An overbridge too far: Underconstruction Para ROB hits an unusual hurdle

Lucknow: Flyovers and overbridges are meant to shorten distances for commuters. But for residents of Lucknow's Para, there's an overbridge too far to cross. Or, rather, it has become a flyover that goes nowhere.
An underconstruction railway overbridge on Krishnanagar-Kesarikheda crossing in Para on Lucknow-Kanpur rail section has met an unexpected hurdle — a two-story building that has blocked the passage and stalled the further construction of the overbridge. The images of underconstruction ROB getting blocked at the building have gone viral on social media and triggered a meme storm.
The reel has already garnered over 17,000 likes, 47,000 shares, and 915 comments.
The reel shows iron bars from the flyover seemingly connecting directly to the building. Some netizens have dubbed it as the "eighth wonder".
The construction has been halted for the past three months. Reason: Eight houses and shops stand directly in the construction path, and their owners haven't received the adequate compensation for land acquisition. While construction continues in unaffected areas, this critical bottleneck remains untouched.
Areas bearing the brunt of this delay include Maharajapuram, Balkrishna Nagar, Panditkheda, Kesarikheda, Gangakheda, Laxmi Vihar, Bhawanipuram, and Ganeshnagar.
The ROB was designed to ease commute between Indralok Colony (near Krishnanagar's Traffic Park) and Kesarikheda and help around 5 lakh residents in surrounding areas like Maharajapuram, Panditkheda, and Gangakheda, who grapple with severe traffic jams, especially during peak hours.
The Krishnanagar-Kesarikheda crossing shuts for more than 60 times daily to give passage to trains. Commuters face frustrating 15-20 minute waits with each closure. Residents had for long been demanding an overbridge and their wish was fulfilled by defence minister and Lucknow MP Rajnath Singh, who got the approval for the project from the state govt and railways.
The foundation stone for the 2-lane and nearly a kilometre-long ROB, being built at cost of Rs 74 crore project, was laid by Rajnath on July 17, 2023.
Work began in Feb 2024 and 75% of the project is already complete.
Rajnath's PRO Raghuvendra Shukla said there was an issue in land acquisition as the owner of the land illegally occupied some railway land, and the matter was in court. Now, the issue has been nearly resolved after the intervention of the district administration and work will resume post-demolition of the said building, he added.
A senior official from UP Bridge Corporation confirmed that the issue is resolved and work will resume soon.

Kolkata: The West Bengal government has approached the Supreme Court seeking revision of the earlier order related to the clearing of pending dearness allowance. State secretariat sources said in the petition at the Apex Court, the state government had also sought certain clarifications on certain points of the order that was delivered last month. However, the sources added, while moving the petition, the state government is carrying out the preparatory process for paying 25 per cent of the pending dearness allowance dues within the stipulated date. "However, the Supreme Court is on vacation now. Therefore, even though the petition has been filed, it may not be listed for hearing until the vacation period is over. So the state government has kept the preparatory process on for paying the 25 per cent of the pending dearness allowances dues within the Supreme Court stipulated deadline, to avoid any possibility of contempt of court," said a senior official of the state government who did not wish to be named. The immediate payment of 25 per cent of the pending dearness allowance dues will result in an immediate drain-out of over Rs 10,000 crore from the state exchequer, as per calculations of the state Finance Department. Currently, government employees in Bengal receive dearness allowances at a rate of just 18 per cent, as against 55 per cent received by their counterparts in the Centre and many other state governments. The state Finance Department employees also apprehend that this drain-out might also impact some monthly payments under different welfare schemes run by the state government. Last month, Chief Minister Mamata Banerjee indirectly blamed the Union government for the DA crisis. She claimed that since the Union government had frozen payments under various centrally-sponsored schemes to the state government, the latter had to continue those projects with its own money, as a result of which there was constant pressure on the state exchequer.

Shimla, June 12 (UNI) Highlighting prolonged government inaction, the district judge (forest) Ajay Mehta has directed the attachment of key government properties, including the PWD rest house at Tara Devi, two official vehicles from the PWD headquarters, furniture, computers, and heaters, over non-payment of land compensation to farmers for the past 27 years. The case pertains to land acquired in 1998 by the Public Works Department (PWD) Rohru division for the construction of the Baidhar-Thana-Tikkar road. Approximately 15 bighas were acquired, including apple orchards, and the land acquisition officer had initially assessed compensation at Rs. 6,252 per apple plant. Unsatisfied with the award, landowners from Tikka -- Diwan Chand, Bhajan Das, Inder Singh, Narain Chand, Bahadur Singh, Nihal Chand, Jagdish, Mohan Chand, Jai Krishan, and Rameshwar -- moved court in 2012. In 2017, the additional district and sessions judge ordered an enhanced compensation of Rs 26,575 per plant. However, the state failed to implement the order or deposit Rs 2.5 crore compensation, prompting the petitioners to file an execution petition in 2020. The court noted that despite three prior orders to attach government property, no action was taken to disburse the compensation. It further observed that both the secretary (PWD secretariat) and the Land Acquisition Officer (Winter Field, Shimla) failed to cooperate with court proceedings. While the state government has now sought an additional four months to deposit the dues, the next hearing has been scheduled for June 18. The court has made it clear that the attachment orders will remain in force until then. In a related matter, a single bench of Justice Ajay Mohan Goel of the Himachal Pradesh High Court recently ordered the attachment of Himachal Bhavan and 18 properties of HPTDC over unpaid arbitration awards and pending dues of retired employees, reflecting a broader trend of judicial strictness over financial defaults by the state.
