Third tuition hike could be coming for Austin Peay State University undergrads

Austin Peay State University could see another tuition and fees increase for undergraduates.
The Board of Trustees will discuss a 5% hike during its April 11 meeting, the university announced Wednesday.
If approved, the increase would be the highest the university has seen in the last three years, and a little below the maximum range of 6.5% set by the Tennessee Higher Education Commission (THEC).
"APSU is exercising prudent fiscal stewardship with a limited tuition and fee increase," an APSU public notice said. "The revenue derived from the increase will be used for enhancing student experiences and to address rising salary and contractual costs of the university."
Public comments about the proposed increase can be submitted ahead of APSU's Board of Trustees meeting via the Tuition Transparency and Accountability website or by mail to the Secretary of the Board at P.O. Box 4576, Clarksville, TN 37044.
They will be accepted through April 9.
This the third year in a row APSU has considered a tuition hike. The university passed increases of 4% and 3% during the last two years.
In June, before the board voted to raise tuition by 4%, many members said they were reluctant to go through with it, but felt it had to be done.
"We want to make college affordable for everyone, and I think this university has tried to do that the best they can," APSU Trustee Phil Roe said at the time. "4%, I'd like to see zero, and it's about what inflation is and the cost for this university. Whether it's food or electricity or our personnel goes up just like anybody else, it's a business."
In 2023, when the Board voted to raise undergrad tuition and fees by 3%, APSU Board Chair Don Jenkins said the increase wasn't something board members took lightly.
"Inflation has raised by 10%, and we're raising tuition by 3% to offset the cost of salaries, but we are aware of the economy," he said.
The 2023 increase was the first time the university had raised tuition since June 2021. Then, it increased by 1.6% and fees increased by 2% for the 2021-22 academic year.
Jenkins said that while he hates to see another increase, the board realizes they have to stay competitive with goods and services like every other industry.
"I think one of the things we need to consider is that when inflation was running about nine to 10%, we raised 3%," he said. "We went in the hole when we had the greatest amount of inflation."
A possible raise in tuition isn't the only thing coming for APSU students for the 2025-26 academic year.
Austin Peay announced in December that it would launch a Tuition-Free program for Tennessee residents beginning in Fall 2025.
The program will cover the last dollar amount of tuition and related education fees that aren't covered by federal or state grants, scholarships, discounts or Veterans Education Benefits.
It is for incoming freshman and transfer students who:
Tennessee residents or graduates of Fort Campbell High School
Household incomes doesn't exceed $75,000 per year
Qualify for the HOPE Scholarship
Enroll as full-time students beginning in Fall 2025 or later
Have not previously earned a Bachelor's degree
In addition to the university's other qualifications, students must meet three other qualifications for the program:
Students must be admitted to APSU
Complete the FAFSA
Sign up for Governors Orientation by May 1, 2025

Jun. 13---- Board members on Thursday authorized entering into contract negotiations for the superintendent position with Tim Tydlacka, according to School Board Chair Todd Frank. Tydlacka was one of three finalists that participated in both a meet-and-greet and second interview for the position on Thursday, June 12. The other two finalists were Eric Martinez, Junior/Senior High principal at Madelia Schools, and Judd Wheatley, 6-12 principal at MACCRAY Schools. Tydlacka has served as the K-12 principal at Cyber Village Academy in Minneapolis for the past two years, according to his LinkedIn profile. Prior positions include executive director at Harbor City International School in Duluth, English teacher at Minnesota Math and Science Academy and high school English teacher at various other schools. He holds a superintendent license and a K-12 principal license from St. Mary's University, a master's degree in education from the College of St. Scholastica and a bachelor's degree in English/language arts teacher education from Minnesota State University — Moorhead, according to his LinkedIn profile. Tydlacka will be replacing Superintendent Jim Menton. The BOLD School Board decided in a split 4-2 vote in April not to renew Menton's contract. Board members at the April 28 meeting cited concerns over the district's financial predicament and worries that the community will not trust the board and current superintendent to solve it when making the decision. The district is on track for a $700,000 shortfall or greater in this year's budget. It could grow to as large as $900,000 in what Menton described as a "worst-case scenario." The district's financial mess came to light following the resignation of the school district's business manager in September. that the district had asked for a criminal investigation into the business manager's actions.

In 2023, the company was generating fewer loan originations than they had in 2016 despite a cost structure that several folds higher. Boasting about its insufficient February 2023 plan to reduce expenses by a paltry $38mm over the course of a year. • That the Company thought $38mm in cost cuts was "very disciplined" speaks to how off base management was in assessing its own cost position.1 • When we approached the Company in March 2023, we called for a minimum of $150mm in additional costs cuts and for Oportun to refocus on its core lending business. Management pushed back in our private calls before partially pivoting on costs, announcing an additional cost cut of $78mm-$83mm, far short of what we believed was necessary. Excluding the fact that the Company was on the verge of bankruptcy at the time of its pivot on cost cuts. • Unforced errors by the Board and management almost bankrupted the Company.2 Oportun's leadership does not deserve credit for narrowly avoiding this crisis of their own making. • Given the further deterioration in Oportun's credit performance over the 2023 period, the cost cuts required to right-size the business would grow considerably over the course of 2023. • Management's slow and insufficient cost cuts led to the dilution of 42% of Oportun's outstanding shares from Q1 2023 to today.3 Ignoring Findell's advocacy for better capital allocation and the impact that Scott Parker and Richard Tambor have had on the Company. • Operating metrics, such as cost per loan, only began to improve after our entreaties in early 2023. • OpEx per loan flatlined again during the second half of 2023 until Mr. Parker and Mr. Tambor – who we identified – joined the Board and drove a much further reduction in the Company's OpEx per loan. • OpEx per loan improved by 61% from the date of our first letter to Oportun in Q1 2023 through Q4 2024 with much of that reduction coming after the arrival of Scott Parker.4 The attempts by the legacy Board members to take credit for these improvements are, in our view, part of a transparent effort to maintain their positions, despite a track record of poor total stockholder returns. The facts speak for themselves: the turnaround in Oportun's operations is directly tied Findell's engagement and the addition of Mr. Parker and Mr. Tambor.
