
Upper Kuttanad farmers to boycott upcoming paddy season over payment delays
As part of it, farmers from the M.N. Block paddy fields in Kumarakom have resolved to boycott paddy cultivation for the upcoming puncha season. The M.N. Block Padashekhara Samiti, which oversees cultivation across 1,300 acres, announced the decision after repeated discussions with Supplyco failed to yield any progress regarding the disbursement of pending payments. The M.N. Block is among the largest paddy-growing regions in the district, covering areas under the Kumarakom and Thiruvarppu Krishi Bhavans and comprising five group farming committees.
In addition to the payment crisis, the Samiti has flagged several other pressing issues that have contributed to their decision including the failure to provide quality seeds on time, the absence of price revisions despite rising costs of fertilisers, pesticides and labour and mounting expenses due to stagnant subsidies for water pumping.
The Samiti's resolution was formally communicated to relevant authorities, including the Principal Agricultural Officer, said T.K. Sasidharan Thottupuram, General Convener of the Padashekhara Samiti.
Reports indicate that ₹89.5 crore remains outstanding to farmers for the paddy procured in the season that ended in May. Of this, only ₹27.6 crore has been disbursed so far.
Supplyco issues payments as loans against Paddy Receipt Sheets (PRS), which serve as the official confirmation of procurement. These PRS-based loans function as the farmers' actual payment, and the current delays are severely hampering preparations for the upcoming puncha season across Kuttanad and Upper Kuttanad. For many farmers, these payments are essential to fund the next cycle of cultivation.
M.K. Dileep, Secretary of the Upper Kuttanad Karshika Vikasana Samiti, urged the Centre to immediately release the ₹1,100 crore owed to the State for paddy procurement, instead of citing technicalities to delay it further.
'We also call on the state government to present a dedicated budget for the agricultural sector, rather than allocating funds piecemeal through various departments. Only a separate, sector-specific allocation can effectively address the challenges faced by paddy farmers,' he said.

Ganpati mandals decry hike in pothole penalty from ₹2,000 to ₹15,000, seek roll-back
Mumbai: The Brihanmumbai Sarvajanik Ganeshotsav Samanvaya Samiti, an umbrella body of Ganpati mandals from across the city, on Sunday urged the Brihanmumbai Municipal Corporation (BMC) to scrap the recent hike in penalty for potholes near Ganpati pandals from ₹2,000 to ₹15,000 per pothole. Representative Image (PTI) The hike will place unreasonable financial burden on organisers of the festival and leave them susceptible to penal action, said advocate Naresh Dahibawkar, chairman of the Samiti which represents around 2,000 Ganpati mandals. 'Such strict enforcement is not there even for contractors who construct poor roads,' said Dahibawkar. 'We will follow up with both the BMC and the state government to seek cancellation of the fine.' For several years now, the BMC has been levying penalties on Ganpati mandals for potholes found in the vicinity of Ganpati pandals after the festival. Till last year, the penalty was ₹2,000 per pothole. But on July 21 this year, the civic body issued a circular notifying a hike in the fine to ₹15,000 per pothole. Ganpati mandals across the city, including the richest and most popular ones, were alarmed by the decision. More so because they were expecting some concessions after the state government, on July 10, declared Ganeshotsav the state festival. At a meeting of the Samiti held on Saturday in Dadar, representatives of various mandals raised concerns about the hike, and unanimously resolved to urge the authorities for a rollback. 'Many mandals take the initiative to fill potholes after the festival,' said a mandal representative who attended the meeting. 'Yet, the BMC is targeting mandals. This is grossly unfair.' Mandal representatives also raised other concerns during Saturday's meeting, including BMC's insistence on undertakings for immersion of plaster of paris idols, the need for insurance coverage for both mandals and devotees, and coordination with traffic and police officers during the 10-day festival. After listening to concerns of various mandals, the Samiti resolved to take up the demand for scrapping the penalty hike with the civic body and the state government. It also constituted two sub-committees – one each for the eastern and western suburbs – to better address hyperlocal issues faced by mandals.

Around 89 per cent of train tickets being booked online: Rail Minister
New Delhi, Jul 25 (PTI) Prospective train passengers can book reserved tickets either online or through computerised Passenger Reservation System counters, and around 89 per cent of tickets are being booked online, Railway Minister Ashwini Vaishnaw apprised the Rajya Sabha in a written reply on Friday. He responded to questions regarding recent initiatives related to digital reservations and deactivation of crores of dubious User IDs by the Indian Railway Catering and Tourism Corporation (IRCTC) 'With a view to curb malpractices in the ticket booking system, IRCTC has recently deactivated over 2.5 crore user IDs, as their credentials were found to be suspicious during extensive data point analysis," the Railway Minister said. He added, 'On Indian Railways, the demand pattern of reserved accommodation is not uniform throughout the year, and it varies over lean and peak periods. The trains running on popular routes and convenient timings are generally well patronised. However, in other trains, accommodation is generally available." Vaishnaw presented various steps taken by the Ministry to improve passenger access to confirmed tickets, ensure transparency and proliferate digital modes. 'Reserved tickets can be booked either online or across computerised Passenger Reservation System (PRS) counters on a first cum, first-served basis. Presently, around 89 per cent of total tickets are being booked through online mode," Vaishnaw said. 'At PRS counters, the facility of making payments through digital modes has been provided. With effect from 01-07-2025, tickets under the Tatkal Scheme can be booked through the website of the Indian Railway Catering and Tourism Corporation (IRCTC)/its app only by Aadhaar-authenticated users," he said. He said that agents are barred from booking opening-day Tatkal tickets during the first 30 minutes of the opening of Tatkal reservations. Vaishnaw stated that the waiting list position of the trains is monitored on a regular basis, and in order to cater to additional demand, Indian Railways operates special train services and augments the load of trains to generate additional accommodation, subject to operational feasibility. 'Further, schemes like Alternate Train Accommodation Scheme (ATAS), known as VIKALP and Up-gradation scheme have been introduced to provide confirmed accommodation to waitlisted passengers and also to ensure optimal utilisation of available accommodation," he added.
