First deal under DDA's special drive to fetch ₹10,000 cr. in 55 years

The Delhi Development Authority (DDA) on Saturday said its 'Special Licence Property' initiative, under which land is given to private players for fixed periods, has yielded good results. The first property allotted under the programme is expected to generate a revenue of ₹10,000 crore over a licence period of 55 years, it said in a statement.
'Experience during the last two decades has shown that freehold and perpetual lease models were not achieving the desired results due to the high cost of land. This move aims to make available suitable and viable land parcels to different sectors, including warehousing, health, and retail, fostering economic growth and enhancing Delhi's infrastructure,' the DDA said.
It added that the policy, initiated under Lieutenant-Governor V.K. Saxena, who is also the DDA Chairperson, will ensure that the urban body continues to remain the owner of the land. The first land parcel offered was a 2.2-acre plot in Nehru Place for the development of a five-star hotel, said the urban body.
The DDA added, 'The company secured this project for an annual licence fee of ₹27.19 crore.'

The landmark project is expected to generate approximately Rs 10,000 crore over a 55-year period, the planning and development agency said on Saturday. The project involves the development of a five-star hotel on a 2-acre land parcel in Nehru Place and is the first to be awarded under DDA's revamped land licencing policy. Under the awarded project, Fleur Hotels will develop 'Aurika' at Nehru Place, envisioned as one of Delhi's largest luxury hotels, featuring over 500 rooms. Lemon Tree Hotels currently operates more than 110 properties across over 75 cities in India and aims to bring its upscale brand experience to the Capital through this venture, said the hotel chain/. 'DDA had invited bids through a Request for Proposal (RFP) issued on May 2, 2025, for a 2-acre land parcel in Nehru Place earmarked for a five-star hotel. The bidding process, conducted on August 13, saw Fleur Hotels secure the project with an annual licence fee offer of Rs 27.19 crore—about 50% higher than the reserve price of Rs 18 crore,' DDA said in a statement. The move signals a significant shift in DDA's land disposal policy — from the conventional freehold and perpetual lease models to a long-term development model based on annual licencing. 'Reforms set into motion last year by Lt Governor VK Saxena have yielded spectacular results in terms of revenue generation for the DDA, even while facilitating much-needed developments in the Capital,' the statement added. Officials said that the Rs 10,000 crore revenue projection includes annual fee escalations over the 55-year term. 'This new model is expected to significantly boost DDA's income while facilitating key infrastructure development across hospitality, healthcare, logistics, and retail sectors,' the statement highlighted.

New Delhi: Delhi Development Authority (DDA) has accelerated construction work of a clock tower at Sadbhavana Park on Ring Road behind Red Fort and is targeting to complete it by end of this month. Although the park was inaugurated in June by lieutenant governor VK Saxena, it is yet to be opened to the public and work is still in progress at the site. A food van is also proposed to be operational near the parking area to attract visitors. On Aug 11, while laying the foundation stone for a clock tower in the New Delhi Municipal Council area (near Talkatora intersection), the LG informed that another clock tower is being constructed at Sadbhavana Park on Ring Road. New Delhi: Delhi Development Authority's first attempt to offer land for a five-star hotel on an annually incremental licence fee fetched Rs 27.2 crore per annum against the reserve fee of Rs 18 crore. The bid, won by one of the biggest hotel chains in the country, will generate revenues of Rs 10,000 crore for DDA over the licence period of 55 years. The initiative will provide a much-needed boost to the hospitality sector while contributing to DDA's coffers. "It was on the directions of lieutenant governor VK Saxena that DDA decided to move away from the existing freehold and perpetual lease models and chose a 'special licence property' mode to offer lands for prominent projects on annual incremental licence fee," an official said.
