
Bengal govt moves Supreme Court seeking revision of order concerning pending DA
Kolkata: The West Bengal government has approached the Supreme Court seeking revision of the earlier order related to the clearing of pending dearness allowance.
State secretariat sources said in the petition at the Apex Court, the state government had also sought certain clarifications on certain points of the order that was delivered last month.
However, the sources added, while moving the petition, the state government is carrying out the preparatory process for paying 25 per cent of the pending dearness allowance dues within the stipulated date.
"However, the Supreme Court is on vacation now. Therefore, even though the petition has been filed, it may not be listed for hearing until the vacation period is over. So the state government has kept the preparatory process on for paying the 25 per cent of the pending dearness allowances dues within the Supreme Court stipulated deadline, to avoid any possibility of contempt of court," said a senior official of the state government who did not wish to be named.
The immediate payment of 25 per cent of the pending dearness allowance dues will result in an immediate drain-out of over Rs 10,000 crore from the state exchequer, as per calculations of the state Finance Department.
Currently, government employees in Bengal receive dearness allowances at a rate of just 18 per cent, as against 55 per cent received by their counterparts in the Centre and many other state governments.
The state Finance Department employees also apprehend that this drain-out might also impact some monthly payments under different welfare schemes run by the state government.
Last month, Chief Minister Mamata Banerjee indirectly blamed the Union government for the DA crisis.
She claimed that since the Union government had frozen payments under various centrally-sponsored schemes to the state government, the latter had to continue those projects with its own money, as a result of which there was constant pressure on the state exchequer.

ED restores properties worth Rs 611 cr to AgriGold victims
Hyderabad: Enforcement Directorate , Hyderabad, has restituted properties worth Rs 611 crore to thousands of victims of the AgriGold ponzi scam in Telangana, Andhra Pradesh and Karnataka. The group had collected over Rs 6,000 crore from investors making fraudulent promises. The present market value of these attached properties is estimated to be more than Rs 1,000 crore. ED had earlier restituted properties worth Rs 3,339 crore (present market value of more than Rs 6,000 crore) in Feb. The total value of properties restituted in this case now stands at Rs 3,950 crore (present market value of more than Rs 7,000 crore). In May, ED filed a restitution application under Section 8(8) of the Prevention of Money Laundering Act (PMLA) before the special PMLA court of the metropolitan sessions judge, Hyderabad, for release of properties attached by it to the Crime Investigation Department (CID), Andhra Pradesh. CID had earlier attached these properties. The court allowed the ED's petition and the attached properties will now be restored to the victims under the provisions of the Andhra Pradesh Protection of Depositors of Financial Establishments Act. The attached assets for which restitution has been allowed include 397 parcels of agricultural land, residential/commercial plots and apartments. The companies had collected deposits from around 19 lakh customers and 32 lakh account holders in the name of real estate investment with a promise of high returns or a residential plot. "Investigation revealed that AgriGold group ran a fraudulent collective investment scheme in the guise of real estate business, for which more than 130 companies were floated. These companies used to collect deposits as 'advances for plots' from depositors, without commensurate land being available with the company," the agency said in its provisional attachment order. ED said, "The accused lured lakhs of gullible persons and got deposits. These funds were diverted to various industries such as power, dairy, entertainment etc., without the knowledge of depositors. The companies defaulted on returning the deposits either in cash or land. Thousands of commission agents were engaged by AgriGold to lure people, and they managed to collect around Rs 6,380 crore from more than 32 lakh investors. " During the course of the PMLA investigation, ED had attached movable and immovable properties across various states worth around Rs 4,141 crore. ED also arrested company officials Avva Venkata Rama Rao, Avva Venkata Seshu Narayana Rao and Avva Hema Sundara Vara Prasad in Dec 2020 and filed a prosecution complaint before the special PMLA court, Nampally, against 14 accused persons and entities in Feb 2021. Cognisance of the offence of money laundering was taken by the court in Aug 2023. Subsequently, a supplementary prosecution complaint was filed on March 28, 2024, against 22 accused, and court took cognisance in Nov 2024. Elevated Rotary Road Being Explored For Medical Square: Gadkari
1 2 3 4 Nagpur: An ambitious project to alleviate traffic woes at the busy Medical Square is being contemplated by Union minister Nitin Gadkari . The Nagpur MP on Thursday said he is ideating upon a project to build an elevated rotary road to help ease the traffic flow. In a brief statement about it, Gadkari said, "At Ashok Chowk, we are planning to construct a signal-less square, like a roundabout rotary. Another thing I have in mind is, Medical Square. To build an elevated road (rotary) there." The Union minister clarified that these are in the conceptualization stage. Regarding the Liberty Square flyover, Gadkari said that the design is faulty, but it will be rectified. "I have already prepared a proposal for Rs34 crore and it has been sent for clearance. A new design has been readied for it," said Gadkari, while addressing the media on Thursday. The flyover has three landings, one at Katol Road, one at Mankapur and one between LIC Square and RBI Square. It's the landing at the latter section which is being redesigned, and it's likely that another landing might connect on the road going towards LIC Square. At this point Gadkari even called his official from the sidelines and enquired about the status of that file. After speaking with the official, Gadkari said "Work will start soon and the problem will be solved. Giving an update on other flyovers of the city, Gadkari first spoke about the Kadbi Chowk flyover going towards Mominpura. "All permissions have been taken and the issue (for delay) is due to encroachment at Mominpura. We have given the work to MahaRail and this will benefit everyone because directly from Mominpura you can connect to Kamptee Road." About the Pachpaoli flyover, Gadkari said, "For the flyover from Kamal Talkies, we are using the latest technology from Malayasia for construction. At Kamal Chowk, we will build a huge market where all vendors will get space." He added that a lot of flyovers have been built or approved for Nagpur, which will ultimately provide succour for traffic movement. In East Nagpur, which has got many flyover projects, Gadkari joked that there is now no space remaining. "MLA Krishna Khopde has got so many projects approved that no space is left vacant. I told him that only a 2m wide lane remains in one of the localities, and maybe we should construct one flyover here too," said Gadkari.
