Unpacking claim LAPD officers shot photographer on rooftop during 2025 ICE protests

On June 10, 2025, following a weekend of protests against immigration enforcement actions in Los Angeles, a claim (archived) circulated online that Los Angeles Police Department (LAPD) officers shot a photographer filming protesters from a rooftop.
The footage came from a June 9, 2025, news livestream (archived). That stream showed a person on a rooftop near First Street and Los Angeles Street stumble backwards and fall, dropping a small, dark item as they did so. After about 10 seconds, the fallen person was able to get back up and be escorted off the rooftop.
The claim circulated on X (archived) and Instagram (archived).
However, Snopes could not independently verify whether the person seen falling down on the rooftop was a photographer shot by an LAPD officer. The LAPD did police (archived) a protest near First Street and Los Angeles Street on June 9, eventually authorizing (archived) the use of "less lethal munitions," according to its X account.
These munitions include things like tear gas and rubber bullets. According to the LAPD, "Less lethal munitions may cause pain and discomfort."
We found no credible reports of a photographer being shot by police on June 9, though journalists and photographers were injured by rubber or plastic bullets on two previous days of protest.
The LAPD media relations division referred us to their X account when asked about the video, which did not mention this particular incident.
Organizations including the Committee to Protect Journalists and Reporters Without Borders had tracked between 20 and 27 incidents involving journalists and law enforcement officers in LA since June 6, 2025, at the time of this writing.
The Los Angeles Press Club keeps a running tracking document of incidents. This document did not list any recorded incidents of a photographer or journalist being shot on June 9 at the time of this writing.

A pursuit suspect and three passengers were taken into custody after a dangerous high-speed pursuit that began in downtown L.A. Wednesday night. L.A. police initiated the pursuit at around 10:40 p.m. after the suspect reportedly drove through a police skirmish line in the area of Beverly Boulevard and Wilshire Drive where officers were attempting to contain anti-ICE protesters. From downtown, the driver got on the 110 Freeway where they hit speeds of more than 100 miles per hour while weaving through lanes of traffic with lights blacked, coming dangerously close to sideswiping other motorists. After making it to the southbound lanes of the 405 Freeway, just after 11 p.m., officers with the California Highway Patrol took over the pursuit, prompting the suspect to attempt a U-turn, trying to exit the freeway going the wrong way on an on-ramp. U.S. Marshal wrongly detained by ICE agents in lobby of federal building Police quickly came up behind the suspect, foiling the attempt, though the suspect whipped the vehicle around and continued the chase into Torrance where they exited the freeway and hit speeds of 80 miles per hour on surface streets with CHP trailing the vehicle. While law enforcement was tracking the suspect from the air and the ground, a tire appeared to come off the car near 8th Avenue in L.A. That's where the suspect brought the car to a stop, bailed from the vehicle and continued the pursuit on foot. Editorial: Trump's cruel new travel ban — Again, he seeks to block all visits from a handful of countries

Starting today, the Trump administration will impose a long-expected revamp of the cruel policy that made it very clear during the early days of his first term that the president was not bluffing on his desire to indiscriminately target entire classes of immigrants in his promised crackdown: the travel ban. This time, President Donald Trump has singled out Afghanistan, Myanmar, Chad, Congo Republic, Equatorial Guinea, Eritrea, Haiti, Iran, Libya, Somalia, Sudan and Yemen for full bans, with seven others restricted. While the authority that Trump is leaning on does exist in the law and has been used by prior presidents, these uses were things like barring entry of people engaged in 'actions or policies that threaten the peace, security, or stability of Burundi.' It was not until Trump and Stephen Miller that a president even attempted to expand this law to claim that entire countries are somehow detrimental to U.S. interests or inherently dangerous. It was a weak enough argument that, during his first term, Trump's first two iterations of what is now known as the Muslim Ban were struck down, only for the Supreme Court to allow a third after the administration threw in Venezuela and North Korea to claim that it was not motivated by any racial or religious animus. This was a procedural trick and everyone knew it; there was no basis for this move other than wanting to keep certain people out of the country. No one has to nor should pretend that the old ban nor this one have anything to do with protecting the United States, just the same Miller's zeal for ICE arrests does not, by his own recent admission, have anything to do with clamping down on criminality but rather taking as many people into custody as possible, for the simple fact that they are immigrants. We would challenge Miller and the other officials rolling out the travel ban to explain why, for example, an ailing Haitian grandmother who wishes to come to the United States to receive our world-class cancer treatment should be presumptively barred from doing so. Yet, we don't really think that they have any real interest in explaining the logic because whatever logic is secondary to the overarching objective of barring some kinds of people from the United States. The administration will claim, as it did during the first term, that there are reasonable carve-outs to these orders, but we can't say we really trust them to apply these standards cogently or fairly. After all, they've already made something of a habit of arbitrary violations of law, as demonstrated by D.C. Federal Judge James Boasberg's recent ruling that the entirety of the administration's Alien Enemies Act removals of Venezuelan nationals to the CECOT mega-prison in El Salvador were unlawful, and that the administration should prepare to bring those individuals back to the United States. Shame on the high court for validating this overreach in the president's power to regulate immigration, which serves no purpose than throwing red meat to the base and collectively punishing innocent people from whole countries based on vague national security concerns or, to be more accurate and specific about it, their ethnic and religious background, in violation of our principles as a nation. _____
