integrated block working with EI systems has been facilitated. This has been collaborated with Kavach OEMs (original equipment manufacturers) to ensure compatibility with various systems to accelerate deployment nationwide. A new state-of-the-art LTE lab with advanced hands-on tools, deployment of an Asterisk-based VOIP exchange using open-source technologies, better simulation facilities and software upgrades have been made. Mr. Srivastava said this year, 172 programmes were held to train 4,531 personnel. About 624 industry professionals have also been trained in railway signalling, telecom and Kavach technologies. IRISET has also signed pacts with six more engineering institutions, introducing railway signaling and Kavach modules into curricula, said a press release.

Kavach sanctioned for over 70% SCR network
'Kavach' – the indigenously developed Automatic Train Protection (ATP) system has been sanctioned across SCR – South Central Railway, for 4,655 Rkm which is more than 70% of the network. This includes tenders for upgrading Kavach version 3.2 to 4.0 over 1,400 Rkm and new installations on 1,618 Rkm, informed General Manager Sanjay Kumar Srivastava on Friday. The GM said that to ensure safety and increase sectional capacity, commissioning of Automatic Block Signalling (ABS) too is moving fast between April and July of the current fiscal year with 81 Rkm commissioned in various sections. For additional safety at level crossing gates, interlocking systems are being installed at all manned ones where vehicular movement exceeds 10,000 per day. Three manned LCs were eliminated, and four road overbridges and nine underbridges were built during this period. The 'collective' vigilance and adherence to safety protocols ensured that not a single consequential accident has been recorded so far this year, he pointed out. About 283 km of track renewal was completed, sectional speeds were raised to 130 kmph across 364 km and 19 permanent speed restrictions were relaxed or removed after addressing critical bottlenecks — the highest progress among all zonal railways. Around 800 children were rescued by RPF personnel. It has been decided to install CCTV cameras in MMTS coaches to enhance security, especially for women passengers, said Mr. Sirvastava. A special focus has been laid down for last mile connectivity and it is targeted to complete major ongoing doubling or tripling projects such as Kazipet – Vijayawada, Kazipet – Balharshah and Vijayawada – Gudur tripling projects by the end of this financial year. New projects such as Errupalem – Namburu line, Nadikudi – Srikalahasthi line, Guntur – Guntakal doubling, Mudkhed – Dhone doubling, and Guntur – Bibinagar doubling, are in different stages of execution, he said. The GM further informed that the gross originating revenue has been ₹6,960 crore, exceeding the ₹6,894 crore achieved in the same period last year. Freight loading reached 49 million tonnes with revenue at ₹4,601 crore, while the passenger segment generated ₹1,990 crore, with 96 million passengers carried during this period. About 1,117 special train services were operated and 128 extra coaches attached to the existing train services providing additional travel facility. Solar rooftop plants of 1,158 KWP have been commissioned taking the total solar plants to 14.5 MWP capacity with 16 trains shifted to electric traction resulting in saving of 24.70 crore per annum. Another 65 'Green Locomotives' have been commissioned and with this, the electric loco holding of the zone has reached 1,332.
