Bengaluru: Bruhat Bengaluru Mahanagara Palike (BBMP) has imposed a total penalty of Rs 47.2 crore on major telecom service providers for gross violations of optical fibre cable (OFC) installation norms across the city.

More than 16 private firms were fined for unauthorised laying of cables, exceeding approved duct lengths, and other breaches of protocol. Additionally, another Rs 4.4 crore in penalties was imposed on various private agencies for laying OFCs without authorisation.
Despite these violations, BBMP has lifted its nearly two-year ban on issuing new OFC-laying permissions. Officials say this is both a regulatory and revenue-driven move, given the city's digital dependence.
"We aren't against digital infrastructure. But it must come with accountability. We've seen dangerous and illegal cabling all over Bengaluru — from trees, lamp posts, and across footpaths. Our intent now is to regularise this with strict fees and enforcement," a senior BBMP official said.
Over the past decade, telecom and internet providers have laid more than 15,000km of OFC across Bengaluru. This activity became a significant revenue stream for the civic body, with year-on-year income rising steadily — from Rs 6.8 crore in 2012-13 to Rs 162 crore in 2021-22.
Notably, the year 2016-17 saw a revenue of Rs 167 crore, while in 2014-15, it was Rs 137.6 crore. Even during the pandemic-hit 2020-21, the civic body collected Rs 77.3 crore from OFC-related permissions.
However, recent years have seen a dip, with just over Rs 3 crore collected in 2024-25 so far, thanks to the halt in new approvals.
Earlier, BBMP stopped granting permissions after freshly asphalted roads were dug up by telecom companies, triggering a public outcry.

Potholes and footpath damage led to a blanket halt and even revocation of earlier permissions. "We've now reintroduced the OFC permission system with revised, stricter charges — Rs 600 per metre (for up to three ducts), Rs 3,000 for each OFC junction, and Rs 1,500 for junction boxes fixed to poles.
The telecom firms have agreed to these terms," added the official.
However, unauthorised practices remain rampant. Companies that obtained permission for 10km often ended up laying 80-100km of cable.
In many instances, after one company lawfully installed a duct, 3-4 others piggybacked on the same space without paying the civic body.
To avoid repeated road-cutting, BBMP constructed 130km of common ducts. But legal cabling was carried out in only 60km of ducts. The civic body sees this as a major loss in potential revenue. So far, revenue generated from OFC permissions has crossed Rs 1,129 crore.
Enforcement dilemma
BBMP has assigned ward-level engineers the task of removing unauthorised cables on local roads, while engineers from the infrastructure and planning divisions are tasked with action on arterial stretches.
However, implementation remains patchy. A senior official revealed the dilemma: "The same citizens who demand removal of cables complain about loss of internet the moment we act. This makes enforcement politically and operationally sensitive.

BBMP records also show that several companies have voluntarily regularised past cable-laying work, generating additional revenue of nearly Rs 162 crore.

Prices of second-hand cars in the national capital have witnessed a sharp fall in recent days, with traders reporting a decline of 40 to 50 per cent, the Chamber of Trade and Industry (CTI) said on Friday. CTI Chairman Brijesh Goyal said the market for overage vehicles in Delhi has been severely affected, with nearly 60 lakh vehicles impacted by the sudden downturn. He attributed the price crash to restrictions related to End-of-Life (EOL) vehicles, which have crossed the permissible age limit for operation in Delhi. Goyal, who is also an automobile businessman, claimed that traders are being forced to sell cars at significantly lower prices. "In the last five days, the prices of second-hand cars have dropped by 40 to 50 per cent. Businessmen in Delhi are now compelled to sell vehicles at one-fourth of their original price," he said. He said that second-hand cars from Delhi are usually sold in Punjab, Rajasthan, Uttar Pradesh, Bihar, Tamil Nadu, Karnataka and Kerala. However, the demand from outside states is now accompanied by aggressive bargaining. "Luxury used cars that earlier fetched Rs six to seven lakh are now being sold for barely Rs four to five lakh. Buyers from other states are aware of the challenges faced by Delhi-based traders and are negotiating accordingly," Goyal said. He further added that over 1,000 traders in areas like Karol Bagh, Preet Vihar, Pitampura, and Moti Nagar are involved in the business of selling second-hand vehicles. Car dealers have also raised concerns over difficulties in obtaining the No Objection Certificate (NOC) from the Transport Department, which is required to sell used vehicles in other states. Earlier, the process was relatively smooth, but now traders say they are facing delays and complications. The Delhi government had banned fuel for end-of-life vehicles -- 10 years or older for diesel vehicles and 15 years or older for petrol vehicles -- that are deregistered and not allowed to ply on the roads from July 1, following a court order. However, on Thursday, the government requested the Commission for Air Quality Management (CAQM) to put the ban on hold with immediate effect, arguing that the fuel ban on overage vehicles is not feasible due to technological challenges.

Haridwar (Uttarakhand) [India], July 5 (ANI): Uttarakhand Chief Minister Pushkar Singh Dhami on Friday said that the state has secured the first position in the country in the 2023-24 Sustainable Development Goals (SDG) index released by NITI Aayog. Addressing a public gathering in Haridwar, CM Dhami said, 'I am pleased to inform you that, in the 2023-24 index of the Government of India's NITI Aayog, Uttarakhand has ranked first in the entire country in achieving the goals of sustainable development.' Highlighting the state's progress, Dhami credited the achievement to Uttarakhand's balanced growth approach; he said, 'It's because both the speed and direction of our growth are moving forward in a balanced manner. Along with this, we have also surpassed the national average by reducing the unemployment rate by 4.4%...' During the 'Vikas Sankalp Parv' event held in Haridwar, the CM inaugurated and laid the foundation stone for 107 projects, which are expected to cost around Rs 550 crore, a release said. CM also visited the stalls set up by various departments on this occasion and was overwhelmed by the immense love and affection received from people in the programme. Earlier in the day, the Chief Minister also held a telephone conversation with Union Home Minister Amit Shah, discussing the heavy rainfall in disaster-prone areas of the state. Dhami informed that, considering the seriousness of the issue, Amit Shah has assured that the Centre's emergency relief agencies, the NDRF and ITBP, are being deployed promptly to ensure that the Char Dham Yatra is not disrupted and that devotees face no inconvenience during their travel.
