Dahod MGNREGA ‘scam': Gujarat Minister Khabad's younger son sent to four days in police custody
A court in Dahod on Tuesday sent Gujarat Minister of State for Panchayat and Agriculture Bachubhai Khabad's younger son Kiran Khabad to four days in police custody, following his arrest on Monday in connection with an alleged Rs 71 crore Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA) scam in Devgadh Baria and Dhanpur talukas of Dahod. According to police, three more persons have been arrested, taking the tally to 14 so far.
Along with Kiran Khabad, Dahod Deputy District Development Officer (DDO) Rasik Parmar — who was the then taluka development officer of Dhanpur, and Parth Baria, the owner of one of the agencies supplying material have also been sent to four days in police custody while former Assistant Programme Officer Dilip Chauhan — also said to be distant relative of the Khabads — has been sent to 10 days in police custody. Dahod Deputy Superintendent of Police Jagdishsinh Bhandari told The Indian Express that the police had sought remand for 14 days.
'We had applied for 14 days remand but the court granted a remand of 10 days for Chauhan, and four days for Kiran Khabad and others. We also have Balvantsinh (Bachubhai's older son) in custody until Thursday… The investigation involves sensitive details of the transactions and having the accused in custody together will help the probe,' Bhandari said.
While Bhandari refused to detail the grounds put forth in the remand application, he said that on Tuesday, the Dahod district police arrested three more persons, then Assistant Programme Officer of Dhanpur Bhavesh Rathod, MIS operator Sanjay Baria and the owner of another agency that supplied materials, Jagdish Baria, taking the total number of arrested accused to 14 so far.
A senior police official told this newspaper that the probe was on to ascertain the exact amount of the scam as a total of 35 'unauthorised' agencies, including 28 in Devgadh Baria had been paid from the MGNREGA funds towards alleged supply of materials.
'There are certainly other persons the police are looking for. They are owners of the other agencies, who have also been paid for supply of material. The police are also probing if Balvantsinh or Kiran Khabad through their influence in the area floated any additional agencies under names of others. So far, on record, only two agencies — Raj Construction and Raj Traders— reflect against their names,' the official said. 'During the investigation, if owners of other agencies who received payments cannot be tracked down, the probe will obviously take a different turn,' the official added.
On Tuesday, in a video issued by close aides of Bachubhai Khabad, the minister was heard blaming the Congress party for 'baseless allegations'. Stating that he and his sons were involved in the business of supplying material and were not engaged for 'labour contracts', Khabad said, 'The Congress has been making allegations (of MGNREGA scam) since last six months)… There has been an allegation against 35 agencies. My sons also run a material supplying business since 2018. They do not have any other business. We can sell this even in the open market. We do not have labour nor have we been given the contract for labour work in this (project)… The administration is conducting an investigation and I trust the probe of the administration. Whatever it concludes, we will accept…'
Khabad further added, 'The Congress has been making such allegations every year since long. They have moved the High Court against me on two occasions. The High Court has given me a clean chit.'
'I have been in politics for 25 years and not a single allegation of corruption has been made during my tenure as a Cabinet Minister. In this term, my department has worked hard to move Panchayat processes online to ensure transparency … The baseless allegations made by the Congress are a sign of their frustration,' the minister said.
Bachubhai Khabad did not respond to calls and text messages from this newspaper, seeking a direct comment on the issue.

‘Custodial torture naked violation of human dignity': Delhi Court cites '97 SC verdict, orders FIR against cops
A Delhi court recently ordered the registration of an FIR against police officers of the Shahbad Dairy police station in a custodial torture case. 'As per the allegations, victim Naveen @ Monu was tortured by the accused police officials for the purpose of committing extortion. In view of the seriousness and gravity of the allegations, a thorough investigation is required to unearth the exact role played by the accused police officials in the commission of the alleged offences,' said Additional Sessions Judge Jagmohan Singh of Rohini Court on May 21. 'Two enquiries conducted by higher police officials into the present allegations found that allegations of custodial torture upon Naveen during police custody could not be ruled out,' the court noted. The court was hearing a revision plea moved by a woman, Meenakshi, against an August 2019 magistrate court order, which had denied lodging and an FIR against the police officials for torturing her husband, Naveen. The Sessions Court also cited a 1997 Supreme Court verdict, which stated that 'custodial torture is a naked violation of human dignity and degradation which destroys, to a very large extent, the individual personality. It is a calculated assault on human dignity, and whenever human dignity is wounded, civilisation takes a step backward.' While setting aside the 2019 order, the Sessions Court directed the SHO to file an FIR against the station's chowki in charge, investigating officer, head constable, and two other persons within a week of the order. As per the original complaint, on April 3, 2018, two groups were involved in a scuffle at Naya bans, Khera Kurd in Delhi. Cross complaints were registered from both sides, and Naveen was allegedly falsely implicated in the cases. The complaint further alleged that three days later, Naveen was picked up by the accused police officials. Meenakshi alleged that her husband was 'physically and mentally tortured' by the accused and that a demand was Rs 5 lakhs was made to release him. '…the CCTV footage (in the case) as well as the call detail record need to be analysed in a government forensic lab, which is beyond the reach of the complainant as well as the victim. It has also to be kept in mind that in the present case, the complainant as well as the victim are ordinary citizens while the accused are all police officials,' ASJ Singh said.

Minor gang-raped 8 times in presence of mother: Uttarakhand cops
Dehradun : Days after a 37-year-old expelled Bharatiya Janata Party (BJP) district leader, her boyfriend and his aide were arrested in connection with the gang rape and sexual exploitation of the woman's 13-year- old daughter, police on Friday said that the minor was gang-raped at least eight times allegedly in presence of her mother. The former BJP leader allegedly used to take her daughter on trips, during which she forced the minor to consume liquor and indulge in sexual acts. She even told her daughter that 'it was a normal way of living', a senior police officer said on condition of anonymity. 'The minor told police that she was gang-raped eight times, every time in presence of her mother. The first such incident took place inside a car in January. The abuse continued at various locations, including hotels in Agra and Vrindavan during their trips, till March. She was also assaulted in a hotel in Haridwar that was leased out in the name of the woman and her boyfriend. During their trips, the woman would force her daughter to drink liquor, following which her boyfriend and his aide gang-raped the minor in her presence,' said station house officer Kamal Mohan Singh Bhandari. 'The woman was estranged from her husband and was living separately since January,' he added. Bhandari said, 'She would tell her daughter that such acts were normal. When the minor once told the woman that she would tell her father about the abuse, she threatened to kill her.' The minor finally disclosed her ordeal to her father after months of abuse, police said, adding that the father then reported the matter to police. Based on the complaint of the minor's father, a case in this connection was registered under sections 70 (2) (gang rape), 351(3) (criminal intimidation) and 3(5) (criminal act by several persons in furtherance of common intention) of the Bharatiya Nyaya Sanhita (BNS) and relevant sections of the Pocso Act on Tuesday, police said. On Wednesday, police arrested the woman and her boyfriend in Haridwar, and his aide in Uttar Pradesh's Meerut. All three are in judicial custody, they added. 'Our detailed probe is underway. We will question the staff of the hotels at various locations where the accused stayed during their trips,' Bhandari said., The medical report also confirmed sexual exploitation of the girl, police said. On Wednesday, the BJP expelled the district leader from the party. Launching a scathing attack on the BJP, the Congress alleged that the incident exposed the 'hollowness of the BJP's slogan of Beti Bachao, Beti Padhao campaign'. 'It is a disturbing case. An impartial, high-level investigation should be carried out,' said state Congress vice president Suryakant Dhasmana. 'She was relieved of all responsibilities and posts in August 2024 for being inactive and not assuming responsibility properly. Now, she has been expelled from the party's primary membership with immediate effect,' BJP leader Ashutosh Sharma said.

Delhi woman's body found in suitcase in UP's Hapur, friend arrested in murder case
Last week, an unidentified body of a 24-year-old woman was found stuffed inside a suitcase in Uttar Pradesh's Hapur district. On Friday, police arrested her 29-year-old friend for allegedly killing her. According to police, the accused has been identified as Satendra Yadav, a resident of Delhi's Vinod Nagar, who worked with a private real estate company in the Capital. Police claimed that they have also recovered the woman's bank passbook, Aadhaar card, two mobile phones, and a car from Yadav's possession. On May 30, the Hapur Police had recovered the body of the woman, Neelesh, stuffed inside a suitcase, near a canal in Sikheda village under the jurisdiction of Pilkhuwa police station limits. 'The woman was a resident of Trilokpuri in Delhi,' said Station House Officer, Pilkhuwa, Patniash Kumar. 'Her body was discovered in a decomposed state with visible marks indicating strangulation. During questioning, Yadav told the police that they had been in a relationship for over three years. Neelesh, who worked with a private firm, had given Yadav Rs 5.25 lakh during their relationship. Around October last year, she got to know that she had been suffering from a kidney ailment and was admitted to Delhi's Dharamshila hospital,' the SHO told The Indian Express. 'Yadav used to meet Neelesh at the hospital regularly. However, tensions developed in their relationship last year when Yadav took a trip to Patiala… and he suspected Neelesh of being involved with someone else. He claimed that her phone was frequently busy [when he would call her] and attempts [by him] to check it were blocked by a phone lock,' Kumar said. According to the police statement, Yadav claimed that Neelesh visited his room on May 28 to demand her money. But, police said, he lost his temper and allegedly strangled her using her scarf. 'He then stuffed her body into a suitcase, which he had in his room. Later that night, he drove to the Sikheda canal road, a route he frequently used to avoid toll taxes, and dumped the suitcase,' a police officer said. 'We recovered the vehicle used in the crime, along with documents, a mobile phone, and other evidence. CCTV footage also supports the sequence of events described by the accused,' Superintendent of Police, Hapur, Kunwar Gyananjay Singh said.
