
Father among 9 people arrested in Pakistan over suspected honour killing
Police said Sidra Bibi, 18, was killed on the orders of a local council of elders in the garrison city of Rawalpindi after she married a man of her choice.
Some of her relatives are alleged to have buried her body and flattened the land to erase evidence of a grave, police official Aftab Hussain said Monday. The victim was suffocated using a pillow placed over her face, he added.
The arrests came after authorities exhumed the body and carried out an autopsy, which confirmed she had been tortured before being killed.
The case has drawn widespread condemnation in a country where honour killings are still common.
The independent Human Rights Commission of Pakistan said 405 women were killed in 2024 in such cases, compared with 226 in 2023.
'The actual number is believed to be higher due to underreporting," said Sadia Bukhari, a member of the commission's council.
Honour killings, in which family members kill women for actions perceived as bringing shame to the family — such as choosing their spouse — have increased in recent years.
Earlier this month, police in southwestern Balochistan province arrested 11 suspects after a video shared online appeared to show a young couple being fatally shot for marrying without their families' approval.
Police confirmed the authenticity of the footage, saying the killings happened in the Deghari district in the province of Balochistan.
In January, police arrested a Pakistani man suspected of killing his US-born 15-year-old daughter for refusing to stop posting videos on TikTok, a platform with more than 54 million users in the country.
'These so-called honour killings reveal a deep-rooted mindset that views women as the property of men," Bukhari said. 'Most women in Pakistan face discrimination from childhood through adulthood." (AP) SCY SCY

Supreme Court rejects Haryana plea, says cops can't serve summons via WhatsApp
NEW DELHI: The Supreme Court has rejected the Haryana government's application to be allowed to serve police summons electronically via WhatsApp, and reiterated its direction to the police to serve physical notices to individuals required for investigation. A WhatsApp icon is displayed on an iPhone, Nov. 15, 2018 (AP FILE) 'We are unable to convince ourselves that electronic communication is a valid mode of service of notice under Section 35 of the Bharatiya Nagarik Suraksha Sanhita (BNSS), 2023, since its conscious omission is a clear manifestation of the legislative intent,' a bench of justices MM Sundresh and N Kotiswar Singh said. The order was passed on July 16, but uploaded to the top court's website on Wednesday. The state had approached the top court challenging the January 21 order passed by the top court in Satinder Kumar Antil v CBI, where the court sought to address gaps in safeguarding the rights of accused facing investigation under various crimes. The bench emphasised that any breach of a notice issued by police under Section 41A of the erstwhile Code of Criminal Procedure, which requires a person to join an investigation, has serious consequences, as it could lead to arrest and deprive individuals of their personal liberty. The court arrived at this finding with the assistance given by senior advocate Siddharth Luthra as amicus curiae. Haryana argued that while electronic means were prescribed under BNSS for issuing court notices and summoning witnesses, the same should also be applied to Section 35, as essentially what is required of the individual is to participate in the investigation and not to be arrested. However, Luthra stated that a notice served through WhatsApp or other electronic communication modes is not contemplated as a mode of service under Section 35 of the BNSS. He referred to provisions of BNSS that pertain to electronic means, but they are specifically excluded from the process of investigating a case. The bench noted these submissions and said, ' Introducing a procedure into Section 35 of the BNSS, 2023, that has not been specifically provided for by the legislature, would be violative of its intent.' The court further stated, 'The protection of one's liberty is a crucial aspect of the right to life guaranteed to each and every individual, under Article 21 of the Constitution of India. The procedure encapsulated in Section 35(6) of the BNSS, 2023, seeks to secure this fundamental right from encroachment by the relevant authority, and therefore, any attempt to interpret the provision as a mere procedural one would amount to rewriting the provision itself.' It concluded that service of a notice under Section 35 of the BNSS, 2023 needs to be carried out in a manner that protects this substantive right, as non-compliance with the notice can have a drastic effect on the liberty of an individual. The January 21 order held that service of the section 41-A notices through WhatsApp or other modes of electronic communication, cannot be considered or recognised as an alternative or substitute to the mode of service recognised and prescribed under the CrPC or BNSS. Haryana had referred to a proviso under Section 64(2) of BNSS, which permits the service of court summons through electronic mode. Similarly, Haryana pointed out that Section 71 allowed electronic mode for calling witnesses. But the court underlined a distinction. 'The proviso to Section 64(2) of the BNSS, 2023 provides a discretion of also serving summons by electronic communication, only when they bear the image of the court's seal.' On the comparison drawn with Section 71 of the BNSS, the decision noted that the same has no immediate bearing on the liberty of an individual in case of any non-compliance. However, breach of notice under Section 35 of the BNSS, would have an immediate bearing on the liberty,' the court said.

Hydroponic weed worth Rs 8 crore seized at Mumbai airport; 4 passengers held
Mumbai, Jul 30 (PTI) The customs department has seized suspected hydroponic weed worth Rs 8 crore after arresting four passengers arriving from Thailand in separate cases at the Chhatrapati Shivaji Maharaj International Airport (CSMIA) in Mumbai, an official said on Wednesday. According to the official, in the first case, three passengers were intercepted after they arrived from Bangkok on Tuesday. During the examination of their baggage, Customs personnel recovered 1.99 kg of suspected hydroponic weed (marijuana) with an illicit market value of around Rs 2 crore. The narcotic substance was concealed inside vacuum sealed black and transparent plastic packets kept inside the trolley bag carried by the passengers, he informed. In the second case the same day, a passenger arriving from the Thailand capital was intercepted and during the examination of his baggage, Customs personnel recovered 6.022 kg of suspected hydroponic weed with an illicit market value of about Rs 6 crore. The drug was cleverly concealed inside the checked-in trolley bag carried by the passenger, said the official. All four passengers were arrested and booked under the Narcotic Drugs and Psychotropic Substances (NDPS) Act. Hydroponic weed, a potent form of marijuana, is cultivated using water-based, nutrient-rich solutions instead of traditional soil methods. Jharkhand HC orders ban on pressure horns, flag rods in vehicles
Agency: PTI Last Updated: Ranchi, Jul 30 (PTI) The Jharkhand High Court has ordered the government to ensure that vehicles fitted with pressure horns, multi-tone horns, flag rods and extra lights do not ply within the state. A division bench, in its order, imposed a complete ban on the use of pressure horns and flag rods. 'Pressure horns and multi-tone horns fitted in vehicles will not be allowed to run in the state of Jharkhand," it said. Similarly, vehicles fitted with extra lights, particularly those that are red and blue in colour and give a semblance of emergency vehicles, should be removed immediately, the bench said. It also ordered the administration to ensure that unauthorised use of flag rods and flags irrespective of their affiliation to political parties and religious denominations be removed forthwith. The court ordered that provisions of the Flag Code have to be duly followed, and the statute of the Central Motor Vehicle Rules and Noise Pollution Regulation and Control Rules be followed in letter and spirit. A division bench of Chief Justice Tarlok Singh Chauhan and Justice Sujit Narayan Prasad, while hearing a public interest litigation on July 28, had ordered the Director General of Police Anurag Gupta and Jharkhand State Pollution Control Board member secretary to file individual affidavits to confirm compliance with the direction of the court. The affidavits of the DGP and the member secretary will have to be filed before the next date of hearing on August 11.
