Prepare proposals for abolition of NALA Act: Cabinet sub-panel
VIJAYAWADA: The Cabinet sub-committee for introducing reforms in Revenue department directed the officials to prepare proposals for abolition of NALA Act.
The Cabinet committee led by Minister for Revenue Anagani Satya Prasad, Minister Payyavula Keshav and Minister P Narayana met at the Secretariat on Wednesday and discussed on the NALA Act.
Speaking on the occasion, Minister for Finance Payyavula Keshav said that the officials were asked to prepare draft proposals for abolition of NALA Act. He said for using agricultural land for other purposes, people are forced to make rounds to different offices and after noticing the problems of people, Chief Minister Chadnrababu Naidu announced abolition of NALA Act during thea Collectors' conference.
The Minister said officials were asked to prepare proposals to make the procedure easy in which people who are developing ventures and utilising the agricultural land for other purposes can get land transformation by paying necessary tax without making rounds to offices.
He said based on the complaints of people, the State government decided to abolish NALA Act and reduce land tax.
The Minister said the issue will be discussed in the cabinet meeting to be held on June 19.

State-owned Bharat Sanchar Nigam Limited (BSNL) is set to install an additional one lakh (100,000) 4G towers following the successful deployment of its first one lakh towers this month, said the Minister of State for Communications Pemmasani Chandrasekhar. The minister, in an interview with TNIE, revealed that the Department of Telecommunications (DoT) will soon seek Cabinet approval for the next phase of BSNL's 4G expansion in the country. 'After successfully installing 100,000 towers with optimal 4G equipment, we will approach the Cabinet and Prime Minister Narendra Modi to approve another 100,000 towers,' said the minister. 'We also plan to increase BSNL's cash flow, which will enable us to install more 4G and 5G equipment and to monetize BSNL's assets.' BSNL opted for indigenous 4G technology instead of foreign-made equipment used by private telecom service providers such as Reliance Jio, Bharti Airtel, and Vodafone Idea. This is one of the key reasons the telecom operator is yet to roll out its commercial 4G and 5G services in the country. The company awarded a contract in May 2023 to a Tata Consultancy Services (TCS)-led consortium including Tejas Networks, the Centre for Development of Telematics (C-DOT)—India's telecom technology development center, which developed the 4G core—and ITI Ltd, to provide 4G equipment for 100,000 new telecom towers. The contract also includes network gear worth about `13,000 crore, third-party components, and a 10-year annual maintenance contract (AMC).

Patna: CM Nitish Kumar on Thursday made several key announcements for representatives of the three-tier panchayati raj system, including a 1.5-fold increase in their monthly allowances. The announcements were made during a meeting with gram panchayat, panchayat samiti and zila parishad representatives at the CM Secretariat here. Nitish also said that the construction of panchayat sarkar bhawans would be completed in all panchayats before the upcoming assembly elections. According to an official statement, the CM made six major decisions. These included an ex gratia of Rs 5 lakh to be given in case of normal deaths of panchayat representatives during their tenure. Earlier, this amount was only provided in cases of accidental deaths. In addition, panchayat representatives suffering from illness will be eligible for health assistance through the Chief Minister's Medical Assistance Fund. The CM also asked district officials to process applications for arms licences submitted by panchayat representatives within the stipulated time frame, in accordance with rules. "We have set a target to complete the panchayat sarkar bhawans in all gram panchayats before the elections," the CM said. "For this, the state govt has also approved the remaining 1,069 new panchayat sarkar bhawans. Orders are being issued to transfer the construction responsibility to the respective gram panchayats. Addressing the PRI representatives, Nitish said, "It is a matter of great happiness that this meeting has been organised. I was informed about your demands by the chief secretary and departmental officials. The panchayati raj department is taking action on most of them in line with the rules. Many of your demands have been fulfilled today." The CM also recalled the introduction of 50% reservation for women in the panchayati raj system in 2006 and in municipal bodies in 2007. "A large number of women are now leading society as elected representatives. We have worked for the development of all sections. We continue to engage with the representatives," he said.

After nudge by high command, Cabinet gives nod for fresh survey of castes
Nudged by the Congress high command, which had been petitioned by the politically-dominant Vokkaliga and Veerashaiva-Lingayat communities against accepting the Socio-Economic and Education Survey (caste census) report, the Karnataka Cabinet on Thursday gave its nod for a fresh survey. The Congress high command, on Tuesday, suggested to the Karnataka government to hold re-enumeration of caste data within a stipulated time to address concerns of some communities who complained of being 'left out.' With the Cabinet decision, the caste census of 2015 — which had been conducted for the first time during the colonial times in 1931 — is no longer valid. Reason for re-survey Saying that the lapse of 10 years since the conduct of the survey, by the Karnataka State Commission for Backward Classes headed by H. Kantharaj in 2015, as the reason for re-survey, Chief Minister Siddaramaiah, in the post-Cabinet briefing, told presspersons: 'As per the Karnataka State Commission for Backward Classes Act, 1995, a fresh survey is mandated every 10 years. A lot of changes would have taken place in this last 10 years in the social and educational realm.' He also said that the Cabinet had, in principle, agreed to the survey report submitted by Mr. Hegde. When Mr. Siddaramaiah's response was sought on if the State government was under pressure from the high command, the Chief Minister said: 'The process was on. The high command has also advised for a new survey. We are not doing it just because they asked us to do a new survey. We have not succumbed to the pressure of the high command.' Asked why the State Cabinet had accepted the report in April, 2025, when it was nearly 10 years (survey conducted between April 11-2015 and 30 May, 2015), the Chief Minister said: 'It was only after discussions started that we realised that by law and Constitutional provisions it has to be done after a lapse of 10 years. As per Section 11 of the Act, any report after 10 years is not tenable. The provisions in the Act is clear that a new survey has to be conducted every 10 years after which a new list of backward classes could be drawn by either deleting existing castes or adding new castes.' It was also pointed out to the Chief Minister that when Mr. Hegde submitted his report, the survey had not completed 10 years. Within 90 days Stating that the fresh survey work would be completed 'within 90 days of notifying', he said that members to the backward classes commission will be appointed in the 'next two to three days'. Currently, barring chairman Madhusudan R. Naik, who was appointed in February 2025, posts of nominated members are vacant. Government appoints five members to the commission besides the chairman. It may be mentioned here that when the first Siddaramaiah-led government conducted the first survey in 2015 at a cost of ₹165 crore, Karnataka was the first State in the country to undertake the survey after the national exercise conducted by the British in 1931. Bihar and Telangana have done the survey after Karnataka completed the survey.
